4 March 2013, Monday

Today Minister of Construction, Architecture and Housing of the Republic of Tatarstan I.E.Faizullin is on his working visit in Moscow. He made a report on "Disclosure of information on their activities by management companies" in the Ministry of Regional Development of the Russian Federation.

Since 2002 the Republic of Tatarstan has been using the information system for accruing payments for housing and public services. 99% of household charges for housing and public services are made in a single system.

At present governing organizations, providers of housing and public services, social protection authorities, the executive authorities and the citizens of the republic interact in common information space. The system allows to make management decisions and resolve all operational tasks including monthly accruals of subsidies for citizens to pay for housing and public services as well as to perform a comparative analysis of amounts of accruals for the population that is currently most important.

"Information portal for monitoring the housing stock" where any citizen can review information on a management company's activities whenever convenient to him, is considered a site where management companies disclose their information.

The Minister reported on what had already been done in this direction in Tatarstan. I.E.Faizullin noted that to implement all the plans without regulatory documents approved at the federal level would be difficult. According to him it is essential to oblige all management companies including homeowners' associations and housing construction cooperatives and suppliers related to activity "Housing and public services" to work in this system
