The Ministry of Construction has developed a new methodology for estimating the cost of housing

The Ministry of Construction, Housing and Communal Services has developed a draft methodology for determining the standard cost of 1 square meters and the average market value of 1 square meters of total living space in the regions of Russia. The draft order is posted on the Federal portal of draft regulatory legal acts. Russian President Vladimir Putin instructed to update the methodology for estimating the cost of housing. It is proposed to exclude from the methodology a reduction factor of 0.92, which takes into account the share of costs aimed at paying for services of realtors, notaries, state fees and other costs associated with state registration of rights to real estate and deals with it. This is due to the fact that today the payment of these services is not taken into account by the statistical agencies in determining the average cost of construction of 1 square meter. The methodology of the Ministry of Construction is used to calculate social payments to certain categories of citizens  in order to improve their living conditions.
