Damir Shaidullin: Digitalization of the construction complex is an effective tool in the fight against corruption
Today, the Republican Agency for Press and Mass Communications held a press conference on the prevention of corruption offenses in the construction complex of Tatarstan. Damir Shaidullin, First Deputy Minister of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan, took part in it.
In his speech, Damir Shaidullin, in particular, noted that the construction industry is one of the key sectors of Tatarstan's economy, accounting for more than 7% of the gross regional product. "According to the results of the first half of 2025, the volume of work on the type of activity "Construction" amounted to more than 539 billion rubles, which is 100.1% compared to the same period last year. The industry employs about 86,000 people, and the average salary has reached 74,000 rubles, an increase of more than 21% compared to 2024," the first deputy minister said.
The Republic retains a high position in the Volga Federal District in terms of housing commissioning. As of October 13, 2025, 2 million 980 thousand square meters of housing were commissioned in Tatarstan, which is 91% of the annual plan and over 102% compared to last year's level.
According to D.Shaidullin, the fight against corruption in this strategically important area is one of the priorities of government agencies. He recalled that the Ministry's anti-corruption policy is implemented in accordance with the state program "Implementation of the Anti-Corruption Policy of the Republic of Tatarstan" and the decisions of the Commission for the Coordination of Work on Combating Corruption in the Republic of Tatarstan.
To assess and coordinate anti-corruption work in the Ministry, a Commission under the Minister for Combating Corruption and a Commission for Compliance with the Requirements for Official Conduct of Government Civil Servants and Conflict of Interest Resolution have been established, which include members of the Public Council under the Ministry and representatives of higher education institutions.
To provide information channels that allow citizens to report corruption cases that have become known to them, the causes and conditions conducive to their commission, the Ministry operates: a helpline - (843) 231-15-45, an online reception, an official e-mail, and a helpline. No such requests were received during the reporting period, D.Shaidullin emphasized.
In addition, the Ministry ensures systematic monitoring of the activities of subordinate institutions within the framework of the powers and competencies of the founder. Public procurement in subordinate institutions is conducted in accordance with the requirements of 44 Federal Law. Information about the bidding process is transparent, publicly available and posted on the official website of the Russian Federation in the field of procurement.
"One of the most effective tools in the fight against corruption, which ensures transparency and accessibility of all processes for our citizens, is the digitalization of the industry," said the first Deputy head of the Ministry of Construction of the Republic of Tatarstan. - The Ministry, along with the federal center, continues to form a digital vertical, a single information space for data exchange between all participants in the construction process and government authorities. Today, it is a system of interconnection between the State Information System for Urban Planning Activities of the Republic (GISOGD RT), the Stroykomplex.RF platform, the Project Management Information System (ISMS) and other modules."
44 municipalities are operating in GISOGD, 17 services are provided. In 2024 alone, the system processed 58,351 applications, for which 51,277 positive decisions were made.
The ISM includes the concept of a single service for storing, processing and analyzing information about construction and capital repair facilities with the ability to synchronize with a number of federal software systems used in the construction industry. According to the results of 2024, according to federal statistics, the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan is in the first place in terms of its filling and use.
