The Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin made a detour of the residential buildings and social facilities under construction in Kazan. The first object of the visit was the completing construction of problem residential buildings No. 3 and No. 4 of the residential complex "MChS", located on Akademika Gubkin Street. The general director of the Ak Tash company Gazinur Akhmetov gave explanations on the progress of construction work. According to him, at the completion of work on the improvement of the territory, the State Construction Supervision Service of the Republic of Tatarstan is being inspected in house No 3. Construction and installation work in house No 4 of the residential complex is also nearing completion. Finishing work is underway in the underground parking area, the laying of power supply networks is nearing completion, and work has begun on landscaping. Then Marat Aizatullin got acquainted with the progress of construction of a 9-storey residential building on Stadionnaya Street in the village of Derbyshki, Kazan, which is being built under the social mortgage program. The installation of engineering and technical support networks, internal finishing works, facade finishing works and landscaping are currently being carried out at the facility. The next object was a school under construction for 1224 students in the residential complex "Salavat Cooper". At the end of the detour, representatives of the Ministry inspected a kindergarten under construction in the residential complex "Salavat Cooper" for 260 children. During the visit to the facilities, Marat Aizatullin gave appropriate instructions to complete work at the facilities in order to put them into operation on time.
In the republic, the implementation of a new program for the overhaul of school catering units is in full swing. This year, it is planned to repair 198 objects in 44 municipalities of the Republic of Tatarstan. This became known during a press tour to school No. 91 in Kazan. The progress of repair work in the institution was assessed by the Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ildus Nasyrov and the Deputy Minister of Education and Science of the Republic of Tatarstan Alsu Asadullina. “Within the framework of this program, repair and finishing work is carried out in the premises of the catering units, the repair of internal engineering networks is envisaged, as well as the installation of new modern equipment. At present, the volume of work is implemented on 53%,” - said Ildus Nasyrov. “Since last year, students in grades 1-4 are provided with free hot meals. This increased the burden on the food units. This year 211 thousand children will receive it,” - added Alsu Asadullina. Director of School No. 91 Ilnur Gaffarov noted that thanks to this program, the canteen has changed beyond recognition: “We are waiting for the early opening in order to acquaint children with the new canteen. Everything has changed here, it has become homely cozy. The main thing for us is that the children here can feel comfortable, like at home." In 2021, the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan participates in the implementation of six national projects: "Demography", "Housing and Urban Environment", "Ecology", "Education", "Healthcare" and "Culture". Within the framework of the above 6 national projects, 12 federal projects are being implemented. The Ministry of Construction of Tatarstan has allocated over 11 billion rubles for the implementation of national projects. Within the framework of this project, the "Stimul" program is being implemented, which is aimed at intensifying the construction of housing by large developers. Thus, it will finance work at a school in the Art City residential complex, three Kazan kindergartens, on two external engineering networks for the "Leto" residential complex and treatment facilities in the "Svetlaya Dolina' residential complex. National projects have been implemented in Russia since 2019 by decree of the President of the Russian Federation Vladimir Putin.

It is planned to work on the construction of an additional building to the main one. The customer is the Main Investment and Construction Department of the Republic of Tatarstan. The first deputy minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Alexei Frolov reported on the implementation of republican programs for capital repairs of social facilities and collection of utility bills at a meeting in the Government House of the Republic of Tatarstan. Alexey Frolov said that the republican programs for the overhaul of social and cultural facilities, engineering infrastructure and apartment buildings in 2021 were 69% completed. This year Tatarstan is implementing 28 such programs. In total, they include more than 3 thousand objects. The program budget is over 23 billion rubles. The most ambitious are the measures being implemented within the framework of the republican program for the renovation of educational institutions. In total, 213 educational objects are to be repaired along with it. The volume of the program is 2 billion rubles. In its implementation, they are guided, first of all, by the beginning of the new academic year. Therefore, the performance here is above average - 78%. So, 49 kindergartens are included in this program. Work on them is 73% complete. At the same time, 15 objects are ready, and 34, respectively, are currently being repaired. As regards the renovation of general education schools, work has been completed by 82%. This year's program includes 33 general education organizations. 22 of them are in the works for contractors. 11 schools are ready to accept students. The renovation of 3 correctional schools has been completed. 7 such schools are currently being renovated. In general, construction and installation work on these objects was completed by 80%. The scope of work on the repair of functional areas in schools has been closed by 95%. 90 objects have been completed, 26 are in operation for contractors. This year the republic is implementing the program for organizing hot meals in schools for the first time. In 2021, 198 such facilities are to be renovated or re-created. 196 of them are in the works.
