The object was erected according to the national project "Housing and Urban Environment", initiated by the President of the Russian Federation Vladimir Putin. Today in the Shemordan village, Sabinsky district, a 12-apartment residential building was settled at the address: st. Shcolnaya, 2A. Participants of social mortgage programs and rental housing will live in the new apartments. The house with one entrance consists of three residential floors with a total area of 815.5 sq. meters. All apartments have been renovated - they are completely ready for living, equipped with plumbing fixtures, gas stoves, fire alarm sensors, water, gas, electricity meters, as well as individual heating boilers.
President of Tatarstan Rustam Minnikhanov examined the new cancer center in Naberezhnye Chelny. He was accompanied by the Minister of Health of the Republic of Tatarstan Marat Sadykov, the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin and the mayor of the city Nail Magdeev. The outpatient polyclinic and radiological centers were built as part of the modernization of the Naberezhnye Chelny branch of the Republican Clinical Oncological Dispensary of the Ministry of Health of the Republic of Tatarstan. The goal of the project is to reduce mortality from malignant neoplasms. The centers are designed for 100 thousand visits and 30 thousand radiation therapy sessions per year. The construction became possible with the support of the Government of the Russian Federation and the Government of the Republic of Tatarstan, timed to coincide with the 50th anniversary of "KAMAZ" PJSC. To date, construction and installation work has been completed by almost 100%. At present, the commissioning of electrical and low-current systems and the installation of medical equipment are underway. Rustam Minnikhanov positively assessed the quality of the construction work carried out, and added that the new center should begin work after the holidays.
New ice arenas built in Laishevo and Rybnaya Sloboda, received today a positive opinion from the Inspectorate of State Construction Supervision of the Republic of Tatarstan on the compliance of the project documentation. Two indoor skating rinks were built according to a standard design. In each of the sports facilities, there is a synthetic ice rink designed for hockey, figure skating, as well as for mass skating. The building will also provide changing rooms for 25 people, showers, storage, distribution and drying rooms for rental skate shoes, and bathrooms. In accordance with the decision of the President of the Republic of Tatarstan R.N. Minnikhanov, a program for the construction of indoor swimming pools, ice palaces and universal gyms is being implemented in the republic.
The Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin reported on the implementation of state programs for a major overhaul of facilities and modernization of engineering systems in the republic today at a meeting in the Government House of the Republic of Tatarstan. Marat Aizatullin said that out of 31 programs of overhaul and modernization of engineering systems operating in 2020, 20 have been completed to date. Within the framework of the already completed programs, a total of 544 social and cultural facilities have been repaired and 728 facilities and 419.5 km of engineering networks have been modernized. The minister explained that apartment buildings are not included in this number: according to the passport of the apartment house overhaul program, 1,063 houses must be repaired in 2020. The State Housing Inspectorate accepted 1004 residential buildings. A significant amount of work is carried out in the Healthcare sector. 11 facilities have been completed under the program of an overhaul of medical hospitals. As part of the overhaul program for healthcare facilities, only one facility remains in operation. 7 healthcare facilities were repaired. Under the program of an overhaul of teenage clubs, construction and installation work is underway at 2 facilities. Completed - 14.
Ilshat Gimaev, Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, presented honorary diplomas. At the end of the event, the Deputy Minister thanked the awardees for the increased attention to this topic and wished everyone good health. Recall that the competition "The best organization for labor protection in the construction industry of the Republic of Tatarstan" has been held since 2004. Among the main objectives of the competition are the promotion of conditions that ensure the safety of the workplace, the preservation of health and working capacity, and the prevention of industrial injuries in the construction sector.
On December 11, during his working visit to Moscow, Tatarstan President Rustam Minnikhanov held a meeting of the State Council working group on construction, housing and utilities sector and urban environment.
Presidential Aide and State Council Secretary Igor Levitin, Deputy Prime Minister of Russia Marat Khusnullin, Minister of Construction and Utilities of Russia Irek Faizullin and representatives of relevant federal and regional executive bodies took part in the meeting.
Minnikhanov noted that due to joint work with the federal government, the Ministry of Construction of Russia and the regions, prompt steps taken made it possible to stabilize the situation in the construction industry, including the launch of subsidized mortgage loans at 6.5 percent interest and their subsequent extension until mid-2021, the launch of rural mortgage loans at up to 3 percent interest, the inclusion of the construction of engineering networks in the Stimul project, which will also help increase the number of projects under construction, as well as the capital increase of the Fund for the Protection of the Rights of Shareholders.
According to Tatarstan President, serious changes in the architectural and construction sector made it possible to decrease the time of approval of general plans three times, to simplify the preparation and approval of territorial planning documents.
Speaking at the meeting, Khusnullin noted that this has been a difficult year, including for the construction industry. In this regard, he thanked the leadership of the regions, which did not let the construction projects suspend during hard times. Tatarstan was one of the first regions that supported further construction work.
The meeting participants discussed a number of proposals for the development of the housing market.
Today in the republican ministry of construction in the mode of videoconference a training seminar was held for developers and credit organizations. During the meeting, topical issues of transition of the construction industry to project financing were discussed. Among the key speakers were Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ilshat Gimaev and Deputy Manager of the Branch - National Bank for the Republic of Tatarstan of the Volgo-Vyatka Main Department of the Central Bank of the Russian Federation Sariya Sirazieva. The International Day Against Corruption is proclaimed by the General Assembly of the United Nations (UN) and is celebrated annually on December 9th. On this day in 2003, the UN Convention against Corruption was opened for signature in Mexico. The Russian Federation ratified the Convention on March 8, 2006. The purpose of the establishment of the International Day against Corruption was to draw the attention of the international community to the problems of corruption and the fight against it. On the eve of the International Anti-Corruption Day, Ruslan Khabibullin, responsible for the prevention of corruption and other offenses of the ministry, reminded the department staff of the need for civil servants to comply with anti-corruption legislation. He drew attention to the duty and personal responsibility of each employee to strictly comply with the restrictions, prohibitions and obligations stipulated by the legislation of the Russian Federation and the Republic of Tatarstan. In addition, brochures with information and educational materials aimed at improving legal literacy, developing practical skills in identifying, qualifying and effectively countering various forms of corruption were distributed to all employees.
A new kindergarten for 220 children, built in the Volga region of Kazan, today received a positive opinion from the Inspectorate of State Construction Supervision of the Republic of Tatarstan (Gosstroynadzor RT) on compliance with the requirements of design documentation. The preschool was built thanks to the national project "Demography". The building meets all the latest requirements of educational institutions. The total area of the building was 3738.7 square meters. As a reminder, within the framework of the national project "Demography" it is planned to build 22 kindergartens for 5030 places, including for children from 1.5 to 3 years old - 2525 places, from 3 to 7 years old - 2505 places. As of the current date, construction and installation work has been completed at 21 objects.
62.1 million rubles were allocated from the budget of the republic for the department of the medical corps. In the Alkeevsky district was opened the infectious building of the Bazarno-Mataky central regional hospital with 12 beds and a total area of 700 sq. meters. Renovation of the department became possible thanks to the republican program of an overhaul of medical institutions. The repair cost the budget of the republic 62.1 million rubles. All rooms are designed in light and warm colors that meet modern requirements. X-ray rooms do not release radiation outside. The laboratory is also fully equipped, now it is possible to conduct clinical and biochemical studies, for example, take a blood test for the level of oxygen.
