President of the Republic of Tatarstan Rustam Minnikhanov got acquainted with the progress of construction of a sports complex for training and competitions in cross-country skiing and biathlon in the village of Mirny (Kazan). Rustam Minnikhanov reviewed the concept of the complex, reported on the work performed, which is at the completion stage. Thus, the President of Tatarstan examined such points as a ski rental point, a storage room for sports weapons for biathlon, as well as the shooting range itself. The facility is expected to be completed in January 2022 and will be used as part of the 2023 Special Olympics World Winter Games in Kazan. The customer of the facility is GISU RT, the contractor is Construction Company «Etalon» LLC. At the end of the inspection, Rustam Minnikhanov instructed not to slow down the pace of construction, and also to eliminate the identified shortcomings. The head of the RT President's Office Asgat Safarov, RT Interior Minister Artem Khokhorin, RT Minister of Sports Vladimir Leonov, RT First Deputy Minister of Construction, Architecture, Housing and Communal Services Alexei Frolov and others took part in the inspection of the facility.

In the republic, the republican programs for the construction of social and cultural facilities, housing construction and national projects have entered the final stage. The total volume of implementation of all 17 republican programs this year is 87%. Three programs with a total of 78 facilities have been completed. Their financial volume is 182 million rubles. Such data were announced at the republican meeting in the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. The meeting was chaired by the President of Tatarstan Rustam Minnikhanov. The total estimated cost of 17 programs implemented by the republic is 8 billion 678 million rubles. The construction of preschool educational institutions has been completed by 96%. Of the 16 kindergartens that are being built under the Federal Projects "Housing" and "Promotion of Women's Employment", 9 have been completed. Construction of the remaining 7 has entered the final stage. As part of the first stage of reconstruction of the Kazan Wastewater Treatment Plant, which is part of the Volga Rehabilitation Federal Project, the contractor completed 49% of the work. According to the Federal Project "Pure Water", the degree of readiness of the water treatment plant in the village of Vasilyevo, Zelenodolsk District, is 93%. The federal project "Formation of a comfortable urban environment" this year includes 49 objects, of which 24 have already been completed. At the other 25 sites, work is close to completion. In general, the planned volume of construction and installation works has been closed by 95%. Six objects are included in the program for the construction of children's health camps. Work continues on 5 of them. One object is completed. Completion of work under the program - 66%. This week, the program for the construction of block-modular centers for comprehensive services to the population was completed, within the framework of which 16 facilities were built.

To date, the annual housing construction plan has been fulfilled by 87%. Completed 2 million 321 thousand square meters. The construction of individual residential houses is the most active - here the plan is overfulfilled by 29%. 10 thousand 700 houses were built, with the plan being 8 thousand 330 houses. This was stated at the republican meeting in the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. The meeting was chaired by the President of Tatarstan Rustam Minnikhanov. For commercial construction, the current results are 60% of the plan. In absolute terms, this is 760 thousand sq. m. or 99 apartment buildings. 65 apartment buildings are under construction. Social mortgage. The stage of concluding contracts with the State Housing Fund has been completed for 632 residential premises, with respect to 4 residential premises, measures are being taken to announce the auction. Property rights of the republic have been registered for 164 residential premises with the settlement of persons from among orphans. The property right of the State Housing Fund is registered for 260 residential premises. 19 premises are registered in the cadastre and undergo the procedure for registering ownership of the State Housing Fund, 193 are being completed. In the category “Large families raising five or more children”, 42 out of 47 participants have implemented their certificates. Five families are looking for suitable housing. Eight certificates for housing this year should be received by representatives of the category “Internally displaced persons, Chernobyl victims and displaced persons from the Far North”. Five certificates have been issued, of which three have already been implemented. For three more certificates, municipalities eliminate the identified remarks in the registration files of recipients. In the category "Young Families", all 49 recipients of this year have sold the subsidy.

All large construction companies in Tatarstan working on the construction and reconstruction of facilities with budget funding will switch to the use of information modeling technologies (BIM technologies) from January 1, 2022. This was announced by the Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Vladimir Kudryashev at a briefing on the introduction of BIM technologies. “We have about 400 construction companies, of which 15% are large. All large contracting organizations that work as general contractors at our budgetary facilities will be ready to switch to the use of information modeling technologies by the beginning of 2022,”- said Vladimir Kudryashev. Building Information Modeling (BIM) is a process based on the use of intelligent 3D models. With this technology, architecture and construction professionals can plan, design, construct and operate buildings and infrastructure even more efficiently.

First Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Alexei Frolov met with the winners of the European championship in professional skills "EuroSkills Graz 2021". Recall that the European Championship in professional skills "EuroSkills Graz 2021" was held from 22 to 26 September 2021 in the Austrian city of Graz. The WorldSkills Russia national team took 1st place in the team event. Ruslan Yarullin, a student of Kazan State Agrarian University, became a silver medalist in the "Tiling" competency. A silver medal was also awarded to a student of the Vladimir State University named after V.I. A. G. and N. G. Stoletovs Sergey Alekseev in the competence "Brickwork". A student of the Kazan State University of Architecture and Civil Engineering Roman Badrutdinov won a bronze medal in the competence "Plumbing and Heating". This was announced today by the President of the Republic of Tatarstan Rustam Minnikhanov at the republican meeting of financial, treasury and tax authorities, which took place in the Government House of the Republic of Tatarstan. The results of the work for 9 months of the current year were summed up and the tasks until the end of the year were considered. The Prime Minister of Tatarstan Alexey Pesoshin took part in the work. Rustam Minnikhanov noted that at present a certain revival of the economy has been achieved in the republic. According to the results of 9 months, the GRP growth was 102.9% compared to last year, the industrial production index - 105.2%, the construction industry - 103.7%. The retail sector showed an increase of 8.5%. The President of Tatarstan noted that the budget for the next year was formed with a deficit of almost 11 billion rubles. “We need to find these funds today, because part of the deficit will be covered by carry-overs,” - Rustam Minnikhanov emphasized. The President of the Republic of Tatarstan urged to continue working with reserves, including the reduction of tax arrears. As of October 1, it amounted to 7.8 billion rubles. “We must pay tribute: by the same period last year, we have reduced the debt by 602 million rubles - 7.1%. This is not an easy job, but there is a result, ”- Rustam Minnikhanov noted.

In Tatarstan, the implementation of republican capital repair programs is gradually being completed. Totally 27 programs include 3.5 thousand objects. 13 programs have already been implemented for 2.5 billion rubles. Alexey Frolov said that today it remains to complete the overhaul in three kindergartens in Kazan, eight medical hospitals, four buildings subordinate to the Ministry of Internal Affairs, four children's health camps, two teenage clubs, three sports facilities and one stationary social service organization in the Atninsky district. Under the program "Provision of the population with drinking water", the planned activities have been fully implemented in 42 municipal districts of the republic. This is 0.5% higher than last year. In January-September of this year, the collection rate increased by 0.6% compared to the same period last year and amounted to 98.6%. The average annual level was 99.2%, which is 1.2% higher than the same period in 2020. The amount of debt of the population for housing and communal services as of October 1 amounted to 8 billion rubles. This is almost two months of billing. Tatarstan is one of the regions with the largest share of payments made in electronic format in their total volume. Compared to September last year, it grew by 5% and is 67.2%. Debt for electricity decreased by 55 million rubles over the year. Now it is 69.5 million rubles. The overdue debt of utility service providers to JSC Tatenergo for the supply of heat is estimated at 176 million rubles. The overdue debt for gas by the indicated date amounted to 310 million rubles. Over the year, the amount of debt decreased by 57 million rubles.

On October 22, 1921, the First State Universal Construction Office was established in Kazan by the Regulation "On State Construction Offices", which united several small construction organizations. It served as the basis for the creation of "Tatstroy" - the largest state construction organization in the republic, which employed about 10 thousand people. Today, the construction complex of Tatarstan is the largest sector of the economy, generating every eighth ruble in its gross regional product. This is an industry that employs over 85 thousand people and 400 enterprises. The contribution of builders to the stages of development of the republic cannot be overestimated. The builders took an active part in rebuilding the economic and social infrastructure destroyed by the war. The courage and selfless work of the people of our profession arouses sincere admiration in the current generation. The cities of Zakamye - Nizhnekamsk, Naberezhnye Chelny rose in an open field. Such industrial giants as KAMAZ, Nizhnekamsk hydroelectric power station, oil industry facilities were built. The modern period of development of the construction history of the republic is inextricably linked with a large-scale program of liquidation of dilapidated housing, the creation of the State Housing Fund under the President of the Republic of Tatarstan, new industrial complexes "TANEKO", SEZ "Alabuga", construction of the IT-city "Innopolis", world-class sports complexes. And today, dozens of programs are being implemented in the republic, within the framework of which schools and kindergartens, hospitals and clinics, cultural centers and sports facilities are being built, and cultural heritage sites are being restored. They affect absolutely all regions of Tatarstan, so that life is comfortable even in the most remote corners.
