Thanks to rural mortgages more than 900 families in Tatarstan were able to profitably purchase real estate outside the city. The total volume of loans issued amounted to 2 billion rubles. Since the beginning of the year, the regional branch in Tatarstan has issued more than 6,000 loans worth 4.5 billion rubles. About 60% of the disbursed funds were used to improve the living conditions of the Bank's clients; the average account on a mortgage loan was 2.2 million rubles. Rural mortgage became the main driver of the increase in the volume of loans issued. Tatarstan is one of the leaders in rural mortgage lending. All over the country, Rosselkhozbank has issued more than 15 billion preferential mortgage loans to more than 17 thousand people.
Arsk kindergarten №2 "Lastochka" accepted pupils after major repairs, timed to coincide with the 100th anniversary of the TASSR. The kindergarten, built over forty years ago, has been transformed and welcomed the kids with updated, modern and beautiful premises. The two-storey building has all the conditions for the training and education of preschool children. The head of the kindergarten, Gataullina Lilia, in her speech expressed her deep gratitude to the leadership of the republic and the region.
At the meeting, which was held via videoconference, the issues of housing policy were discussed, in particular, the resettlement of citizens from the emergency housing stock, ways to improve the mortgage system, the implementation of targeted housing programs, and the topic of road construction was also touched upon. In his speech, the Deputy Prime Minister said that a large block of laws on normative regulation had been prepared. It is planned to revise about two dozen federal regulations. The meeting was also attended by Deputy Chairman of the Presidium (Headquarters) of the Government Commission for Regional Development in the Russian Federation - First Deputy Minister of Construction, Housing and Communal Services of the Russian Federation Irek Fayzullin. The Republic of Tatarstan was represented by the Minister of Construction, Architecture, Housing and Communal Services Farit Khanifov.
On September 16, at their meeting, Tatarstan President Rustam Minnikhanov and Director General, Board Chairman of the State Corporation – the Fund for Assistance to Reforming Housing and Utilities Konstantin Tsitsin discussed the progress of capital repair of multi-apartment houses, as well as current issues of the construction industry as a whole.
During the meeting, Minnikhanov handed in the state award of the Republic of Tatarstan - the medal "100th anniversary of the foundation of the Tatar Autonomous Soviet Socialist Republic" to Tsitsin for his significant contribution to strengthening the socio-economic potential of the republic.
By the end of this year, a new school for 1224 students will be built at the Salavat Kupere residential complex in Kazan. It will be a modern educational institution with two swimming pools and two gyms, large sportsgrounds, a hockey rink and comprehensive classrooms.
Construction of the three-storey school under the Housing and urban environment national project began last autumn by the contractor company LLC Ak tash. At the moment, the final stages of construction are being carried out at the facility – plastering, tile installation, finishing and painting works. In general, according to Ravil Akhmetvaliyev, chief engineer of Ak tash company, the construction is completed by 70%. It is planned to complete the construction of the school by the end of this year.
For information, the capital of Tatarstan is ahead of many major Russian cities in terms of the pace of construction of educational facilities– 13 schools were built in the city in 5 years. This year, two more schools were put into operation in Kazan – the Adymnar poly-lingual educational complex for 1224 students on Bondarenko street with an additional building for 800 students on Bichurin street, as well as the new lyceum № 187 on N. Zhiganov street. In addition to Salavat Kupere, the construction of a new school is underway at the Art city residential complex – the construction will end in June next year.
A modern kindergarten is located in the second quarter of the residential complex. It is designed for 260 kids. The total area of the two-story preschool institution is 3975.9 square meters. The building meets all the latest requirements of educational institutions. According to the project, the building has group cells with a playroom, bedroom, dressing room, pantry and toilet. Also equipped are halls for music and physical education, a methodological office, a nurse's office, psychologist and speech therapist offices. Walking grounds with shady canopies and a sports ground have been created in the adjacent territory. As part of the landscaping, trees and shrubs were planted, a lawn was arranged. The Republic of Tatarstan is one of the first regions of the country solving the problem of lack of places in preschool educational institutions due to the construction of new kindergartens. Over the past 10 years, as part of the implementation of the presidential programs, 239 kindergartens for 37.5 thousand places have been built.
The Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, together with KSUAE, completed a comprehensive online training for municipal employees under the IHC development program. The development of the private sector in the field of housing construction is part of the implementation of the national project "Housing and Urban Environment". According to the national project for 2024 in Russia, the volume of housing commissioned should be 120 million square meters, of which 40 million sq. meters are individual houses. In Tatarstan this year, the housing commissioning plan is 2 million 979 thousand square meters, of which 1 million 388.2 thousand square meters - individual housing construction. Over the past 10 years, the share of individual housing construction in the total volume of construction in Tatarstan amounted to 40-45%, by 2024 it is planned to increase to 50%. To achieve these goals, the Ministry of Construction of Tatarstan, together with KSUAE, has developed a program to support the development of individual housing construction. More than 300 people from 45 municipalities of the Republic of Tatarstan were trained: state and technical customers, developers, general designers, employees of enterprises and organizations. The event was also attended by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan and his deputies, specialists from the Ministry of Construction of the Republic of Tatarstan, employees of the Kazan branch of the FAI Glavgosexpertiza of Russia, the Cadastral Chamber, the Department of State Expertise and Pricing of the Republic of Tatarstan for construction and architecture.
According to housing construction programs, as of September 11, 1 million 945 thousand square meters of housing were commissioned in the Republic of Tatarstan, which is 65.3% of the plan. The dynamics of housing commissioning in 2 weeks amounted to 212 thousand square meters. By the corresponding period of the last year, 113.8% was introduced. Such data was announced today at a meeting in the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Farit Khanifov. The minister reported that since the beginning of the year 854 inspections have been carried out by the State Construction Supervision Inspectorate of the republic. For violation of the rules and norms of labor protection, 106 decisions were issued for a total amount of 4 million 286 thousand rubles. The deadline for payment for 26 resolutions in the amount of 1 million 776 thousand rubles has not expired. Self-regulatory organizations carried out inspections of 1 thousand 106 organizations - members of the SRO. According to the program of multi-apartment investment housing in 2020, it is planned to commission 177 multi-apartment buildings with a living area of 1 million 317.2 thousand square meters. Basically, these are investment housing, built according to the old rules with the money of equity holders, attracted directly by developers. To date, 93 multi-apartment residential buildings with an area of 735.1 thousand square meters have been commissioned, which is 55.8% of the plan. Under the line of individual housing construction, in 2020 it is planned to build and commission 10 thousand 680 houses with an area of 1 million 388.2 thousand square meters. As of September 11, 8 thousand 554 individual residential buildings with an area of 1 million 112.0 thousand square meters were commissioned, which is 80.1% of the plan.
Today, within the framework of a two-day visit to Tatarstan, the delegation of the largest Russian DIY online hypermarket "VseInstrumenty.ru", headed by the general director and founder of the company Viktor Kuznetsov, held a meeting with the business ombudsman of the Republic of Tatarstan, an aide to the president of the Republic of Tatarstan Farid Abdulganiev and the minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Farit Hanifov. During the meeting, issues of expanding cooperation of the online hypermarket with representatives of the construction industry of the republic, ensuring quality assurance and speed of delivered products, as well as its compliance with the classifier of construction resources were discussed. “As representatives of the construction industry of Tatarstan, we offered the "VseInstrumenty.ru" company to expand the topics of cooperation. We told them how we see the organization of construction production and the role that the company can assume. Our task is to ensure the supply of construction materials, tools and small-scale mechanization means of guaranteed quality just in time and at the right time. This would have a positive effect on the quality and timing of the facilities under construction,” - Minister Farit Khanifov commented on the results of the meeting. At the same time, he noted that "VseInstrumenty.ru" already has such experience of cooperation with the Tatarstan company "Aktash" in the construction of a new infectious building. After the meeting in the Ministry of Construction of the Republic of Tatarstan, the "VseInstrumenty.ru" delegation held a number of negotiations with the leadership of the largest Tatarstan developer companies.
FAI "FCS" is improving the Register of Codes of Rules for clear and transparent work of all comers with current regulatory documents in construction. The register of rulebooks is a single point of entry for obtaining comprehensive information about the current regulatory documents in construction on a free basis, emphasized the director of the FAI "FCS" Andrey Basov. On August 1, 2020, the Resolution of the Government of the Russian Federation of July 4, 2020 No. 985 came into force, defining parts of the standards and sets of rules, as a result of which, on a mandatory basis, compliance with the requirements of the Federal Law "Technical Regulations on the Safety of Buildings and Structures" is ensured. For the convenience of searching in the Register, the sets of rules are emphasized, their parts (sections, paragraphs, figures, tables, appendices) specified in Resolution No. 985. Currently, the Register contains 429 sets of rules in construction, of which 366 are valid documents and 63 are canceled. The site contains the orders of the Ministry of Construction of Russia on the approval of the sets of rules and changes to them. The current editions of the rulebooks have also been published, for the convenience of which the previously approved changes have been made to the texts. The documents in the register are structured according to 5 main sections and 29 subsections, which correspond to individual topics: engineering surveys, construction, operation and demolition, mechanical and fire safety, information modeling technologies, urban planning and others.
