In the first half of 2019, Nizhnekamsk Zonal Housing Inspectorate surveyed a total of 298 apartment buildings with a total area of 5,016.31 square meters. Among them, according to scheduled inspections, 29 houses with a total area of 312.014 thousand square meters, according to unscheduled inspections, 264 houses with a total area of 4704.296 thousand square meters. In total, 834 violations were revealed, including the rules for technical operation and maintenance of the housing stock - 704, rules for the use of residential premises - 102, standards for the level and mode of providing the population with public services - 28. All in all, fines were imposed for the total amount of 1,041,000 rubles, of which the NZHI revealed fines on 387,000 rubles, and the World Court on 645,000 rubles. Fines paid in the amount of 534 000 rubles (51.3% of the total amount of fines imposed). During the 6 months of 2019, the management companies and housing cooperatives, according to the instructions of the Nizhnekamsk Zonal Housing Inspectorate, carried out repairs to the general property in the amount of 2,997,590 thousand rubles.
In the course of planned and unscheduled inspections of the housing stock in the areas assigned to the inspection - Aznakaevsky, Bugulminsky, Bavlinsky, Leninogorsk, Yutazinsky, inspectors of the Bugulma Zonal Housing Inspection for the 1st half of 2019 examined 475 residential buildings with a total area of 3168.99 thousand square meters. During the inspections, 720 violations of the rules for the technical operation and repair of the housing stock, the norms of the level and regime of providing the population with public services were revealed. Based on the results of the checks, 491 orders were issued to the management organizations and individuals, 132 protocols on administrative offenses were drawn up, including: for legal entities -3, officials -20, individuals-109. A total amount of fines were 382300 rubles. Actually fines paid in the amount of 334300 rubles.
In the Republic of Tatarstan, under the program of overhaul repairing of apartment buildings in 2019, the work was performed in the amount of 2.7 billion rubles, which is 47.4%. Totally planned the overhaul repairing of 942 apartment buildings with a total area of 5.6 million square meters. The amount of funding for the 2019 program is 5.8 billion rubles. Thus, in the framework of the national project "Demography" in 2018-2019, construction of 29 kindergartens is planned with the creation of 6,010 places, including 3,090 nursery beds. As of 5th of July 2019, work was completed at 3 sites. Construction continues at 26 sites, including the laying of walls at 1 site; roofing on 5 objects; decoration, windows and doors, networks at 20 sites. As for the overhaul of educational facilities, on 5th of July, work is underway at 26 sites out of 29. At 3 sites, work has been completed.
Formation of improvement of the comfortable urban environment in Tatarstan is at a high level. The coordinator of the Center for Monitoring the Improvement of the Urban Environment Pavel Zhbanov told about this during the round table on the theme “Forming a comfortable urban environment” in KFU. “I can say unequivocally that the solution of tasks for the improvement and formation of a comfortable urban environment in Tatarstan is at a very high level. It is apparent that these issues in the republic are not dealt with for the first day - this is not a startup,” - said the Vice-Rector of the Moscow Architectural Institute. He added that the republican program for the improvement of the urban environment began earlier than the federal national project “Housing and the urban environment” and this was a factor in the fact that the cities of Tatarstan were already generally improved.

On July 1, at the Government House of the republic, Tatarstan President Rustam Minnikhanov held a video-conference with participation of all municipal regions of the republic on the transition of real estate developers, constructing houses in the republic, to project funding on the escrow accounts.
Minnikhanov said that since July 1, in accordance with decisions at the federal level, raising fund from citizens for shared-equity construction of apartments which were not commissioned at the time of fund raising are allowed only on escrow accounts.
Tatarstan Minister of Construction, Architrcture, Housing and Utilities Irek Faizullin reported on the situation in the transition of real estate developers under implemented housing construction projects to project funding on the escrow accounts.
Faizullin said that over 200 market participants were united into a single messenger, where they have the opportunity to quickly exchange regulatory legal acts and expert opinions on emerging issues.
He also said that as of July 1, 2019, as many as 87 developers are already operating on the construction of 230 multi-apartment houses in accordance with Federal Law № 214 - FZ.
It was noted during the meeting that as many as 18 banks can provide project financing using escrow accounts in the republic and 10 banks started cooperating with developers.
At the end of the meeting, Tatarstan President proposed to sum up the experience of the transition of developers to escrow accounts at the Russian level. “Today, the use of escrow accounts is already a way of life. Construction companies should work and houses should be built. Everything necessary for this process must be done,” Minnikhanov said. According to Tatarstan President, it is also important to work out the rules for interaction between authorized banks and developers for project financing.

The Inspectorate of State Construction Supervision for the 6 months of 2019 conducted 702 inspections. The meeting in the form of video conference was held by the President of the Republic of Tatarstan Rustam Minnikhanov. The Prime Minister of the Republic of Tatarstan Aleksey Pesoshin took part in the work. The minister said that as of 28th of June, 1 million 408.4 thousand square meters of housing was put into operation in the republic, which is 58% of the plan (116.2% was commissioned by the corresponding period of last year). These are six houses of the fourth quarter and three houses of the third quarter.
