The meeting of the Cabinet of Ministers of the Republic of Tatarstan “On the results of the work of organizations of the fuel and energy and housing sectors of the Republic of Tatarstan during the heating season of 2012/2013 and the tasks to prepare for the heating season of 2013/2014 year” took place in the Government House of Tatarstan with the participation of President of Tatarstan Rustam Minnikhanov. The meeting was chaired by Prime Minister of the Republic Ildar Khalikov.
As noted by Ildar Khalikov at the beginning of the meeting those areas of the Republic and those organizations where the preparation for the heating season is paid great attention to and which start preparing in time, the heating period passes without any problems. But there are the problems. Ildar Khalikov remembered the power failure in some areas of Tatarstan during the last heating season. At the same time pointed out that the accident was eliminated in a short time. After pointing out that the preparation for the heating season ends on September 15th, 2013, the Prime Minister of Tatarstan emphasized that all acts of readiness should have been signed by this date. Heads of organizations shall bear personal responsibility therefor. Thus, Ildar Khalikov specified the following data: at the beginning of the heating season of 2012-2013, from 173 organizations of municipalities of the Republic of Tatarstan only 71 organizations received acts of readiness. In 24 municipalities more than 100 organizations did not receive these acts of readiness. The Head of the Government of Tatarstan asked to pay very serious attention to the preparation of the documents.
Special attention should be paid to the preparation of social facilities for the heating season, and the repayment of debts for the consumed energy.
The issue of timely payments for the consumed energy caused a heated discussion at the today's meeting of the Government of the Republic of Tatarstan. President of Tatarstan Rustam Minnikhanov also paid attention thereto. He noted that timely payment for housing and utility services is critical to the functioning of the housing sector, enforcement of the measures to prepare for the heating season and timely payments for the consumed energy.
According to the data announced by Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan Aleksandr Frolov, currently the debt of the population for housing and utility services, taking into account past debts, amounts to 3 billion 848 million rubles (this is a 1.5-month charge for housing and utility services across the Republic). As of May of 2013, the collectability was 98.2 percent, said the Deputy Minister.
He also named the areas with low collectability. These are Verkhneuslonsky, Almetyevsky, Spassky, Agryzsky, Alkeyevsky, Drozhzhanovsky and Pestrechinsky areas of Tatarstan. In Agryzsky area of the Republic, for example, the amount of debt has reached 38 million rubles.
“Where have you been? Why did not you control anything?”, asked Rustam Minnikhanov. He asked the head of the district to explain the situation and deal with it by means of law enforcement agencies. The President of Tatarstan also asked to carry out the inspection in Verkhneuslonsky area of the Republic. "We need to sort out. Business is business. To leave the area without heat, without gas - this is impermissible”, said the Head of the Republic.
He added that the work on this issue should be systematic and daily.
Head of the Volga Region Federal Service for Ecological, Technological and Nuclear Supervision Boris Petrov in his speech complained about the quality of personnel training. “It leaves much to be desired. Some schools have introduced the know-how when the appearance of the exam is created and a correct answer is formed independently from a testee’s actions”, said Boris Petrov. Commenting on this, Rustam Minnikhanov instructed to control training schools, and to focus on the training process thereat.
“The Ministry of Construction, Architecture and Housing of the Republic of Tatarstan has a lot of work in the area of construction, and the housing issues are not paid enough attention to. In general, we need to completely review our attitude to the housing sector”, said the President of Tatarstan.
At the end of his speech, the Head of the Republic directed the heads of administrations and heads of organizations to the active work to ensure the heating season and its preparation be carried out at a high level.
