Failing houses to be registered

The Ministry of Regional Development issued a draft order regarding annual monitoring of the use and conservation of the housing stock. The document provides that all residential houses of the Russian Federation will be subject to the supervision. Annually, the relevant data should be transferred to the Agency for Construction and Housing up to March, 1st. Data on residential and non-residential areas and on the use of the housing stock (owned, rented, vacant) will be collected with respect to each house. Moreover, the energy efficiency of the house and its degree of wear and tear will be assessed. All the houses will be separated into different categories: requiring major repairs, failing ones, subject to or demolition. Separate column will be made for the information on the planned amount of major repairs and actually performed amount thereof. This will provide the registry of failing houses to allocate the funds required for major repairs.
