Irek Faizullin participates in the all-Russian meeting on the preparation for the winter period

Today, the videoconference call on “The readiness of the entities of the Russian Federation for the autumn and winter period of 2013-2014” was held by Russian Prime Minister Dmitry Medvedev. The meeting was attended by Tatarstan President Rustam Minnikhanov and Minister of Construction, Architecture and Housing of Tatarstan Irek Faizullin.

Opening the meeting, the Prime Minister noted that in Russia, the good preparation for the winter period influences the quality of the people's live over a long term. According to Dmitry Medvedev, the situation with the preparation for the winter period has been complicated by a number of problems, in particular, by the flooding in the Far East. “In general, the situation is under control, we have coped with it, but very serious actions were taken”, said Dmitry Medvedev.

Among the other problems, the Prime Minister called the early shoaling of the northern rivers and, as a consequence, the early termination of navigation. As a result, the northern importation plan was not completed.

Dmitry Medvedev said that 2.5 billion square meters of housing had to be prepared for the winter period. This plan was completed, but there are some regions that did not complete the preparation in a timely manner. The situation with the boilers is also stable, 74,000 boilers are operated in the country.

As for the fuel situation, it is normal as the plan to build coal reserves is advanced by nearly 1 million tons, and that for fuel oil is by 160,000 tons.

One of the major negative factors, as reported by Dmitry Medvedev, is the debts increased by almost a quarter compared to the last year, for fuel and electricity. Now it is 113 billion rubles. The heat generation will be carried out in a proper way as all the heat supply facilities have received certificates of readiness.

“The overall situation in the country is stable, but the heads of some regions should make efforts to correct deficiencies”, said the Head of the Russian Government.

Minister of Housing and public Utilities of the Russian Federation Mikhail Men said that the readiness of the housing stock for the winter in the whole country is 99.9 %, the readiness of boilers and water networks is 100 %, and the readiness of heating networks is 99.9%.

301.7 billion rubles were planned to allocate for the regions for the preparation for the winter period. As of November 1, 2013, the funds were allocated by 88.3%.

Reports were also made by Energy Minister of the Russian Federation Aleksandr Novak and Minister of Development of the Far East Aleksandr Galushka. The videoconference was attended by those heads of regions having any problem in preparation for the winter period.
