225 million rubles to be allocated under the program on lighting reconstruction in rural settlements for 2014 in Tatarstan

All the municipalities are to submit the documentation for the acts of the work performed (form KS-2) under the program on major repairs of schools until December 25th, 2013. This was announced today by President Rustam Minnikhanov at the Republic’s meeting held in the Government House of the Republic of Tatarstan.

During the videoconference Rustam Minnikhanov was connected with the heads of the municipal areas that do not submit the necessary documentation for the performed work at the facilities. These are Almetyevsky, Tetyushsky, Sarmanovsky, Bugulminsky, Chistopolsky areas and the city of Kazan. In some areas the delay occurred because the savings were spent to perform some additional work.

Then, Rustam Minnikhanov was reported on the situation with the repairs of the buildings designed for multi-service centers to provide public services to citizens. The work has been completed at three facilities, and the rest of the work is being carried out according to the schedule. Tatarstan President ordered to pay attention to this issue and do everything required in order to make multi-service centers work around the Republic.  According to him, it is necessary to introduce the monitoring of multi-service centers’ activities (including the number of services rendered to the population).

Minister of Construction, Architecture and Housing of the Republic of Tatarstan Irek Faizullin reported on implementation of the program on major repairs of apartment houses in 2013. Thus, out of 842 renovated houses, 838 have been approved by the State Housing Inspectorate of Tatarstan.  An apartment house located in Tolstoy Street is to be completed by December 15th, 2013.

Irek Faizullin also recalled that on December 16th -18th, 2013, Kazan will host a workshop on “Regional programs on major repairs overhaul of the common property of apartment houses. Organization of regional operators’ activities”. The workshop is organized by the Fund Assisting the Restructuring of Housing and Public Utilities and the Government of the Republic of Tatarstan (more information on http://www.fondgkh.ru/anounce/102651.html).

Rustam Minnikhanov, in particular, reminded of what the incident which had happened in early December at the construction site in Naberezhnye Chelny: a steam generator made by rule of thumb unit exploded and resulted in one worker being dead and the other being seriously injured. Tatarstan President requested to thoroughly investigate the case and punish the guilty.

Minister of Construction, Architecture and Housing of the Republic of Tatarstan reported on the funding of the program on major repairs of apartment houses in 2014. The amount of the funding is 4,709 billion rubles, including 194 million rubles allocated by Fund Assisting the Restructuring of Housing and Public Utilities, and 1.37 billion rubles allocated from the budget of the Republic of Tatarstan.

Irek Faizulin also recalled that a new social program to restore lighting in rural settlements is to be implemented in 2014. The program for 2014 defined the funding of 5 million rubles for each municipality for a total amount of 225 million rubles. The program includes 686 objects where 13,100 light fixtures and 804 control panels will be installed.  

The Republic also continues to repair facilities of veterinary associations. 9 facilities were defined in 2013, and the limit of the program is 30 million rubles.

During the meeting, Deputy Prime Minister - Minister of Agriculture and Food Marat Akhmetov introduced the evaluation criteria for farmers in municipalities in order to rank the main production areas and economic indicators. Thus, the evaluation criteria included such factors as revenue per 1 hectare of arable land, return on sales, accounts payable, average milk production, etc.

Marat Akhmetov announced 20 advanced agricultural enterprises.

Tatarstan President Rustam Minnikhanov offered to publish a list of the most successful farms and their leaders, as well as do a series of television programs on advanced farms. According to him, one should also pay attention to those managers who fall behind in many aspects and close the rating.