It is necessary to create powerful industrial zones between Kazan and the surrounding areas in order to provide jobs to people living in this territory. This was stated by the President of Tatarstan Rustam Minnikhanov at the scientific-project seminar "Development of agglomerations and transport infrastructure of the Republic of Tatarstan", which was held today at KSUAE. “It is wrong to build only housing without creating any industrial zones. These are the questions that need to be considered. For example, powerful industrial zones need to be created between Kazan and Zelenodolsk, - said the President of the Republic of Tatarstan. - Now we are reaping the fruits of early shortcomings: traffic jams, the discontent of local residents. Everyone is moving to the city because there are not enough jobs in the suburbs." According to the President of Tatarstan, if the municipal districts are not self-sufficient, then local residents will continue to look for work not on their territory, but outside it. “Housing has been built, transportation issues have been resolved, but where do people work? Will they travel to the city every day? In agglomerations, it is necessary to create an infrastructure for a comfortable life and work. We need industrial sites, technology parks, industrial parks. It is necessary to create new points of attraction,” - Rustam Minnikhanov emphasized. The President noted that the topic of the development of agglomerations is very important. “This is a lot of work. We must start with an understanding of what we have in the agglomerations today. It is necessary to look at the zones that are not involved. And before you plan anything, you need to identify weak points in order to know how to move,” - he added. Rustam Minnikhanov drew attention to the fact that housing construction should be accompanied by the development of social infrastructure. “You cannot create social tension,” - he stressed. The President of the Republic of Tatarstan is also convinced that there should be a management system for the agglomeration.
Six hospitals will soon open in Tatarstan after major repairs. Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ildus Nasyrov spoke about this at a press conference at the Tatar-inform news agency. “The work is close to completion in the children's city hospital in the city of Nizhnekamsk, at Mendeleev Street, 45, as well as in central regional hospitals in Aznakaevo, Buinsk, Muslyumovo, Leninogorsk, Nizhnekamsk,” - the speaker noted. In total, 18 hospitals will be overhauled this year, now more than 73% of the work has been completed. In 2021, the overhaul of three healthcare facilities has already been completed, including the medical building No. 2 of the Hospital for war veterans of Kazan. The work was carried out there in stages - on floors and departments. The works lasted over a year. Feldsher-Obstetric Points are now being built in 42 districts of Tatarstan.
In Tatarstan, there is an understandable and transparent system of housing and communal services, which is strictly controlled by the state. This was stated at the meeting of the Volga expert club by the first deputy minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Alexei Frolov. He recalled that the current Housing Code of the country has been working for 15 years. It is largely aimed at attracting private organizations to the housing sector, but this process has developed differently in each region of the country. “Where there is continuity of power, as in Tatarstan, the system is built, and it is tightly controlled,” - Frolov said. As an opposite example, he cited Moscow, where state unitary enterprises of the Soviet type are still operating, and billions of rubles in subsidies are spent on maintaining the housing sector. “We don’t have such a thing, this sphere lives on what the homeowners really pay for,” - Frolov explained. “It is necessary to clearly separate the sphere of housing management and the utilities sphere. In the utilities sector, the state needs to tighter control over the pricing of organizations. Because there are large resources and reserves that can be redirected to other areas,” - summed up Alexei Frolov.

Alexey Frolov said that by now the total volume of execution of 19 republican programs is 61%. The republic allocates 6.9 billion rubles for the construction of housing, social and cultural facilities and the provision of housing for certain categories of citizens. In addition, 95 objects are being built in Tatarstan, which are part of national projects. The volume of their sales exceeds 10 billion rubles. By the current date, work on federal projects has been completed by 64% of its physical annual volume. To date, 1 million 489 thousand square meters of housing have been built. This is more than 103% compared to last year. The annual plan for housing construction has been fulfilled by 56%. Commercial housing accounts for about half of the annual volume. The builders have already handed over 76 apartment buildings, the area of which is 468 thousand square meters. This is 37% of the plan. Another 89 houses are under construction: 48 houses are in a high stage of readiness, the degree of readiness of 24 is characterized as average (30% -70%), less than a third of 17 houses are ready (up to 30%). Under the social mortgage program, 161 houses with an area of 280 thousand square meters are planned for delivery this year. 84 apartment buildings have been built, with a total area of 99 thousand square meters. Another 42 houses are close to delivery. The fastest growing is the construction of individual housing. 6 thousand 828 houses or 82% of the planned indicators are ready.
From 13 to 19 July 2021, state and municipal customers, developers, municipalities - Engineering companies, Capital Construction Directorates underwent advanced training in information modeling technologies (IMT). The training programs were developed by the Department of State Expertise and Pricing of the Republic of Tatarstan for Construction and Architecture with the assistance of the Ministry of Construction of the Republic of Tatarstan and leading practitioners in IMT technologies. The training took place at the educational center of the State Autonomous Institution, which trains highly qualified personnel of a new generation, capable of quickly adapting to the constantly changing conditions of modern society. As a result of the training, the students realized the relevance and necessity of implementing information modeling technologies. They have studied new topics, and also plan to share the knowledge gained and conduct training within the company. Moreover, they passed the final test for knowledge of the studied material and completed a practical task on drawing up a design assignment taking into account the IMT. The main difficulties in the implementation of information modeling technologies can be identified: the lack of suitable personnel and expensive software and equipment. Courses will also be organized for chief project engineers, builders and surveyors.
