Today, the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin introduced the new head to the staff of the State Unitary Enterprise of the Republic of Tatarstan "Tatlizing". It is Ilnar Fanilevich Khafizov. The corresponding appointment order was signed by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan. Introducing Ilnar Khafizov in his new position, Marat Aizatullin noted that his experience in the industry will enable him to competently and professionally continue the line of team management and effectively fulfill the assigned tasks. Ilnar Khafizov thanked for the trust shown.

For reference: Ilnar Khafizov was born on July 14, 1984 in the village of Asan-Elga, Kukmor region of the TASSR.

In 2006 he graduated from Kazan State University named after Ulyanov-Lenin with a degree in philologist, in 2015 - Kazan (Volga region) State University with a degree in organization management.

From 2008 to 2011 - Head of the Culture Department of the Executive Committee of the Mamadysh Municipal District;

from March to November 2011 - acting head of the executive committee of the Mamadysh municipal district; from 2011 to 2015 - Head of the Executive Committee of the Mamadysh Municipal District;

from October 2015 to October 2020 - Head of the Executive Committee of the Zainsk Municipal District of the Republic of Tatarstan;

since November 2020 - General Director of the State Unitary Enterprise of the Republic of Tatarstan "Tatlizing".

On November 11, Deputy Prime Minister of Russia Marat Khusnullin introduced the new head of the department Irek Fayzullin to the staff of the Ministry of Construction of Russia. The decree on his appointment as head of the Ministry of Construction was signed by the President of Russia on Tuesday, November 10. Previously, he served as First Deputy Minister of Construction, Housing and Communal Services of the Russian Federation, in the new post Irek Fayzullin replaced Vladimir Yakushev, who had been heading the department since May 2018. “The knowledge and practical experience of Irek Envarovich will help the department achieve high results in its work and fulfill all the tasks set for the industry by the President of the Russian Federation, Vladimir Putin. Now the building complex is experiencing more than ever a favorable time to address all key issues. Full understanding and support of the president and prime minister, as well as an abundance of qualified personnel, form an excellent basis for the comprehensive development of construction as one of the leading sectors of the country's economy. We have a unique opportunity to make the construction industry in Russia one of the most advanced in the world,” - the Deputy Prime Minister emphasized.

Irek Fayzullin expressed gratitude for the trust shown and assured the Deputy Prime Minister that the achieved indicators would be increased. “We will carry out the most active work in the given directions, without reducing the achieved rates. For the next ten years, the Ministry of Construction of Russia faces a major task - improving the quality of life of five million families. This is possible only thanks to an integrated approach - the construction of new high-quality housing, the resettlement of emergency houses, the creation of comfortable urban spaces, the removal of administrative barriers, major repairs and many other equally important topics. The work done under the leadership of Vladimir Vladimirovich Yakushev, of course, led to tangible results. Since January of this year, I have immersed myself in the work of the department and there is no doubt about the highest professionalism and team cohesion. The President of the Republic of Tatarstan made a decision to continue the implementation of all overhaul programs in 2021. This was announced by the First Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Alexei Frolov. This year, 26 programs for overhaul of social facilities are being implemented. Thus, under the “education” line in 2020 it is planned to overhaul 17 buildings of resource centers. As of November 9, the repair of 12 objects has been completed. Work continues at five sites. For 6 years of the implementation of this program, 65 institutions have been repaired in Tatarstan. Also in this direction, a program for an overhaul of educational facilities is being implemented. In 2020, it is planned to renovate 172 objects. As of November 9, the renovation of 36 secondary schools, 3 special (cadet) schools, 44 functional zones and 83 preschool educational organizations has been completed. Work is underway at 6 sites.

