Today, an all-Russian meeting on the development of a network of multi-service centers of state and municipal services took place in Naberezhnye Chelny. The meeting was chaired by Prime Minister of the Russian Federation Dmitry Medvedev.
“Development of user-friendly multi-service centers is the most important task. We must try to free our citizens from having to go to different places for different information, documents, to stand in line at the Federal Migration Service, in banks when paying various kinds of fines and other payments of the traffic police, or in other state and municipal institutions”, said Dmitry Medvedev said upon opening the meeting.
According to the figures cited by the Prime Minister, now 848 such institutions operate in Russia. They can accept a little less than a third of the population. The task is to provide access to services on the one window basis for 90 % of the population by the end of 2015. It is essential to increase the number of multi-service centers by almost 3 times, and, as said by Dmitry Medvedev, a single point of reception and delivery of documents should be in every city district and municipality. It is important to equip such centers with high-quality communication channels and modern information systems.
In 2012, the legal basis of multi-service centers was completely developed. The government has established lists of the most popular state and municipal services, which should be provided in such centers. The lists include services that are aimed at the registration of real estate, drawing-up of passports, permit for the construction, and a variety of other services. As noted by the Head of the Government, this list should expand to ensure that a person will obtain a solution in a variety of situations.
“It is obvious that the key role in the development of multi-service centers belongs to the regions. A system to manage this complex project is already being developed in every region; regional commissions have already been formed. In September, 2013, the State Duma adopted the first reading of the draft law according to which constituent entities of the Russian Federation will be empowered to organize the activities of multi-service centers”, said Dmitry Medvedev.
According to Dmitry Medvedev, the federal budget will allocate the funds for co-financing the development of multi-service centers. 3 billion rubles will be allocated in 2014, and the same amount will be allocated in 2015.
Deputy Minister of Economic Development Oleg Fomichev reported on the state of the project, the existing problems and challenges. He noted that about 10% of existing multi-service centers meet the developed requirements. “We understand that by this moment the regions have had no opportunity to meet these requirements, but we are going to monitor the spending of those six billion rubles allocated by the government, and to ensure the fulfillment of the IT infrastructure requirements”, said Oleg Fomichev.
“The task is to provide a complete set of services to be rendered in multi-functional centers. Here, we consider the interests of citizens who will come to a multi-service center and get all the required services therein”, said the Deputy Minister.
He offered to expand the range of services rendered in multi-service centers. “First of al, it is necessary to give the right to independently provide extracts from the information systems of public authorities stamped by multi-service centers. This is the simplest solution that will eliminate a lot of unnecessary document flow between multi-service centers and the authorities, because the authorities do not take any special solutions”, noted Oleg Fomichev. “We also offer to provide multi-service centers with the opportunity to render some state and municipal services in full, because it does not make sense to have regional administrations or individual budgetary institutions at the level of the regions. If a region has a multi-service center, it may well have these services rendered entirely in this center”, he added.
Also, according to the Deputy Minister, it is essential to ensure the regulatory support for the possibility for the paperless interaction of multi-service centers and the authorities providing state and municipal services.
