The results of the heating period 2021/2022 were summed up at the meeting of the Cabinet of Ministers of Tatarstan.

The Minister of Construction, Architecture and Housing of the Republic of Tatarstan Marat Aizatullin reported on how the heating period of 2021/2022 passed in the Republic of Tatarstan today at a meeting of the Cabinet of Ministers of the Republic of Tatarstan.

The meeting of the Cabinet of Ministers of the Republic of Tatarstan was devoted to the results of the work of organizations of the fuel and energy and housing and communal complexes of the Republic of Tatarstan in the heating period of 2021/2022 and the tasks of preparing for the heating period of 2022/2023."

The meeting was held by the Prime Minister of the Republic of Tatarstan Alexey Pesoshin.

The meeting was attended by the President of the Republic of Tatarstan Rustam Minnikhanov, employees of the Office of the President of the Republic of Tatarstan, the Cabinet of Ministers of the Republic of Tatarstan, deputies of the State Council of the Republic of Tatarstan, heads of ministries and departments, heads of municipalities of the Republic.

According to the head of the Ministry of Construction of the Republic of Tatarstan, 3,146 boiler houses (and outdoor boilers), 17,476 apartment buildings and 7,794 objects of the socio-cultural sphere were prepared in the republic.

The heating season started on September 6 and ended in May of this year. Its duration was 261 days, which is 2/3 of a calendar year. Traditionally, first of all, heat was supplied to social facilities. As of September 30, 2021, all facilities were already heated.

"One of the factors influencing the number of accidents is weather conditions. And although there were no accidents in the last heating period, all the emergency situations that caused the suspension of utilities were eliminated within the regulatory deadlines," the minister noted. - In total, 2,741 accidents occurred in the housing and communal services during the 261 days of the heating period."

Most of all – 1,862 cases, or 68% of the total number of incidents – occurred in the water supply sector. Almetyevsk and Bugulma districts entered the top three in terms of the number of accidents in the field of heat supply over the past heating period, second only to Kazan.

One of the causes of accidents in housing and communal services is the unsatisfactory condition of engineering networks. In the republic, out of 23,400 km of water supply and sanitation networks are dilapidated and about 8 thousand km (or 33%) are subject to replacement. From 3,100 km . heat supply networks - slightly more than 1 thousand (or 37%). The total wear of heat supply facilities is approaching the indicators for water supply and sanitation facilities.

Marat Aizatullin reported on the debt and the general level of collection of payments. For several years in the republic, the average annual rate of collection of payments of the population has not fallen below 98%. So, as of May 1 of this year, the level of average annual collection of payments from the population amounted to 98.8%. The total debt of the population for housing and communal services is 8.8 billion rubles.

As of May 1, overdue debt for energy resources of housing and communal services organizations leaves 360 million rubles.

The total overdue debt of all organizations of the housing and communal complex of the republic for electricity amounted to 64 million rubles, for the year the debt decreased by 41 million rubles.

Overdue debt of utilities for gas is 296 million rubles, which is 29 million rubles lower compared to the same period last year.

The republic annually replenishes the emergency technical reserve in the amount of 80 million 400 thousand rubles. In 2021, materials and equipment totaling 89.2 million rubles were issued to municipalities from the emergency technical reserve.

For 2022, 23 investment programs have been approved in the Republic of Tatarstan for 17 organizations of the municipal complex. This is almost 14% of their total number of municipal organizations.      

The Head of the Ministry of Construction of the Republic of Tatarstan said that to control the preparation for the next heating period, meetings of the republican headquarters will be held once every two weeks.
