Welcome Day on the construction site on the new stadium for 45 thousand spectators (Kazan, Chistopolskaya Str.) will be arranged for heads of municipalities of Tatarstan in the coming weeks. Such proposal was made today by Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan Farit Khanifov at the republican meeting in the Government House of the Republic of Tatarstan.

President of the Republic of Tatarstan Rustam Minnikhanov, who held the videoconference meeting with all municipal areas, supported the proposal.

According to Farit Khanifov, currently builders from 36 municipalities are working on the site. He noted that the heads of the municipalities would be interested to see the work being carried out by builders from certain areas.

During the meeting Farit Khanifov reported on major repairs in apartment houses and major repairs to be carried out in 2013. In 2013 the list of apartment houses to be repaired includes 811 apartment houses in 41 municipalities for a total amount of 4 billion 354 million rubles (except for Atninsky, Alkeyevsky, Kaybitsky and Cheremshansky areas). As of today, design and estimate documentation has been submitted for 335 of 811 houses included in the program.

According to the State Housing Inspectorate (GZhI) the work has been started in 53 houses in 14 municipalities. After adjusting the limits of the financial support rendered by the Fund assisting the restructuring of housing and public utilities and approving the regional target program on the major repairs the list of apartment houses for 2013 will be corrected.

Farit Khanifov also said that recently the meeting of the Board of the State Corporation – Fund assisting the restructuring of Housing and Public Utilities (Moscow) took place. During the meeting the annual report of the Republic of Tatarstan for major repairs in 2012 had been made.

First Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan said that in 2013 a federal program on the modernization public infrastructure would start, and it provides 30-percent co-financing. He suggested that the municipalities should actively work on this issue and participate in the program. Today, the administration of Yelabuga is seriously considering the issue.

Rustam Minnikhanov also offered the heads of the municipalities to pay attention to this program. He also said that the Republic needed the technology audit as well as the inspection of heat lines, heat sources, etc.

As for the implementation of program “Pure water”, the Fund for the installation of gas service together with the municipalities are developing design and estimate documentation. The documentation has been developed for 75 facilities. 500 million rubles are provided for this work.

Farit Khanifov noted that a preliminary list of 34 water facilities in 24 areas for a total of 296.7 million rubles had been prepared in the framework of program “Pure water” to receive subsidies from the federal budget (the budget of Tatarstan will provide 164.5 million rubles; the amount of subsidies from the federal budget is 132.2 million rubles). According to him, in order to receive the federal subsidies it is essential to strictly comply with certain requirements (in particular, the size of the settlement should not exceed 100 thousand inhabitants; the facility must be reconstructed but not re-built, etc.). Farit Khanifov said that in 2012 Tatarstan had filed the application for the federal subsidies in the amount of 300 million rubles, but had received only about 40 million rubles because the selection was very serious.

Then First Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan reported on the implementation of the program on the installation of double-pressure boilers in 2013. Thus, the Fund for the installation of gas service planned to develop project documentation to transfer of 4 thousand 710 apartments (299 houses) to the individual heating system. As of February 1st, 2013 documents for design of ring, front and apartment gas supply networks for 1thousand 626 apartments (35%) have been received.
