More than 1.3 million square meters of housing commissioned in Tatarstan

More than 1.3 million square meters of housing were commissioned in Tatarstan. This is 56.9 percent of the annual amount, as reported today by Minister of Construction, Architecture and Housing of Tatarstan Irek Faizullin at the Republic’s meeting in the Government House of the Republic of Tatarstan.

The meeting was traditionally held as a video conference involving all the municipal areas of Tatarstan.

The meeting was chaired by President of Tatarstan Rustam Minnikhanov and attended by First Deputy Prime Minister Ravil Muratov.

Six municipal areas of Tatarstan (Apastovsky, Laishevsky, Nurlatsky, Pestrechinsky, Sarmanovsky, Tukayevsky areas) completed the annual plan for new housing. In 10 municipalities of the Republic the annual task has been done by more than 80 percent.

As of August 9th, 2913, according to the social mortgage program, 65 houses of 133 houses under construction have been put into operation that is 55 percent of the plan, while 32 objects have an average degree of readiness.

The Head of the Ministry of Construction of Tatarstan demanded the areas being behind the schedule to accelerate the implementation of the planned activities. According to him, the Ministry of Construction of the Republic of Tatarstan is worried about the house under construction in Korolyov Street in Zelenodolsk. Finishing work is being carried out but the issue of the utilities has not been solved yet.

 “The issues of improvement may go beyond the construction season, and, ultimately, in spring of the next year will have to reconstruct everything”, said Irek Faizullin. In this regard, he asked the leadership of the city and the area to take control of the above-mentioned object, and also pay attention to the repair of the networks in Zelenodolsk.

According to the Head of the Ministry of Construction, the State Construction Supervision and Inspection Service has comments on some objects in Bugulminsky and Mendeleyevsky areas.

As for the program of apartment investment housing 41 of 115 objects have been put into operation. Among the remaining houses to be commissioned 54 houses have a high degree of readiness, 6 houses have an average degree of readiness and 14 houses have a low degree of readiness.

According to Irek Faizullin, positive dynamics was marked by the low-rise housing construction program (including individual housing construction). Of 1,910 objects of the program 725 houses have a high degree of readiness.

Speaking about the program on the elimination of the failing housing stock in 2013, the Minister said that the draft program on the elimination of the failing housing stock (427 square meters) had been developed. It will be submitted for approval next week.

The Fund Assistance the Restructuring of Housing and Public Utilities submitted the forecast limit for Tatarstan for 2013-2017 in the amount of 4.33 billion rubles. The Ministry developed a mechanism for the implementation of the program and prepared the preliminary allocation of the limits for 2013-2017 in the context of the municipalities of the Republic.

After agreeing upon the limits with the President of the Republic of Tatarstan it is planned to submit an application for financial support from the Fund for the resettlement of people from the failing hosing stock, with the Annex of the 5-year-old Republic’s target program enclosed.

As for the program relating to the construction of housing for local police officers, there are questions to 12 areas where the construction has not begun yet. Totally, 82 houses for local police officers are to be constructed in 39 municipal areas.

Reporting on the implementation of the program on the construction of rural clubs the Minister of Construction, Architecture and Housing of the Republic of Tatarstan reported that only 21 objects had a high degree of readiness; the roofing work is being carried out. Objects in Arsky, Laishevsky and Pestrechinsky areas have already been put into operation. However, there are outsider areas. Irek Faizullin asked them to speed up the work, recalling that by August 30th, 2013, all of the objects of the program of 2013 are to be built and put into operation.

Irek Faizullin also reported on the construction of sports fields in the municipal areas. According to him, 151 sports fields are under construction. Total funding for these activities is 300 million rubles. A of today, all 43 municipalities have signed the necessary agreements, and in 16 municipalities the workers started the construction work.

Finally, Rustam Minnikhanov said that all the construction work should be completed during the construction season. In this regard, he asked those being behind the schedule to speed up the work and carry out daily control over the work.
