Major repairs in apartment houses started in 587 buildings in 41 municipalities of the Republic. This was announced today by Minister of Construction, Architecture and Housing of the Republic of Tatarstan Irek Faizullin at a weekly meeting held in the Government House of the Republic of Tatarstan. The meeting was chaired by President of the Republic of Tatarstan Rustam Minnikhanov, and attended by Prime Minister of the Republic of Tatarstan Ildar Khalikov.
Irek Faizullin noted that the Order of the Cabinet of Ministers of the Republic of Tatarstan of April 1st, 2013 approved the Republican address program on major repairs in apartment houses in 2013.
The funding for the program is 4709 million rubles including that of the fund equal to 194 million rubles, that from the budget of the Republic of Tatarstan equal to 1373 million rubles, the budgets of the municipalities equal to 1072 million rubles, and the funds of the owners in the amount of 2070 million rubles.
Minister of Construction, Architecture and Housing of the Republic of Tatarstan noted that the program for 2013 included 41 municipalities. These are 823 apartment houses with a total area of 5.6 million square meters. It is supposed to improve the living conditions of 233.6 thousand people.
According to GZhI, the work has been started in 587 houses in each of the 41 municipalities. “As of today, not all management organizations carry out timely formation of registers of apartment houses with the indication of the amount of payments for major repairs in the “Monitoring of the housing sector” system, and therefore GISU cannot perform the door by door accounting of the owners’ transferred funds”, said the Head of the Ministry of Construction of the Republic of Tatarstan.
President of Tatarstan Rustam Minnikhanov noted that the money that people pay for major repairs, did not disappear, they accumulated. He believes that in the near future the municipalities and management companies should adopt a sample program, and if necessary, make changes to it. According to the President, all this should be done within the Regulations.
The participants discussed the issue of personnel training in the housing sector. Rustam Minnikhanov noted that the housing sector required people with high professionalism, and stressed that the issue should be given serious consideration.
According to the Ministry of Construction of the Republic of Tatarstan, as of April 12th, 2013 the municipalities have submitted 1693 applications for personnel training, and this is only 33 percent of the annual plan. “Aksubayevsky, Alkeyevsky, Kaibitsky areas and Kazan have not make the decision concerning their personnel training as per the program of 2013”, said the Minister of Construction, Architecture and Housing of the Republic of Tatarstan Irek Faizullin.
The Head of the Ministry of Construction asked the municipalities to complete the work in this direction. “The staff needs to be trained. More than 36 thousand people work in the sector. Untrained people should not work therein”, said Irek Faizullin.
