The meeting of the interdepartmental commission on urban planning activities in historical settlements was chaired by the President of Tatarstan Rustam Minnikhanov. Aide to the President of the Republic of Tatarstan Olesya Baltusova, Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin, Mayor of Kazan Ilsur Metshin and others took part in the work. The members of the commission approved the implementation of a number of investment projects in the field of housing construction at Admiralteyskaya St., Yakhina St., Moskovskaya St., Narimanov St., Gabdulla Tukay St. and Kurashov St. Rustam Minnikhanov recalled that during the construction of residential complexes, it is necessary to take care of the social infrastructure in advance. “The construction of the residential complex should be accompanied by the development of social facilities: kindergartens, schools,” - he stressed. Rustam Minnikhanov also noted that one of the main requirements for new construction in historical settlements is compliance with the number of storeys. For two projects on Peterburgskaya St. (a multifunctional hotel-type complex and a shopping and hotel complex), the President of the Republic of Tatarstan instructed to carefully study how the objects will affect the traffic situation on Tikhomirnova Street. “This street is already crowded. The implementation of these projects must not be allowed to lead to a collapse on the roads,” - Rustam Minnikhanov noted. Having familiarized themselves with the project of the third stage of the Shamov hospital complex, the members of the commission proposed to finalize the design of the facade so that the external appearance of the building would harmoniously fit into the overall style. The commission approved projects for the improvement of the external appearance of the Kazanka substation building on Podluzhnaya street and the reconstruction of the administrative building of the interdistrict IFTS of Russia No. 20 in the Republic of Tatarstan on October 25th street. Also during the meeting, projects for the construction and reconstruction of residential buildings on the territory of the island-town of Sviyazhsk were presented. All 3 applications were approved. “All objects are very worthy. Today a very correct work is going on in Sviyazhsk. Each new house should become a decoration and not violate the architectural appearance of the island-city”, - noted the President of the Republic of Tatarstan. In conclusion, the members of the commission got acquainted with the construction project of the complex of the cathedral mosque in Laishevo. The architects were recommended to finalize the project, in particular, to change the shape of the roof and dome of the mosque.

On November 12, 2021, an anniversary annual seminar for representatives of the construction complex was held at the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan. This year the seminar celebrated its 25th anniversary. Information on the performance of digitalization tasks in the Russian Federation was presented by Acting Deputy Director of FAU "FCS", Petr Metelkin. Representatives of the UGETS also spoke to the participants. The seminar ended with a briefing with experts and the presentation of certificates of participation in the seminar.

The construction of individual residential houses is going on most actively - here the plan has been exceeded by almost a third. 10871 houses or 1 million 467 thousand square meters were built - with a plan of 8330 houses. For commercial construction, the current results are 61% of the plan. In absolute terms, this is 778 thousand sq. m. or 100 apartment buildings. 64 apartment buildings are under construction.

In Tatarstan, the republican programs for the construction of social and cultural facilities, housing construction and national projects have entered the final stage. The total volume of implementation of 17 republican programs this year is 88%. The Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin announced this at a Republican meeting in the Government House of the Republic of Tatarstan. The meeting was chaired by the President of Tatarstan Rustam Minnikhanov.

In Tatarstan, as of the end of 2020, 93.58% of the population is provided with high-quality drinking water from the centralized water supply system. This was announced by the head of the Department of Housing and Communal Services of the Ministry of Construction, Architecture,Housing and Communal Services of the Republic of Tatarstan Airat Gallyamov at a meeting of the Committee of the State Council of the Republic of Tatarstan on housing policy and infrastructure development. “Based on the results of assessing the state of the sources of centralized water supply, 20.1% do not meet sanitary requirements. They are all underground, - said the speaker. “With regard to the provision of high-quality drinking water in the context of municipalities, the situation is as follows: the indicator is higher than the national average in 18 districts, and in 28 districts it is lower.”
Gallyamov noted that 88 municipal organizations provide water supply services in the republic. The length of water supply networks is 18.6 thousand km, the degree of wear of which, according to Tatarstanstat, has reached 54%. 5930 km of networks, or 31.9%, are to be replaced.
The head of the department emphasized that the high deterioration of utilities leads to accidents. So, since the beginning of this year, 2,748 accidents have occurred in the housing and utilities sector. As the analysis has shown, the largest number of accidents occurs in the field of cold water supply - 2227 cases, or 81% of their total number. “The difficult financial and economic condition of public utilities does not allow them to renew their fixed assets on a large scale and at the proper level. At the end of the second quarter of 2021, 24% of organizations in the housing and communal complex are unprofitable. There are 24,699 communal infrastructure facilities in the republic, of which only 55.6% are registered in-state or municipal ownership. The rest 44.4% are not registered and require transfer,” — he said. He added that in order to restore and improve communal facilities, a republican program is being implemented to provide the population with drinking water in settlements. The volume of its financing for 2010–2020 amounted to 7.1 billion rubles. 2697.7 km of the water supply network, 410 water towers, 403 artesian wells were built and reconstructed.

The last long-term construction of the Firm "SVEY" - an 18-storey building on the street Zaslonov in Kazan received a permit for commissioning. The construction of the building was completed thanks to the republican program to support equity holders. The construction company "Breeze" has been the new developer since 2020. The 18-storey building has 144 apartments with a total area of ​​10,274.6 square meters. This is the eighth problem building in Kazan, commissioned in 2021. Since the beginning of the year, a total 2,332 participants in shared construction have been reinstated.

The seminar will be devoted to explaining the latest changes in the legislation of the Russian Federation in the field of urban planning and pricing in construction, answering questions on the state examination of design and estimate documentation. The seminar will be attended by representatives of the Ministry of Construction, Housing and Communal Services of the Russian Federation, FAI "Glavgosexpertiza of Russia", St. Petersburg State Autonomous Institution "Center for State Expertise, State Autonomous Institution of the Sverdlovsk Region "Department of State Expertise". Every year, the event is attended by specialists from the construction industry of both the Republic of Tatarstan and the regions. These are government customers, customers (investors), customers-developers, contractors, construction and design organizations, educational institutions of higher professional education.

The republican programs for the overhaul of social and cultural facilities include almost 3.5 thousand facilities (3481), and the financial volume is more than 23 billion rubles. To date, the volume of work on them is generally 95% complete. On the implementation of the programs for the modernization of the engineering infrastructure, the customer of which is the Main Directorate of Engineering Networks, two of the six programs remain in operation. This is the program "Modernization of treatment facilities and overhaul of sewerage networks", where six out of 8 facilities have been completed. Two objects are in the final stages. The block of program measures is completed by the program of major repairs in apartment buildings. In absolute terms, the volume of development is 6.4 billion rubles.

Tatarstan President Rustam Minnikhanov held a meeting on the development strategy of the Kazanka River embankment. The event took place at the Government House of the Republic of Tatarstan. The meeting participants discussed the main elements of the strategy, which include the development of cycling routes, the arrangement of coastal parks, boat stations and the eco-tourism cluster "Mirrors of Tatarstan".
