The annual competition is supported by the Russian Ministry of Construction. The announcement of the results of the NOPRIZ International Professional Competition for the best project - 2020 will be held during a solemn ceremony in November 2020. The objectives of the competition are to demonstrate the best achievements in the field of urban planning, architectural and construction design and engineering surveys in Russia and abroad, to promote the introduction of innovations and breakthrough technologies in the field of architectural and urban planning activities, engineering surveys, to attract the attention of the general public to the profession and the results of project activities, and engineering surveys, increasing the prestige of construction professions. The presentation materials of the winning projects will be posted on the NOPRIZ website and presented at various thematic exhibitions in the federal districts. Based on the results of the Competition, will be formed a catalog, which will include all projects. Detailed information on nominations and rules for participation in the competition is posted on the official website of NOPRIZ.

In Tatarstan, which is one of the five regions in terms of housing commissioning, construction projects did not stop for a single day even at the peak of the pandemic. The construction industry is the most important locomotive sector here, therefore, the authorities of the Republic have maintained and are still maintaining a constructive dialogue with developers, noted the commercial director of #Suvarstroit Elvira Galyautdinova during the conference “Outcomes of the pandemic: a course towards effective development”. “From the first days, virtual presentations were put into circulation, 90% of transactions were carried out thanks to electronic registration, our builders conducted live broadcasts for future residents from the sites of residential complexes being built, and with the help of the Care Service customer service, we delivered products to residents. Such an integrated approach helped to maintain the pace of sales, which nevertheless subsided in April-May. Due to the state support, already in June, the volumes recovered, both we and our colleagues confirm: the timely measures taken made it possible to increase the sales volume up to 30% in relation to the previous year,” - said Elvira Galyautdinova.

Federal, regional and municipal mass media, journalists, press services (public relations departments) of municipal administrations covering construction, architecture, housing and communal services of the Republic of Tatarstan are invited to participate. Developers of the concept of sustainable development of the Kazan historical settlement received an award at the III Russian festival “Architectural heritage-2020”. At the closing ceremony of the competition held on September 17-19 in Saint Petersburg, the concept was awarded the Grand Prix “Best venue of conservation and development” in the category “Regional or municipal programs aimed at preserving architectural and landscape heritage”.

The team of developers of the concept of sustainable development of the historical settlement of Kazan, consisting of architects Oleg Maklakov and Anna Novikova, sociologist Marya Leontieva and Aide to Tatarstan President Olesya Baltusova, presented an innovative methodology for the development of a modern historical city. The concept has been developed for two years.

The subject of the III Russian festival “Architectural heritage-2020” was the historical and modern landscape in the context of the urban environment. In the year of the 100th anniversary of the republic of Tatarstan, a large exhibition dedicated to the concept of sustainable development of the historical settlement of Kazan, cultural facilities and works of monumental art restored for the anniversary of the republic, comprehensive scientific research in the field of preservation of historical and cultural heritage, as well as restoration of architectural monuments was presented at the festival.

The concept and regulations were developed for the first time for historical settlement of a city more than one million inhabitants. Similar regulations are currently being developed in several cities: Samara, Nizhny Novgorod, St. Petersburg, but the project of Kazan has the most widely and fully developed the part concerning the clarification of the subject of preservation of historical settlements in large cities, the Bright Consulting company’s Press Office reports.

The Government of the Russian Federation adopted a resolution “On Approval of the Rules for the Formation and Maintenance of the Classifier of Construction Information”. The decree was prepared by the Ministry of Construction of Russia in pursuance of the instruction of the President of the Russian Federation on the transition to the life cycle management system of capital construction objects, in order to modernize the construction industry and improve the quality of construction by introducing information modeling technologies and applying standard models of the management system as a matter of priority in the social sphere. The document also solves the tasks of the national program "Digital Economy of the Russian Federation" to ensure the legal framework for managing the life cycle of capital construction projects using information modeling technologies. The adopted resolution established the following rules for the formation and maintenance of the classifier of construction information: it is formed and maintained using the state information system for ensuring urban planning activities of the Russian Federation; is placed in the public domain on the Internet with the ability to select the version of the classifier for the reporting period; updated at least four times a year; changes at the request of federal executive authorities, state authorities of the constituent entities of the Russian Federation, local authorities, legal entities and individuals. The work of the classifier will be harmonized with the current all-Russian and industry classifiers containing construction information. Harmonization and integration of CCI with existing industry information systems will allow systematizing a huge layer of information used in the construction industry. The launch of the classifier is scheduled for December 2020.

