Dmitry Medvedev explains the initiative to introduce an advance payment for housing and public utilities

Prime Minister Dmitry Medvedev explained the essence of his proposal to introduce an advance payment for housing and public utilities in a meeting with representatives of the mass media held today.

 “Nobody talked about that advance payments must be effected by all the citizens”, he said.

According to the Prime Minister, 94 percent of citizens pay for housing and public utilities on time. The proposal means only about 6 percent of those Russians who “have a delay of more than six months”.

Now this issue is being under discussion; the final decision has not been made yet, as reported by the Prime Minister.
