Emergency Response Centre for the prevention and elimination of emergency situations during the Universiade established under the auspice of the Ministry

On July 7th, 2013 at 13 hours 29 minutes the duty officer of the Head Office of the Ministry of Emergency Situations of Russia in the Republic of Tatarstan sent a warning about the deterioration of weather conditions on the territory of the Republic of Tatarstan, with the expectation of a thunderstorm, squally winds, and strong rains.

Emergency Response Centre for the prevention and elimination of emergency situations during the Universiade established under the auspice of the Ministry. The Centre headed by Minister of I.E.Faizullin includes representatives of construction contracting companies involved in the construction of the Universiade Venues, the State Construction Inspectorate specialists, heads of operating organizations, representatives of GISU, experts of the Ministry and other services.

After receiving the warning there was developed a plan to mobilize all required services. Representatives of the Emergency Response Centre headed by deputy ministers arrived at the major venues such as the International Information Center and Gymnastics Centre. The areas of damage were investigated, engineering systems were tested and the work to eliminate the leakages began. The leakages were caused by an extreme amount of precipitation fell in the form of rain with squally wind.

As of 09/07/2013, 10 p.m., the replacement of the ceiling where leaking has been completed, the joints are being sealed. The work is being conducted by 12 employees of subcontractor “Tekhstroi” LLC (general contractor “PSO-Kazan’ LLC). As of 09/07/2013, 10 p.m., all leakages in the International Information Centre have been eliminated located; general contractor “Kazantsentrstroi” JSC replaced 40 ceiling cassettes and made additional sealing of the joints of the storm-water system. For safety reasons, the electricity was turned off temporarily in areas where there were leakages. In general, the power supply of the facility was carried out in normal mode.

At the moment, all leakages are eliminated, the facilities are operating normally.

According to FSBI “Hydrometeorology Administration of the Republic of Tatarstan” tomorrow the situation with the weather conditions will not change, thunderstorms with wind squalls of 18 - 23 meters per second, locally up to 28 meters per second and heavy rain are expected.

The Emergency Response Centre will continue to work around the clock.