The federal government approved the Rules for the formation and maintenance of an information model of a capital construction object, the composition of information, documents and materials included in the information model of a capital construction object and presented in the form of electronic documents, and requirements for the formats of these electronic documents, as well as amendments to paragraph 6 of the Regulation on performing engineering surveys for the preparation of design documentation, construction, reconstruction of capital construction facilities. The corresponding decree was signed by the Chairman of the Government of the Russian Federation Mikhail Mishustin. The document establishes the procedure for the formation and maintenance of the information model, defines information, documents, materials as part of the model, presented in the form of electronic documents at the stages of engineering surveys, architectural and construction design, construction, reconstruction, overhaul, operation and (or) demolition of a capital construction object, as well as requirements for the formats of such documents. The work on the implementation of information modeling technologies at all stages of the life cycle will continue within the framework of technical regulation while creating the necessary regulatory and technical base, taking into account the needs of participants in the construction process.

At a meeting in the Government House of the Republic of Tatarstan the Minister of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan Farit Khanifov reported how the programs in the field of construction are being implemented in the Republic of Tatarstan.  Farit Khanifov informed that according to the Monitoring of the Housing Fund (MHF) system, capital repairs have been carried out in the republic for the amount of 4 billion 891 million 344 thousand rubles, which is 73.52% of the plan. Overhaul of preschool institutions remains to be completed at 16 facilities in 6 municipalities (out of the planned 87 kindergartens). As of September 17, a major overhaul of resource centers is underway in the republic: work is underway at 9 facilities, work has been completed at 8 facilities. Overhaul of educational buildings and hostels is underway at all 3 planned facilities. Major overhaul of sports facilities is underway: work is underway at 10 facilities, at 11 facilities work is completed. The implementation of such programs as “Provision of the population with water in the settlements of the Republic of Tatarstan” continues. Within the framework of this program, 153 km of water pipelines were laid, 21 wells were drilled, 28 water towers were installed. Farit Khanifov also reported on the progress of the program for the overhaul of hospitals, other healthcare facilities, cultural facilities and other social and cultural facilities.

Regional operator "Grinta joined" the movement "EcoRassvet"  and took part in the "EcoOsen" interactive festival, which took place in Autograd on September 19, World Day of Cleanliness. The guests of the event were awaited by a concert program, educational games for children and adolescents, master classes on the separate collection of waste and the manufacture of eco-products. This was stated by the Deputy Minister of Construction, Housing and Communal Services of the Russian Federation Nikita Stasishin at the panel discussion "Business and Power: What is Needed for the Development of the Industry Today", which was held by Sberbank of Russia on September 17. Speaking about further prospects for supporting the construction industry, Deputy Minister of Construction of Russia Nikita Stasishin spoke about a new mechanism that will be introduced in the near future. “There are projects in the regions of Russia that are worthy of receiving project financing, but have low profitability. Soon another support mechanism will begin to operate - subsidizing rates for low-margin projects when receiving project financing, in which the profitability does not exceed 15%. The legal framework has already been formed, the Government is redistributing budget funds for this program. We prepared it together with the Central Bank of the Russian Federation, with the Sberbank of Russia. The amount of funds in the program, of course, will not yet be able to cover absolutely all low-margin projects, but I hope that the first results will show the necessity and benefit of this support measure," - said Nikita Stasishin, Deputy Minister of Construction of Russia.
