In Tatarstan started the federal project "School literate of consumer", whose goal will be to increase literacy in the republic housing issues. "Today there are many mechanisms for decision-making on a large number of wide range of issues. However, people do not know how to use it all. They do not know where to complain. People just do not know that there are Republican housing inspection, there are public organizations that monitor the executive authorities, local self-government. People do not know how to use it, do not know the opportunities that gives them an updated legislation ", - said A.Sidyakin. According to him, society has a huge impact social memory. "It seems the problems with housing and communal services has decreased, but the fact that you do not know, everything should not be, you have the impression that this is still a problem sector. But the situation is changing for the better definitely, "- said the parliamentarian. In order to eliminate the housing of illiteracy among the population of the party "United Russia" in cooperation with the Ministry of Construction, Housing and Utilities of the Russian Federation launched the project "School literate consumer."
In Tatarstan, a federal project will be implemented with the support of the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan. "To date, training under the project" School of literate consumer "was about 300 people. It is precisely those who have turned to us with such matters, "- said Dmitry Romanov. At the same time before the end of the current year it is planned to train about one thousand. People living not only in Kazan, but also in other cities of Tatarstan.
Education within the housing and free education is about 9-10 hours of lectures, seminars and discussions. Note that the emphasis is primarily on the active population - Chairman of the apartment buildings, senior home or at the entrance. The main directions and the training includes: Fundamentals of the Housing Code, the concept of an invoice, the interaction with the Board of the house management companies, law and jurisprudence of dispute resolution in the sphere of housing and communal services, as well as other general questions.
Training takes place in the same building with the Centre of public control in the sphere of housing and communal services in Kazan, are made visits to other cities. As a result of completing the course each participant will be issued a certificate, as well as teaching aids. Total planned training 20 thousand.
In the near-term feasibility of the project "School of literate consumer" in the educational institutions to educate consumers already literate at an early age. According to the authors of the project, this kind of classes will be held during class hours. In the near future it is planned to create special mobile application, through which can be difficult to pay for housing and communal services, but also to consult on a particular issue, or to contact the appropriate authority to complain. "The demand for housing and communal services of 100 percent applies to everyone. And the demand for these services regularly escalates. If you look at the complaints that came to us 10 years ago, and they are concerned leaky roofs and flooded basements, but now people are more concerned about, and the procedure of calculation and questions of improvement.
