By 2030, Admiralteiskaya Settlement of Kazan is to become an attractive tourist destination and a place to live comfortably. These goals are set in the concept of the development of Admiralteiskaya Settlement, which was presented today during a seminar at the Kazan State University of Architecture and Construction. The seminar was attended by President of Tatarstan Rustam Minnikhanov and Minister of Construction, Architecture and Housing of the Republic of Tatarstan Irek Faizullin.
The developers of the concept are Kazan State University of Architecture and Construction and research and design center “Interra”. The concept was presented by Head of the Department of Urban Development and Planning of Rural Settlements of Kazan State University of Architecture and Construction Aleksandr Dembich.
The area of the territory covered by the developers was 400 hectares. In addition to the historic district which housed Admiralteiskaya settlement, the concept includes the old course of Kazanka River which is now a wetland.
According to Aleksandr Dembich, Kazan Admiralty was the second in Russia after St. Petersburg Admiralty. In 1718, it was decided to build the Admiralty and the shipyard, where 400 commercial and military vessels were built during a little over one hundred years. While existing, the shipyard was visited by three Russian emperors, including Empress Catherine the Great, who sailed down the Volga on board galley “Tver”, built in Kazan.
Another interesting historical object of the territory is Zilantov Monastery.
As noted by Aleksandr Dembich, currently Admiralteiskaya Settlement is a fairly depressed area. According to the architects, this results from the uncertainty of the fate of the territory and the lack of the connection with the other parts of the city.
At the same time, Admiralteiskaya Settlement has a number of resources to make it an attractive area. This is the proximity to the center of the city and, in particular, of the Kazan Kremlin, a long coastline of 5.5 km, the existence of vast unused areas and released industrial areas.
The authors of the concept offer to create a series of marketing brands in the territory of Admiralteiskaya Settlement. Historical brands are Zilantov Monastery and Peter’s Shipyard, and modern ones are a theme park of the history of the Russian fleet to be located along the old course of Kazanka River, and the improved quay of Volga River. The park is to place the restored galley “Tver”.
As a result, the authors of the concept plan to create an interesting territory for tourists and citizens, a place to live comfortably, by 2030. Now 8.5 thousand people live in Admiralteiskaya Settlement; the developers offer to increase the population up to 18-20 thousand people.
To implement the concept the developers propose to use the mechanism of public-private partnerships, creating conditions for attracting investments. According to the estimates of the developers, the required amount of the budget funds to be invested for the period from 2013 to 2030 is 12 billion rubles.
President of Tatarstan Rustam Minnikhanov offered the developers to expand the scope of the design concept and also take into account the current territory of the gunpowder plant. “The gunpowder plant is a future territory to be developed. This area is to be taken into account”, said the President of Tatarstan.
He ordered to make an inventory of all property owners and areas in Admiralteiskaya Settlement and to impose restrictions on new construction until the final approval of the concept of the development in order to avoid speculation.
One of the most important issues to be addressed, according to Rustam Minnikhanov, is to provide the engineering and transport infrastructure and, above all, to provide water treatment plants. “Solving these problems will considerably change view on the prospects of the Admiralteiskaya Settlement”, said Rustam Minnikhanov.
As noted by the President of Tatarstan, Kirovsky district of Kazan as a whole has a number of benefits that can make the area very attractive. First of all, it is the extensive coastal zone to be used. The district may become a new center of housing construction.
Tatarstan President praised the work done by the architects to create the concept. “Now we need a more detailed analysis”, said Rustam Minnikhanov. He ordered to create a working group of representatives of all relevant ministries and agencies, to identify the stages of the implementation of the concept, and suggested further discussing a new detailed version.
