On March 10, a 120-apartment 16-storey residential building in the microdistrict Zapadnye Vorota, position No. 19 with external utilities in the city of Almetyevsk, received a positive conclusion from the Inspectorate of State Construction Supervision of the Republic of Tatarstan. The construction of a 16-storey building was carried out at the expense of investments of the State Housing Fund under the President of the Republic of Tatarstan within the framework of the national project "Housing and Urban Environment". The project provides 120 apartments in the house (60 one-room and 60 two-room). The total area of ​​the building is 9253.60 sq. meters. The apartments are finished with a fine finish: wallpaper is glued, linoleum is laid, plumbing and electric stoves are installed. On the ground floor, there is a lobby of the residential part of the building, an electrical control room, a fire station, an elevator hall, two office premises with a total area of ​​365.28 sq. m.

Now 31 municipal districts of the republic are ready to provide land plots for testing new urban planning standards. Tatarstan has been tasked with becoming an example for Russian regions in introducing standards for integrated development of territories (IDT). Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic Vladimir Kudryashev announced this at a visiting meeting of the Committee of the State Council of the Republic of Tatarstan on Housing Policy and Infrastructure Development. Currently, 18 municipal districts of the republic have proposed land plots for consideration, which require documentation for the planning of territories and connecting the necessary infrastructure. Twelve municipal districts are only considering the possibility of providing several territories for integrated development. The city of Kazan stands out among the municipalities, where proposals for integrated development have also been received. "In Kazan, the mechanisms of work of the IDT are planned to be tested on the territories of non-residential buildings," - the deputy minister explained. 14 districts of Tatarstan do not yet have plots for the integrated development of territories, the speaker stated. “The adopted law on the integrated development of territories provides quite a lot of opportunities for the regions at the legislative level. The constituent entities of the Federation now have various powers in this part, including those to determine the technical characteristics of apartment buildings that can be included in these programs,” - he added.

The plenary session of the VI All-Russian Meeting on the Development of Housing Construction was held within the framework of the business program "Russian Construction Week - 2021" (ROSBUILD-2021). Representatives of the Ministry of Construction, Architecture,  Housing and Communal Services of the Republic of Tatarstan also took part in the event by video communication. The meeting participants discussed issues on key areas of development of the construction industry, achievement of the indicators of the national project "Housing and Urban Environment", digitalization of the industry, individual housing construction and the creation of high-quality infrastructure. During the meeting, the prospects for the implementation of the mechanism for the integrated development of territories were also discussed. Minister of Construction, Housing and Communal Services of the Russian Federation Irek Fayzullin noted that the integrated development of territories will become one of the mechanisms aimed at increasing the volume of housing commissioning.

The housing is planned to be commissioned in 2021

The Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin reported on the implementation of housing construction programs, construction programs and capital repairs of social facilities at a republican meeting in the Government House of the Republic of Tatarstan. Within the framework of housing construction, 19.5% of 2 million 670 thousand square meters have been commissioned in the republic. The minister called on the heads of municipalities to take personal control of the issue of construction and commissioning of housing, as well as to ensure by March 20 at least 20% of the commissioning of housing from the approved annual plan. About a tenth of the planned volume - 280 thousand square meters - falls on the social mortgage program. Of the 161 residential buildings planned for delivery this year, 23 apartment buildings with 1,359 apartments have been commissioned. Another 164 apartment buildings with an area of ​​more than 1 million square meters are commercial buildings. To date, 46 houses have been commissioned. As part of individual housing construction by the current date, 1 thousand 840 houses have been commissioned. In total, it is planned to build 8 thousand 330 houses.

President of the Republic of Tatarstan Rustam Minnikhanov and State Councilor of the Republic of Tatarstan Mintimer Shaimiev got acquainted with the progress of work on the reconstruction of the Cathedral of the Kazan Icon of the Mother of God. In the period from 2016 to 2021, the temple was recreated almost in its original form. The "cave temple" was also restored (it was consecrated on February 25, 2020 by Metropolitan Theophanes). During the inspection of the cathedral, Rustam Minnikhanov was informed that the work was being carried out in accordance with the established schedule. Explanations were given by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. Today, work continues on the installation of cast-iron floors, the writing of icons for iconostases, the manufacture of church utensils and furniture. Also, work is underway on the interior decor and temple painting (out of 2500 sq. m., 2100 sq. m. have already been painted). During the inspection, options for heating the reconstructed cathedral and the entire complex of objects were also discussed. Recall that the grand opening of the cathedral is scheduled for July 21, 2021.

On March 2-3, the parliamentary delegation of Tatarstan, consisting of deputies of the State Council Azat Khamaev, Alexander Tygin, Lutfulla Shafigullin and Nikolai Atlasov, visited Saransk in order to study the experience of organizing the separate waste collection in the Republic of Mordovia. The event was also attended by Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ildus Nasyrov. During a trip to the neighboring republic, Tatarstan parliamentarians and representatives of relevant republican ministries met with Acting Head of Mordovia Artem Zdunov and Chairman of the State Assembly of the Republic Vladimir Chibirkin. Welcoming the guests, Vladimir Chibirkin noted the close interaction of the regional parliaments of the two republics on the basis of the Cooperation Agreement between the State Assembly of Mordovia and the State Council of Tatarstan. The deputies of both republics are in constant contact, including the platforms of the Association of Legislators of the Volga Federal District. The parliamentarians exchanged views on measures to strengthen inter-parliamentary cooperation on a wide range of issues. During the meeting, its participants expressed interest in continuing to work together, including on the implementation of the initiatives of Mordovia and Tatarstan to improve legislation and law enforcement practice in the field of MSW management. It was noted at the meeting that this year it is planned to equip about 5 thousand additional sites for the collection of MSW in the republic, and the issue of organizing deep processing of waste is being resolved.

The key event will be the RosBuild 2021 exhibition, which will bring together leading manufacturers of construction, finishing materials and high-quality equipment and introduce innovative technologies in the construction industry. In the Republic of Tatarstan, out of 33 republican programs in 2021, by the beginning of construction and installation work, 7 programs are fully ready - they have passed all stages of approvals, bidding and concluding government contracts. This was announced today at a meeting in the Government House of the Republic of Tatarstan by the First Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Alexei Frolov. The meeting was held by videoconference with all municipal districts by the President of the Republic of Tatarstan Rustam Minnikhanov. The meeting was attended by the Prime Minister of the Republic of Tatarstan Alexey Pesoshin. The program of capital repairs of apartment buildings included 948 houses in 41 municipalities. The program budget is 6,295.4 million rubles. In addition to republican programs, large-scale events will be held in Tatarstan in 2021 within the framework of national projects. The Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan will monitor 97 objects that are included in 12 federal programs throughout the year. Design and estimate documentation is currently being developed for 11 objects.
