The meeting on construction and road industries was held today by the President of the Republic of Tatarstan Rustam Minnikhanov. The event was held in the Government House of the Republic of Tatarstan. The issues of financing for the completion of construction and commissioning of houses for deceived equity holders were discussed. First Deputy Prime Minister of the Republic of Tatarstan Rustam Nigmatullin reported on cooperation with DOM.RF JSC. He said that in October 2019, according to the federal decree, a specialized fund was created, which actually included defrauded equity holders. A technical customer was identified to whom the necessary funds would be allocated through DOM.RF JSC. An agreement was concluded with the Fund for 4 problem construction projects (2049 apartments), including 1549 apartments of defrauded real estate investors (LCD "MCHS" and a residential building on Dostoevsky Street, 57 in Kazan) for a total amount of 5.5 billion rubles. In addition, the republic sent a request to complete the construction of another 6 facilities.

The Ministry of Energy of Russia invites the media, press services of fuel and energy companies and regional administrations to take part in the VI All-Russian contest “MediaTEK”. The expert council of the competition was again headed by Dmitry Peskov, Deputy Head of the Presidential Administration of the Russian Federation - press secretary of the President of the Russian Federation. The competition accepts projects and journalistic works published in the media/blogs from September 1, 2019 to August 20, 2020. Under housing construction programs, as of May 22, 995.5 thousand square meters of housing were commissioned in the republic that is 33.4% of the plan. The dynamics of housing commissioning over 2 weeks is 57 thousand square meters. This was announced today at a meeting in the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Farit Khanifov. Farit Khanifov said that a sanitary-ecological two-month period is continuing in the republic, within the framework of which the Clean Construction event is being held on the territory of construction sites. During the period from April 1 to May 20, the Inspectorate of State Construction Supervision of the Republic of Tatarstan conducted 200 inspections, 21 violations were revealed. 21 administrative protocols were drawn up, fines of 94 thousand rubles were imposed. As part of providing housing for large families, all 46 families received certificates. As of May 23, 9 certificates have been implemented. It is also planned to provide housing for 47 young families from 12 municipalities. As of May 23, subsidies are listed for 15 young families. To provide housing for 35 citizens from among internally displaced persons, citizens who have left the regions of the Far North and Chernobyl residents, 20 certificates were issued. On May 23, 5 certificates were implemented. Under the program "Accessible Environment" for 2020, it is planned to adapt 12 objects of educational institutions for a total amount of 16.58 million rubles.

83% of customers who apply are interested in acquiring or building housing in rural areas. The Tatarstan regional branch of Rosselkhozbank JSC, as part of the implementation of the Mortgage Lending Program at a Preferential Interest Rate for Citizens of the Russian Federation for the Construction (Acquisition) of Housing in Rural Areas, issued 370 loans totaling 800 million rubles. The average mortgage check amounted to 2.4 million rubles. It turned out that 83% of the clients who applied turned out to be interested in purchasing or building housing in rural areas, which belong to district centers or territories with mass development (with a population of 5 to 20 thousand people). The population is equally in demand for the purchase of residential buildings –36% of the total number of applications, as well as apartments under equity agreements (29%), sale and purchase agreements (33%). The program also includes the issuance of a consumer loan to rural residents without collateral at a reduced rate of 3% for home improvement.

As part of a working trip, in accordance with the instructions of the head of the Ministry of Construction of Tatarstan Farit Hanifov, deputy ministers Ainaz Yarmiev and Rinat Abdullin have visited a number of municipalities today. These included such municipalities as Vysokogorsky, Atninsky, Baltasinsky, Kukmorsky, Elabuga, Mendeleevsky. The meetings discussed the implementation of national projects, federal and republican targeted programs. During the meetings, special attention was paid to the implementation of the housing construction plan, in particular the development of low-rise housing construction. Representatives of the Ministry of Construction were interested in issues related to the availability of master plans, territory planning projects, social infrastructure, land plots, provision of engineering infrastructure for the district center and rural settlements, prospects for organized development of individual and multi-apartment residential buildings. In addition, were raised questions about the development of public spaces, the implementation of the program “Our Yard”, preparations for the celebration of the 100th anniversary of the founding of the TASSR. Much attention was also paid to the overhaul of apartment buildings, social and cultural facilities and communal infrastructure, the economic status of organizations in the housing and communal services sector, collection for utilities and public debt.

The results of the work of organizations of the fuel and energy, housing and communal complexes of the Republic of Tatarstan in the heating period 2019/2020 were announced today at a meeting of the Cabinet of Ministers of the Republic of Tatarstan. The meeting with all areas was held by the Prime Minister of Tatarstan Alexei Pesoshin in videoconferencing mode. The meeting was attended by the President of the Republic of Tatarstan Rustam Minnikhanov. According to Alexey Pesoshin, opening the meeting, the coordinated work of municipal districts and enterprises of housing and communal services and energy in preparing for the fall-winter period of 2019/2020 allowed the heating season to be completed on time. In general, municipalities timely launched heat at housing and social facilities. The heating period in the republic began on September 3, 2019 and ended on May 7, 2020. Management companies obtained preparedness certificates for 17,154 residential buildings (99.9%) out of 17,171. 80.4 million rubles were received from the budget of the Republic of Tatarstan to replenish emergency and technical supplies.

Among the proposals of the Ministry of Construction of Russia is the formation of a single list of national standards and codes of practice, as a result of which, on a voluntary basis, compliance with the requirements of the Technical Regulations on the safety of buildings and structures will be ensured; the establishment of requirements for the development of special technical conditions (STU) only in case of reconstruction of the capital construction object and deviation from mandatory building standards. Irek Fayzullin drew attention to the need to remove restrictions on the use of new technologies in construction. He added that the role and responsibility of organizations involved in the examination of project documentation should also be increased, and the quality of state construction supervision should be improved. So, it is proposed to mandatory carry out construction control in respect of facilities whose construction or reconstruction is carried out in whole or in part at the expense of the budget within the framework of national projects.
