On April 11th, 2013 the State Corporation – the Fund Assisting the Restructuring of Housing and Public Utilities held an all-Russian telephone conference on “Measures to eliminate violations of Federal Law № 185-FZ by the constituent entities of the Russian Federation detected by the results of the annual reports examination for 2012” with the constituent entities of the Russian Federation.
The conference was attended by representatives of the Ministry of Regional Development of the Russian Federation, Accounting Chamber of the Russian Federation, Prosecutor-General's Office of the Russian Federation and Rosfinnadzor. 82 entities of the Russian Federation communicated with the studio in Moscow. Reports were made by representatives of the Republic of Karelia, Republic of Kalmykiya, Zabaikalsky Territory, Krasnodar Territory, as well as Arkhangelsk, Kurgan, Moscow, Murmansk, Pskov, Tver and Tula regions.
Opening the meeting, Director General of the State Corporation - the Fund Assisting the Restructuring of Housing and Public Utilities Konstantin Tsitsin informed the participants that the programs of the Fund would be implemented by another entity of the Russian Federation the Chechen Republic. The relevant contract between the entity and the Fund has been signed. In addition, Head of the Fund Konstantin Tsitsin and Head of the Republic Ramzan Kadyrov took part in the corner stone laying ceremony for the construction of the first energy efficient house in the city of Grozny.
The Head of the Fund also said that in 2013 the entities of the Russian Federation would have to establish regional major repairs systems. The appropriate regional regulations must have been adopted before January 1st, 2014.
Deputy Director General of the Fund Oleg Rurin told about the major violations made by the regions when implementing the programs in 2012. Thus, the provision of financial support from the Fund was suspended for 42 entities of the Russian Federation.
According to him, the main reasons for failure of the implementation of the programs on major repairs are later use of savings derived from the implementation of these programs, incomplete fulfillment of the commitments on the part of contractors, etc. The main causes of failure of the implementation of the programs on citizens’ movement from the failing housing stock are mistakes made on the planning phase (ineffective ways to implement the program, incorrect assessment of the housing market), lack of readiness to implement the programs after their approval, lack of developed land plots and design and estimate documentation , a low level of responsibility of developers for the violation of the program deadlines, failure to select qualified contractors and ineffective system to monitor the implementation of the programs.
- Regions that are not able to solve these problems, risk to fail the task set by the President of the Russian Federation to eliminate the failing housing stock, - noted Oleg Rurin. - Moreover, when implementing the programs in 2013-2015 it is essential to increase the pace by more than two times compared with the period of 2008-2012. For the period up to 2015 the failing stock of almost 11 million square meters is to be resettled. The total amount of funds allocated for the program will exceed 350 billion rubles. We have a unique task to be solved. The responsibility of each participant of the program is very high. We have to do everything possible to improve the programs’ effectiveness and increase the pace of their implementation with no loss of quality. In such circumstances, it is prohibited to have the programs of previous years uncompleted. I urge you first of all to solve this problem.
The representatives of the entities of the Russian Federation, who participated in the meeting, reported on the elimination of the violations detected during the review of annual reports on the results of the programs in 2012. In particular, they mentioned the dates of the commission of the houses being constructed under the Federal Law 185-FZ, citizens’ movement from the failing housing stock and other activities.
Also the representatives of the entities reported on the measures taken to ensure the compliance with the requirements for the installation of collective metering devices under the Federal Law 185-FZ.
Finally, Konstantin Tsitsin noted that all the violations related to the implementation of the program on major repairs in apartment houses in 2012 must be eliminated before May 25th, 2013.
Also the Head of the Fund invited the representatives of all the entities of the Russian Federation to take part in an all-Russia meeting on “Effective management of housing and public utilities in order to create favorable living conditions for citizens” to be held from April 22d to 24th, 2013 in the city of Saratov.
