The Ministry of Regional Development of the Russian Federation in cooperation with the Board of the Fund Assisting the Restructuring of Housing and Public Utilities developed and submitted a draft federal law “On amending the Federal Law “On the Fund Assisting the Restructuring of Housing and Public Utilities” to the Government.
The amendments have been developed in accordance with the instructions of the President of the Russian Federation given at the meeting on the resettlement of people from the failing housing stock held in Elista on April 16th, 2013, as well as after the meeting of the State Council of the Russian Federation “On measures to improve the quality of housing and communal services” chaired by Vladimir Putin on May 31st, 2013 in the Kremlin.
The bill takes into account the need to strengthen the mechanisms for monitoring the implementation of the programs on the resettlement of people from the failing housing stock by constituent entities of the Russian Federation and meeting the requirements of the regions for the funds to implement the specified programs.
The document provides:
- extension of the duration of the State Corporation - Assisting the Restructuring of Housing and Public Utilities up to January 1st, 2018
- changes in the terms of the financial support rendered to the regions from the Fund, taking into account the fulfillment of their obligations to resettle people from the failing housing stock (recognized as it is as of January 1st, 2012) up to September 1st, 2017
- asset contributions of the Russian Federation to the Fund in the amount of 10 billion rubles in 2016 and in 2017
- setting obligations of constituent entities of the Russian Federation of annual shared financing of the stages of regional target programs on the resettlement of people from the failing housing stock at the expense of the consolidated budgets of the Russian Federation and (or) non-budgetary sources
-changing the order of the annual increase in the limits for financial support from the Fund for the resettlement of people from the failing housing stock, taking into account the total area thereof to be resettled.