For 8 years of implementation of this program, 1,313 educational institutions have been repaired, of which 749 are municipal, 65 correctional and 5 cadet schools, 379 kindergartens, functional zones have been created at 115 facilities. As Aleksey Frolov noted, the renovation of educational facilities became possible thanks to the support of the President of Tatarstan Rustam Minnikhanov. In addition, in 2020, it is planned to repair and strengthen the material base of 16 teenage clubs. As of November 9, work remains to be completed at three sites. Over the 5 years of the program implementation, only 141 teenage clubs have been repaired in the republic. Under the program of an overhaul of buildings (premises) of youth centers of the Republic of Tatarstan and strengthening of the material base, work is being carried out at 2 objects, work at three sites has been completed. For 2 years of implementation of this program, six buildings of youth centers have been repaired. The first deputy head of the Ministry of Construction also said that repair work had been completed in all children's health camps. Under the "culture" line, in 2020 it is planned to overhaul 37 social service institutions of the Republic of Tatarstan. As of November 9, the repair of 30 objects has been completed, work continues on seven objects. In total, 153 social service institutions have been repaired in 5 years of the program. The capital repairs of the buildings of the councils of rural settlements of the Republic of Tatarstan have been fully completed. In just 4 years of implementation of this program, 189 buildings were repaired.

In the field of labor protection, specialists of the State Construction Supervision Inspectorate have carried out 1 thousand 205 inspections since the beginning of the year. For violation of the rules and norms of labor protection, 128 decisions were issued for a total amount of 5 million 538 thousand rubles. Self-regulatory organizations carried out inspections of 1,443 organizations - members of the SRO. Since the beginning of the year, the Main Investment and Construction Directorate of the Republic of Tatarstan has carried out 2 thousand 329 inspections at the facilities under state programs. 538 violations were revealed, 497 of them were eliminated. This was announced today at a meeting in the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture,  Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. The minister reported that over the past 2 weeks, 54 thousand square meters of housing were built in the republic. Since the beginning of the year, 2 million 250 thousand square meters have been commissioned. As of November 7, the annual plan in the republic has been fulfilled by 75%. The annual plan is 100% fulfilled in 4 municipalities - in Vysokogorsky, Tukaevsky, Pestrechinsky and Apastovsky districts. In 2020, 177 apartment buildings are to be commissioned in the republic. As of today, 123 houses have been commissioned, or slightly more than 65% of the plan. At the moment, 53 houses under construction under the program are in a high degree of readiness and 1 object is in the middle. The situation is better in individual housing construction. 9 thousand 670 residential buildings were commissioned, which is 90.5% of the plan. To provide housing for young families on November 7, subsidies were transferred to 45 recipients out of 47 included in the list. All 46 large families have received certificates to provide housing for large families. To provide 24 citizens from among the internally displaced persons, migrants from the Far North and Chernobyl victims, 23 certificates were issued, 19 of which were implemented.

Today, on the day of the celebration of the Constitution of Tatarstan, the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, Marat Aizatullin, paid a working visit to Almetyevsk city. As part of his working trip, he got acquainted with the progress of reconstruction and construction of some of the city's facilities. The tour was attended by the Head of the district Timur Nagumanov, the head of the district executive committee Marat Girfanov, the deputy head of the district executive committee for construction Denis Kosarev, and the heads of the city services. The participants of the visiting meeting visited the city sewage treatment plants, which are at the final stage of reconstruction. The project provides for the introduction of a modern biological wastewater treatment system using nitri- and denitrification technology and biological phosphorus removal. A workshop with modern equipment for mechanical dewatering of sewage sludge was built, the aeration tank and two mixing pools were reconstructed. Also, the construction of a new mechanical cleaning unit was completed, consisting of a building with coarse and fine gratings, aerated sand traps. Construction and installation work was carried out: construction of two additional secondary sedimentation tanks, installation of technological equipment, installation of a new centrifugal turbo blower in the building of the blowing station, etc. The renovation of the treatment facilities is planned to be completed by the end of this year. At the end of the visit, the Minister of Construction, Architecture, Housing and Communal Services of the republic and the Head of the region discussed the progress of construction and overhaul of other social facilities in the region.

