The preparation for the heating season is at the finish line. Until the end of this week, all objects must be ready to receive the heat, and all boilers and networks for its supply. According to the people in charge, everything is going as planned. However, according to Head of the Department of Housing and Public Utilities Oleg Anisimov, the heating networks are worn out, number of accidents is increasing and formal reports on the readiness for the heating season does not guarantee that all the areas of the maintained networks can serve without accidents during the heating season. An important condition for the heat supply for houses and offices is the lack of debts to “Gazprom Mezhregiongas Kazan”.
In summer, this organization asked Zelenodolskoye heat supplier to pay it back until December 1st, 2013. The repayment schedule is being followed. In general, the debt of the residents and the city for housing and public utilities is 226 million rubles. And despite the fact that the employees of the housing and public utilities achieved the record collection of 99.9 %, this result is not satisfactory. The further work is to be carried out in closer contact with the debtors as there are more than five thousand thereof. A dossier with data on all members of a debtor’s family will be collected including places of work and study and the property owned. Here's an extract from the actual “Debtor Passport”: “The furniture is old. The apartment is clean. Income is average. No information about where the husband works”. Management companies want to know exactly why people do not pay, and how to work with them. It was found, for example, that insolvent tenants live mainly in social housing. According to the Head of the Department of Housing and Public Utilities, such housing could be financed from the municipal budget to ensure a unique form of social protection of the poor.
