Program on major repairs of apartment houses for implemented by 94% in the Republic of Tatarstan

As of August 15th 2013, the program on major repairs of apartment buildings for 2013 in the Republic of Tatarstan has been implemented by 94% or to the amount of 4 billion 452 million rubles. This was announced today by Minister of Construction, Architecture and Housing of Tatarstan Irek Faizullin at the Republic’s meeting held in the Government House of the Republic of Tatarstan.

The meeting was traditionally held as a video conference with all the municipal areas of the Republic and chaired by President of the Republic of Tatarstan Rustam Minnikhanov.

As noted by Irek Faizullin, there are some problems with only a few apartment houses in Agryz (two houses), Verkhny Uslon (one house) and Kazan (two houses). In general, the Republic did not allow any backlogs in the program implementation.

According to the Head of Tatarstan Ministry of Construction, the program for 2013 is to be completed by September 10th, 2013.

Irek Faizullin also said that the country had registered 12169 apartment buildings in the Cadastre. According to him, next year it will not be possible to participate in the programs of the federal Fund Assisting the Restructuring of Housing and Public Utilities without the cadastral registration and executed documents.

As for the major repairs of secondary schools of the Republic, 167 institutions are to be repaired in 2013. There was a task to carry out the repairs until August 20th, 2013, but there is backlog at some objects. Additional labor was involved at some objects. In addition, as said by Irek Faizullin, the State Construction Supervision and Inspection Service identified more than 400 violations in the major repairs of schools, of which 288 violations have already been eliminated.

Irek Faizullin reported on the work on the installation of warm toilets in schools. 174 million rubles were allocated to Tatarstan for this purpose.

Then the Head of the Ministry of Construction of Tatarstan reported on the preparations for the heating season in the Republic. So, 12498 apartment houses are to be prepared, of which the certificate of readiness have been issued for 11826 houses. Among 3642 social facilities 3048 objects have been prepared, among cultural facilities 1554 have been prepared and 1443 facilities have been prepared in the health care sector (for details - see press release).

As for the elimination of the debt to the gas supplier for the gas consumed, the debt is repaid in accordance with the schedule, as said Irek Faizullin. Heat suppliers are mostly involved in debts. Tatarstan President Rustam Minnikhanov instructed Prime Minister Ildar Khalikov to gather business leaders involved in debts for the gas consumed, and develop a precise plan of action for debt payment in advance of the heating season.

In general, Rustam Minnikhanov noted the need to begin developing the programs for 2014 and construction documents. We know the volume of 2013, and based on this volume we must work, he said.

Rustam Minnikhanov also said that the work on the construction of multifunctional centers to provide the citizens with the state and municipal services (MFC) in the municipalities of the Republic is to be completed in 2013.
