Address in connection with International Day of Persons with Disabilities

International Day of Persons with Disabilities is celebrated annually on December, the 3d. The Annual celebration of International Day of Persons with Disabilities is the recognition of the rights of people with special needs to lead a normal life, drawing public attention to the necessity to create conditions for the integration of our citizens with disabilities in all spheres of life. Thus, in order to support people with limited mobility, the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan implements long-term target program “Available Environment” aimed at creating affordable and comfortable living conditions. The total funding of the Program in 2011 to adapt 101 facilities (those of sports, social protection and employment, health care, culture, State Inspectorate For Traffic Security in Kazan,  Kazan underground) amounted to 639.6 million rubles. In 2012, the program adapted 1thousand 976 facilities of social protection and employment, health care organizations, housing, transport infrastructure, and educational facilities (schools). The funding amounted to 700.7 million rubles.  Of course, all the efforts and care cannot prevent all the difficulties facing people with disabilities, but despite these significant obstacles, the disabled proved the society and to themselves that they are able to overcome a lot of difficulties. The team of the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan expresses deep respect for those who, showing extraordinary courage and willpower,  overcome difficulties of fate, and wishes them good life, prosperity, optimism and victory in all their endeavors.
