Seminar in Moscow brings together leading specialists in tariff regulation to discuss the most important issues of the sector

All-Russian workshop on “The reform of the housing and utilities sector: tariff regulation of the sector” organized by Group of Companies “Otkryty Dialog”, will take place on October 17th-18th, 2013, in Hotel Complex  “Izmailovo” (Moscow).

The Russian Government pays great attention to the issues of tariff regulation of the housing and utilities sector. A lot of new regulations governing this area were adopted in 2012-2013. In particular, at the end of 2012 President Vladimir Putin signed a federal law introducing long-term tariff setting for services provided by the housing and utilities sector. This creates additional opportunities for the housing and utilities sector companies and provides a powerful incentive for attracting investments in the sector and the implementation of the state policy on reforming the housing and utilities sector.

Therefore, as part of the Seminar, the delegates will learn how to prepare their enterprises to work in accordance with the requirements announced by the President of the Russian Federation. In addition, they will receive clarification from the federal government on the recent changes in the regulatory framework governing the sector, and will be able to study the best practices for each of the main areas of responsibility of the head of an organization.

Heads and experts of enterprises of the water and wastewater complex, housing management companies of Russia and the CIS and those of heat power industries, representatives of regional and municipal regulatory bodies of the housing and utilities sector, regional energy commissions, social and professional organizations, associations and unions in the area of the housing and utilities sector are invited to participate in the event. The session on “Qualitative changes of state tariff policy in the sphere of the housing sector and their impact on the functioning of the sector” will be held on the first day of the Seminar. The participants will discuss the issues of the role of the state in the setting of tariffs of the housing and utilities sector; the dynamics of the development of the tariff setting in the sector - an overview of the key changes; the features of the service pricing in the sector in 2013, etc.

Several sessions will work on the second day:

· “Selected issues of the housing and utilities sector”

· “The procedure and methods of dispute resolution and conflict management among market participants”.

The participants will receive the latest information on the sectoral legislation, regional initiatives and the best projects in the housing and utilities sector in Russia. This will allow the representatives of the regional and municipal departments of housing and utility sector to make the latter work in line with the policy of the President of the Russian Federation to achieve maximum efficiency and quality.
