Reporting should not slow down the work – Rustam Minnikhanov

Today, during the meeting held in the Government Hose of the Republic of Tatarstan president of the Republic Rustam Minnikhanov asked the builders to use summer season to maximum effect and timely develop the reporting documentation.

The traditional weekly meeting on housing construction was held today under the chairmanship of the President of Tatarstan and with the participation of Prime Minister of Tatarstan Ildar Khalikov.

Minister of Construction, Architecture and Housing of Tatarstan Irek Faizullin reminded that the program on major repairs of apartment houses in 2013 involved 41 municipalities of the Republic (823 apartment houses  with a total area of ​​5.6 million square meters). It is planned to improve the living conditions of 233.6 thousand citizens. According to GZhI, the work has been started in 821 of the 823 houses in all areas of Tatarstan. In Bugulma there are problems with the supply of elevators, but this issue must be resolved soon, promised the Head of the Ministry of Construction of the Republic of Tatarstan.

The Minister cited the following data submitted by GZhI: there is a more than 20% delay in 36 houses in 14 municipalities. As of June 6th, 2013 the work has been performed for a total amount of 2 billion 577 million rubles, which is 55 percent of the annual limit.

Finally, the President of the Republic of Tatarstan noted that the work must be completed before the start of the heating season. In this case, the quality of work performed should be the appropriate one. He once again paid attention to these issues and called to speed up the work to use favorable weather conditions to maximum effect.

According to Rustam Minnikhanov, serious attention should be paid to the development of the report documentation.  “Reporting should not slow down the work”, he said.

The transfer of the owners’ funds to the GISU accounts and information disclosure by management companies should be monitored. “By the way, as of June 6th, 2013, precisely 799.59 million equal to 87.8 percent of the forecast for 5 months, have been transferred to the GISU accounts”, said Irek Faizullin.

The information on the costs of managing organizations may be disclosed to the public and to the authorities in system “Chetyre Raskhoda” (four expenditure types ), reminded the Minister and said that the system had been pilot tested in six municipalities, and in three municipalities (Nizhnekamsky, Mendeleyevsky, village Kamskiye Polyany) the pilot testing had been completed. To ensure the transparency of expenditures and prevent inefficient use of funds through fly-by-night companies the “Chetyre Raskhoda” was applied in the major repairs program. “Contractors in Kazan, Nizhnekamsky, Zelenodolsky and Laishevsky municipalities started to work in the “Chetyre Raskhoda”, said Irek Faizullin.
