Today, the Cabinet of Ministers of the Republic of Tatarstan held a briefing on preparations for the heating period of 2025-2026 and the implementation of a program to modernize the municipal infrastructure in the Republic of Tatarstan. Damir Shaidullin, First Deputy Minister of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan, spoke at the event.
"The heating period is traditionally the most important stage in the work of enterprises of the fuel and energy complex and housing and communal services. Timely, high-quality and trouble-free provision of public utilities directly affects the safety and comfort of citizens' lives, as well as the successful functioning of industrial and social infrastructure," D.Shaidullin emphasized. "Before the start of each heating period, a lot of work is being done to prepare the housing stock and communal and social facilities, which ultimately makes it possible to ensure their uninterrupted heat supply."
This year, according to the order of the Ministry of Energy of the Russian Federation dated November 13, 2024 No. 2234, new approaches to the preparation of facilities for the heating period have been developed, including new requirements for the certification of facilities.
The Ministry of Construction of the Republic of Tatarstan constantly monitors the readiness of facilities for the heating period. According to the first deputy head of the department, 2,989 boiler houses out of 3,069 have been prepared at the moment, which is more than 97% of the total, and 14,080 apartment buildings out of 18,088 have received readiness certificates.
Readiness indicators for social and cultural facilities exceed 98%.
Damir Shaidullin reminded about the deadlines for obtaining readiness certificates: for consumers of thermal energy – until September 15, for heat supply and heating grid organizations – until November 1, and for municipalities – until November 20.
