Vladimir Talalikhin: “Tatarstan as the locomotive in the search for new solutions”

The Ministry of construction, architecture and housing of the Republic of Tatarstan held a meeting of the working group on the implementation on the territory of the Republic of Tatarstan new mechanisms for resettlement of citizens from emergency housing in terms of employment. 

The working group consists of Irek Faizullin, Minister of construction, architecture and housing and utilities of the Republic of Tatarstan, Ildar Sibgatullin, head of Department of construction, transport, utilities and road facilities of the Cabinet of Ministers of RT, Farit Hanifov, first Deputy Minister of construction, architecture and housing and utilities of the Republic of Tatarstan, Vladimir Talalikhin, first Deputy General Director of state Corporation - Fund of assistance to reforming of housing and communal services, Talgat Abdullin, Executive Director of NPO "State housing Fund RT", Oleg Ruin, Deputy General Director of the Fund of assistance to reforming of housing and communal services and others.

The meeting was opened by the Chairman of the working group, Irek Faizullin: "The law considers elimination of emergancy housing, the provision of new housing to citizens is not considered. Allocated finance by the Fund of assistance of reforming housing and communal services of the Russian Federation are used only for the redemption of emergancy housing. The government of the Republic of Tatarstan decided to provide residents of housing by the standards.  Thus, we will help on improving the living conditions of citizens of the Republic".

Farit Hanifov reported on the progress of implementation of the programme of resettlement of citizens from emergency housing stock. The resettlement of residents from emergency  housing is implemented after confirmation of the premises unfit for habitation. Also Farit Hanifov noted the conditions of the program and told that in difficult economic cituation program offers the low percent condition-7%. 

Vladimir Talalikhin, first Deputy General Director of state Corporation - Fund of assistance to reforming of housing and communal services, said: "At the Federal level, the work of our working group attaches great importance. And again Tatarstan as the locomotive in the search for new solutions in the process of implementing major repairs, relocation of citizens from emergency  housing applies the new arrangements."

At the end of the working meeting it was decided that the Ministry of construction, architecture and housing and utilities of the Republic of Tatarstan  together with "State housing Fund under the President of the Republic of Tatarstan" will prepare  project on resettlement of citizens from failing housing stock, using the mechanisms of recruitment of residential premises.