Prime Minister Mikhail Mishustin signed a decree on changes in the terms of the preferential mortgage program for the purchase or construction of housing in rural areas. The "Rural Mortgage" program started working this year. With its help, citizens can get a loan at a preferential rate of 0.1 to 3% per annum for the purchase of a land plot and the construction of housing on it, an apartment in a new building, a finished private house, as well as for the construction of housing on an existing site. The down payment is 10%. The maximum term is 25 years. The mortgage applies to land or housing in rural areas and in cities with a population of no more than 30 thousand people. In the updated conditions of the program, the right to use maternity capital funds for the initial contribution appeared. Previously, there was no such ban, but banks could refuse a borrower, citing the absence of this provision in the legal act. "Rural mortgage" is very popular among the population. Since the start of the program, 148.6 thousand applications for 320.5 billion rubles have been submitted and more than 27.1 thousand loans for 53 billion rubles have been issued.

In the Republic of Tatarstan, the execution of work under the program of capital repairs of apartment buildings as of October 31 is 98.45%. According to the State Housing Inspectorate, overhaul work has been completed in 613 houses, of which 424 have been accepted by SHI. Such data were given today at a Republican meeting in the House of Government of the Republic of Tatarstan by the first deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Alexey Frolov. As Alexei Frolov said during the meeting, within the framework of the program of an overhaul of educational facilities, it remains to complete work only on preschool institutions. As of October 31, out of 87 kindergartens, work is underway at 4 facilities in 2 municipalities. The overhaul of resource centers has been completed at 17 facilities, and 5 more are in progress. The overhaul of 1 facility has been completed under the program for the repair of educational buildings and dormitories, work is underway at 2 facilities. The overhaul program for teenage clubs has been completed at 13 sites, work remains to be completed at 3 more. Overhaul of health care facilities has been completed at 7 sites, work remains to be completed at 1. Alexey Frolov also reported on the dynamics of the collection of payments for utilities in the housing sector.

Social payments for the purchase or construction of housing are provided to families in which each of the spouses is under 35 years old. Children are not required. In addition, a single parent under 35 who is raising one or several children can receive state support. The main criterion is that the family should need to improve their living conditions. The amount of the payment is 30–35% of the cost of housing. In this case, it is necessary to confirm the income that allows you to cover the balance or repay the loan. You can spend money on buying a house, an apartment in a new building, building your own home, as well as on a down payment or repayment of a mortgage.

The Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan has developed and submitted to the State Council of the Republic of Tatarstan a draft law “On Amendments to the Law of the Republic of Tatarstan“ on Urban Development in the Republic of Tatarstan ”. The document specifies the time frame for providing access to draft amendments to approved territorial planning documents in accordance with the adopted norms of the Urban Planning Code of the Russian Federation. For these purposes, amendments to Articles 5, 7, 10 of the Law of the Republic of Tatarstan dated December 25, 2010 No. 98-ZRT "On urban planning activities in the Republic of Tatarstan" are provided. Previously, for all types of Territorial planning documents, it was necessary to post at least three months before approval, now it is reduced to one month for making changes to the existing ones, and for the rest the same period remains. In addition, taking into account the changes in the Urban Planning Code of the Russian Federation, the legislation of the constituent entities of Russia may establish the specifics of the content of master plans for settlements and urban districts. Also, the general plan of a settlement, an urban district may provide for territories in respect of which functional zones are not established. As the first deputy head of the Ministry of Construction of the Republic of Tatarstan Alexei Frolov noted in his speech, the adoption of this law will not require expenditures from the republican budget. We remind that today the sixteenth meeting of the State Council of the Republic of Tatarstan of the sixth convocation took place.

Today, before the sixteenth meeting of the State Council, a meeting of the parliamentary faction "United Russia" was held, at which the parliamentarians discussed issues of reforming the system of solid municipal waste management in the republic. The meeting was chaired by the head of the United Russia faction, Yuri Kamaltynov. As the first deputy minister of Construction, Architecture, Housing and Communal Services of the republic Aleksey Frolov noted, Tatarstan is systematically engaged in the management of solid household waste. In the early 2000s, storage bunkers were installed in settlements or container sites were created where the population brought waste and which were then sent to landfills. Polygons have been created in every municipality. The work of transportation operators was organized. At the municipal level, payment for the population was determined, and accumulation standards were established. Processing facilities have been created in a number of municipalities.
