30 June 2015, Tuesday

Today in Tatarstan State Council held a meeting of the Committee on the Environment, Environmental, agricultural and food policy, where deputies discussed a number of issues in the field of environmental safety. The meeting was attended by Deputy Chairman of the State Council of Tatarstan Yuri Kamaltynov.

The first item on the agenda, the Committee reviewed the implementation of the legislation in the field of environmental protection from the negative impact of waste production and consumption. Noting the special relevance of the topic, the head of the committee Tahir Khadeev reminded that Tatarstan total waste production and consumption is up to 15 million tons per year. "Garbage, recycling, waste management are a problem not only for environmentalists and supervisory authorities, - said the deputy - but also the headache population, entrepreneurs and big business executives." On this issue, the deputies made by the Deputy Minister of Ecology and Natural Resources of the Republic of Tatarstan Ramil Nizams, First Deputy Minister of Construction, Architecture and Housing of Tatarstan Alexei Frolov, Deputy Minister of Agriculture and Food Nazip Hazipov, Deputy Head of Rospotrebnadzor on RT Almas Imams, the deputy prosecutor of the Kazan conservation Prosecutor Ramil Akhmetzyanov and Head of Legal Division of the Office of Rosselkhoznadzor for Republic of Tatarstan Gulnara Uvaev.

The resolution adopted by the Committee notes that there are currently in Tatarstan waste management system based mainly on burying them in landfill sites (landfill) of municipal solid waste, or prolonged storage (storage) at specialized facilities. The country is extremely slow pace of implementing a system of separate waste collection, especially the components of municipal solid waste. Because of the lack of separate collection, together with food waste, paper, plastic and other packaging are thrown cans with the remnants of paint, pesticides, paints, lamps, batteries, medicines, etc.. Not a mechanism for collecting and disposing of broken mercury-containing devices. Toxic waste components pose a potential threat to the environment and human health. A special problem is industrial waste. The collection of hazardous properties characteristic of industrial waste (toxicity, flammability, etc..), Poses a risk to human health and the environment. Unwillingness (or lack of opportunity) companies to invest funds in the creation of closed cycles leads to an increase in volumes of waste disposal in landfill sites (landfill) of municipal solid waste. Analysis of the current situation in the sphere of circulation

waste shows that, despite the measures taken, there is a need to improve the management and treatment of industrial and domestic waste.

Given the relevance of the issue, the committee adopted a number of recommendations to the Government of the Republic and the ministries.
