In Tatarstan, the implementation of republican capital repair programs is gradually being completed. Totally 27 programs include 3.5 thousand objects. 13 programs have already been implemented for 2.5 billion rubles. Such data was announced today at a meeting in the House of Government of the Republic of Tatarstan by the First Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Alexei Frolov. The meeting in the mode of video conferencing with all municipal districts was chaired by the Prime Minister of Tatarstan Alexey Pesoshin. Alexey Frolov said that today it remains to complete the overhaul in three kindergartens in Kazan, eight medical hospitals, four buildings subordinate to the Ministry of Internal Affairs, four children's health camps, two teenage clubs, three sports facilities and one stationary social service organization in the Atninsky district. Under the program "Provision of the population with drinking water", the planned activities have been fully implemented in 42 municipal districts of the republic. It remains to complete the work in the Nurlat district. Also, the first deputy minister reported on the collection of utility bills. In September, this indicator averaged 103.3% in Tatarstan. This is 0.5% higher than last year. In January-September of this year, the collection rate increased by 0.6% compared to the same period last year and amounted to 98.6%. The average annual level was 99.2%, which is 1.2% higher than the same period in 2020. The amount of debt of the population for housing and communal services as of October 1 amounted to 8 billion rubles. This is almost two months of billing. Tatarstan is one of the regions with the largest share of payments made in electronic format in their total volume. Compared to September last year, it grew by 5% and is 67.2%. Debt for electricity decreased by 55 million rubles over the year. Now it is 69.5 million rubles. The overdue debt of utility service providers to JSC Tatenergo for the supply of heat is estimated at 176 million rubles. The overdue debt for gas by the indicated date amounted to 310 million rubles. Over the year, the amount of debt decreased by 57 million rubles.

On October 22, 1921, the First State Universal Construction Office was established in Kazan by the Regulation "On State Construction Offices", which united several small construction organizations. It served as the basis for the creation of "Tatstroy" - the largest state construction organization in the republic, which employed about 10 thousand people. Today, the construction complex of Tatarstan is the largest sector of the economy, generating every eighth ruble in its gross regional product. This is an industry that employs over 85 thousand people and 400 enterprises. The contribution of builders to the stages of development of the republic cannot be overestimated. The builders took an active part in rebuilding the economic and social infrastructure destroyed by the war. The courage and selfless work of the people of our profession arouses sincere admiration in the current generation. The cities of Zakamye - Nizhnekamsk, Naberezhnye Chelny rose in an open field. Such industrial giants as KAMAZ, Nizhnekamsk hydroelectric power station, oil industry facilities were built. The modern period of development of the construction history of the republic is inextricably linked with a large-scale program of liquidation of dilapidated housing, the creation of the State Housing Fund under the President of the Republic of Tatarstan, new industrial complexes "TANEKO", SEZ "Alabuga", construction of the IT-city "Innopolis", world-class sports complexes. And today, dozens of programs are being implemented in the republic, within the framework of which schools and kindergartens, hospitals and clinics, cultural centers and sports facilities are being built, and cultural heritage sites are being restored. They affect absolutely all regions of Tatarstan, so that life is comfortable even in the most remote corners. New approaches and high technologies used in construction create unique opportunities for the development of the industry. This means that our profession will always be in demand. Modern builders do not just build houses, they model the future, creating a space for life and activity. Looking back, we understand what a difficult path the construction industry of the republic has traveled over the past century. Rafar Shakirov has been appointed as the new Deputy Minister of Construction, Architecture, Housing and Communal Service of the Republic of Tatarstan, the relevant document was signed by the Prime Minister of the Republic of Tatarstan Alexey Pesoshin. "To appoint Shakirov Rafar Mirzanurovich from October 21, 2021 to the post of Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan," the text of the document says.

In Tatarstan, work is underway to increase the number of building permits submitted in electronic form. According to the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, according to the results of 9 months of the year, 1,499 permits for the construction of various objects were issued in the republic. Of these, 11% or 165 permits were issued in electronic form, another 825 were provided through the Multifunctional Centers. The remaining 509 permits were handed over to the applicants personally. A survey conducted by the ministry showed that in January-September 2021, the period for obtaining construction permits was reduced from 79.57 days to 55. However, it is planned that in the future it will not exceed 42 days, as it happens at the federal level. The Ministry of Construction noted that in order to reduce the time for issuing permits on the Portal of State and Municipal Services of the Republic of Tatarstan in 2019, an opportunity was created to submit an application electronically to all local governments in all districts, including Kazan and Naberezhnye Chelny. Since June 1, 2021, such an opportunity has been provided for the Ministry of Construction of the Republic, which issues permits if construction is planned to be carried out on the territory of 2 or more municipalities of the republic. For 9 months of the year, the Ministry of Construction issued 36 such permits. By the end of the year, the ministry noted, in most cases, such services will have to be provided in electronic form. Their share by the end of the year should be 70%. The service can be obtained on the republican portal of state and municipal services. In this format, one permit was issued to commission the facility. Now the mechanism for providing the service is being finalized together with the Ministry of Digital Development of Public Administration, Information Technologies and Communications of the Republic of Tatarstan and other organizations.

Today Ak Bars Keramik has organized a meeting of architects and developers as part of the opening of a new sales office. A discussion was held on the production of engobered bricks, and new products from the factories were presented. The meeting was attended by the head of the construction complex development department of the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Dinar Sagdatullin, the chief architect of Kazan Ilsiyar Tukhvatullina, developers and architects of Nizhnekamsk, St. Petersburg and Urussu. The different types of bricks presented in the showroom aroused interest in the architectural community. Next year, the plant plans to produce bricks in graphite shades.

The opening of the preschool institution "Yoldyzkai" took place today in the Laishevsky district of Tatarstan. The new facility was built within the framework of the national project "Demography". The kindergarten is located in the village of Derzhavino and is designed for bilingual education of 50 children. Each child will be able to receive training in the Tatar and Russian languages as well as ecological education. Also, the institution is aimed at the correctional development of children with speech difficulties. The opening of the kindergarten took place with the participation of the Minister of Education and Science of the Republic of Tatarstan Ilsur Khadiullin, the head of the Laishevsky district of the Republic of Tatarstan Ildus Zaripov, the head of the construction complex development department of the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Dinar Sagdatullin, parents, pupils and other guests. The new two-storey kindergarten was built according to a standard design and meets all safety requirements. There is a playground on the territory.
