All-Russian seminar on tariff setting in the housing sector to be held in Moscow

On March 28th-29th, 2013 Hotel Complex “Izmailovo” (Moscow) will hold an all-Russian workshop on “State policy in tariff regulation and reforms of the housing sector”. The event will be organized by Group of Companies “Otkryty Dialog” together with the Committee for Entrepreneurship in the Housing Sector of the Chamber of Commerce and Industry of the Russian Federation.

The workshop will be attended by leaders and experts of municipal and regional regulatory bodies of the housing sector, regional energy commissions, directors of management companies and utilities providers as well as representatives of community and professional organizations and associations of the housing sector.

Reports will be made by representatives of ministries and departments exercising legislative and regulatory support for tariff regulation in the housing sector, as well as by heads of consulting companies and public organizations, directors of leading Russian enterprises of the housing sector having wide experience in the housing sector.

The workshop will include discussions during which the participants will receive the latest information on daily tasks, in particular those related to tariff setting for services provided by the housing sector companies, problem points in calculating and setting tariffs and surcharges, as well as issues of resource conservation and many others.

The main topics of the workshop are as follows: “Quality changes of the state tariff policy in the housing sector and their impact on the sector functioning”, “Tariff setting and tariff regulation in resource supplying”, “Specifics of tariff setting and tariff regulation in the housing sector”, “Relationship between market participants: resource supplying organizations, management companies, state and municipal authorities (where the regional authority?) and homeowners” and “Procedures and methods of dispute resolution and conflict settlement between market participants”.
