At the first stage, a mass survey will be conducted so that every citizen can express their ideas on how to improve adjacent territories. The survey will be organized at polling stations on the 8th of September along with the election of people's deputies of the State Council of the Republic of Tatarstan.

The United Russia party came up with a proposal to expand the number of state programmes by developing a separate project to improve adjacent territories. Tatarstan President supported this initiative.
