President of Tatarstan Rustam Minnikhanov orders to deal with debts owed to suppliers before the heating season. The progress in the preparation of the housing stock for the heating season of 2013/2014 was discussed today at the traditional meeting on housing and utilities.

Minister of Construction, Architecture and Housing of Tatarstan Irek Faizullin recalled that on July 11th, 2013 at a video conference meeting on the preparation for the heating season held in the Ministry the municipalities were instructed to submit the information on the preparation of the housing stock for the heating season of 2013/2014 to the information-analytical system entitled “Monitoring of the housing stock”.

As reported by the Head of the Ministry of Construction of the Republic, as of July 17th, 2013, flushing acts for 6,383 houses, pressure test acts for 6,307 houses and readiness certificates for 2,500 houses have been entered into the system.

As of July 17th, 2013, the readiness of the objects is the following: among 3600 educational facilities 2,198 objects (61 percent) are ready, among 1,588 healthcare facilities 935 objects (59 percent) are ready, and among 1988 cultural facilities 1,331 objects (67 percent) are ready for the heating season.

The Minister also informed that among 2652 boiler houses 1866 (70 percent) had been prepared and among 2943.3 km of heat supply networks 2,052.9 km (69.7 percent) had been tested.

Fund for the installation of gas service gasification is working on the transmission of 3548 apartments to the individual heating systems. Full installation of internal gas and heating systems and gas equipment has been carried out in 1084 apartments (31 percent).  80.4 million rubles were allocated from the Republic’s budget to support the emergency and mechanical supply.    

According to Irek Faizullin, in order to eliminate potential accidents or emergencies in the Republic “Tatlizing” JSC formed 10 warehouses, including six zonal warehouses that house 142 autonomous diesel generators with the total capacity of 1,964 kW. At the moment the generators are being prepared and maintained.

According to the Administration for Efficient use and Quality of Fuel and Energy Resources, the reserve supply of fuel has been created in Tatarstan: liquid fuel (diesel, fuel oil) - 200.5 thousand tons, coal - 57.6 thousand tons.

Speaking about the debts owed to suppliers, the Head of the Ministry of Construction of the Republic of Tatarstan said that “as of July 11th, 2013 we owe 450 million rubles to “Gazprommezhregiongaz Kazan”, of which 328 million rubles are to be paid by heating supply enterprises and 102 million rubles are to be paid by diversified enterprises of the housing sector. 

“With these figures we will not be able to connect the gas. You need to look for and find a solution in order to close the debts”, Irek Faizullin said.
