Rustam Minnikhanov on the results of the heating period of 2021/2022: Today we are concerned about accidents

The President of the Republic of Tatarstan Rustam Minnikhanov instructed to pay the closest attention to reducing accidents in the field of heat supply and water supply, especially during the heating period. He said this during a meeting of the Cabinet of Ministers of the Republic of Tatarstan dedicated to the results of the work of organizations of fuel and energy and housing and communal complexes in the heating period of 2021/2022 and tasks for 2022/2023.

The meeting was held in the Government House of the Republic of Tatarstan, with video conferencing broadcast in municipal districts. The meeting was held by the Prime Minister of the Republic of Tatarstan Alexey Pesoshin.

Summing up the meeting, Rustam Minnikhanov noted that "today we are concerned about accidents." He stressed that "we are investing more in what we see, but the underground infrastructure remains." Rustam Minnikhanov instructed the Government, together with the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan, to consider the possibility of creating an investment program in the direction of heat and water supply within the framework of republican programs.

Recall that a total of 2,741 accidents occurred in the housing and communal services during the 261 days of the heating period. Most of all – 1,862 cases, or 68% of the total number of incidents – occurred in the water supply sector.

"We cannot do it without investments," Rustam Minnikhanov said. - Some programs should be reduced or suspended and invested in this area - in the field of heat supply and water supply."

Another issue on which Rustam Minnikhanov focused attention: debt and the general level of collection of payments.

According to the head of the Ministry of Construction of the Republic of Tatarstan Marat Aizatullin, as of May 1 of this year, the average annual collection of payments from the population amounted to 98.8%. At the same time, the total debt of the population for housing and communal services is 8.8 billion rubles.

"About 9 billion rubles of debts – this issue should be dealt with, kept under control so that the debt does not increase," Rustam Minnikhanov instructed.

The President of Tatarstan also raised the issue of emergency technical reserve. "There should be an emergency reserve," he stressed. - If there is a need, we need to look at this issue when forming the budget." (Recall that the republic annually replenishes the emergency technical reserve in the amount of 80 million 400 thousand rubles).

In general, all our services are prepared and work professionally, Rustam Minnikhanov said at the end of his speech.

Prime Minister of the Republic of Tatarstan Alexey Pesoshin said during the meeting that in order to effectively prepare for the new heating period, ministries and departments, gas, heat, energy supply enterprises, municipal districts, as well as housing and communal services enterprises need to ensure the issuance of readiness passports of municipalities by November 15, 2022.

In addition, according to him, it is necessary to pay for the consumed energy resources and pay off debts before the start of the heating period of 2022/2023.

"Summing up the results of today's meeting of the Cabinet of Ministers, I ask everyone present to mobilize efforts as much as possible for high-quality preparation for the upcoming autumn-winter season," concluded Alexey Pesoshin.
