On approval of amendments to predicted increase in limits for financial support rendered from the Fund Assisting the Restructuring of Housing and Public Utilities to resettle people from the failing housing stock in 2014-2017

In connection with the resolution of the Government of the Russian Federation of November 22, 2013 No.1057 "On Amendments to the Resolution of the Government of the Russian Federation No. 147 “On the procedure for granting subsidies in the form of property to the Fund of the Russian Federation and the characteristics of the provision of financial support to the entities of the Russian Federation” of 21/02/2013, and given the letter of the Russian Finance Ministry No. 06-06-13/1/49238 of 15/11/2013 on values of the levels of the ​​estimated budget security of the constituent entities of the Russian Federation in 2014, on December 2d, 2013, the Board of the Fund approved the amendments to the predicted increase in the limits of the provision of financial support from the Fund, calculated for the entities of the Russian Federation regarding the funds allocated for the resettlement of people from the failing housing stock by means of property contributions of the Russian Federation to the Fund for this purpose in 2014-2017.

At that, the Fund shall inform the constituent entities of the Russian Federation that the State Duma is considering draft federal law No. 308873-6 “On Amendments to the Housing Code of the Russian Federation and Certain Legislative Acts of the Russian Federation”. The amendments to the said bill, approved by the State Duma Committee, provides that balances of the unused limit for the resettlement, left in the entity of the Russian Federation as of January 1st, 2014, will be directed to increase the limit of this entity of the Russian Federation in 2014 -2016 (calculation based on the specified redistribution is given in the Forecast Plan of the elimination of emergency housing recognized as such until January 1st, 2012).

After the adoption of the bill in accordance with paragraph 6.1 of Article 17 of Federal Law No.185-FZ “On the Fund Assisting the Restructuring of Housing and Public Utilities” and clarifying the information on the total area of​ the failing housing stock, the limits of the financial support of the Russian Federation will be specified. Appropriate adjustments will be required when calculating amounts of the stages and long-term regional target programs on the resettlement of people from the failing housing stock.
