On August 20, at his meeting with editors of the leading mass media agencies of the republic, Tatarstan President Rustam Minnikhanov said that a new large-scale project to improve yards will be implemented in the republic.

Tatarstan President noted that today 40 socially-oriented programmes aimed at improving the quality of life of Tatarstan citizens are implemented in the republic at the moment. Projects cover almost all areas, including housing, healthcare, education, road construction, development of public spaces and many other spheres.

According to Minnikhanov, the experience gained over many years will be used in the implementation of the new programme. As part of this project, it is planned to put in order the yards of all multi-apartment houses for three years starting from 2020. About 50 billion roubles are allocated for these purposes.

Minnikhanov added that the main principle in developing the new project is to take the requests of Tatarstan citizens into consideration. At the first stage, a mass survey will be conducted so that every citizen can express their ideas on how to improve adjacent territories. The survey will be organized at polling stations on the 8th of September along with the election of people's deputies of the State Council of the Republic of Tatarstan.

The United Russia party came up with a proposal to expand the number of state programmes by developing a separate project to improve adjacent territories. Tatarstan President supported this initiative.

Overhaul repairing of 112 kindergartens and 38 schools is carried out in the republic. In 2020-2021, 50 new kindergartens will be built in Tatarstan. This was announced today at a briefing in the Cabinet of Ministers of the Republic by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, Irek Fayzullin. “Together with the Ministry of Education and Science of the Republic of Tatarstan, we have completed the development of a program for the construction of 50 kindergartens in 2020-2021, which we will put into operation,” - the speaker explained. “The overhaul of educational facilities continues. We are repairing 29 schools, nine correctional schools, 112 kindergartens, 115 functional zones of educational facilities,” - the minister added. In addition, according to Fayzullin, overhaul of resource centers is underway in the republic - work is now being carried out at 17 sites. In addition, the construction of sports facilities continues - 105 universal sports grounds and eight ski centers are under construction. At the end of the year, these works will be completed, the head of the Ministry of Construction of the Republic of Tatarstan noted.

The set of measures is aimed at the implementation of the national project “Housing and Urban Environment”, said Dmitry Volkov, Deputy Minister of Construction, Housing and Communal Services of the Russian Federation. “Drafts of the first editions of the building codes, amendments to the codes, reviewing previously approved codes - 36 works - are available for public discussion, in which all interested representatives of the industry can take part. “Drafts of 14 new joint ventures, 21 changes to the joint venture were submitted for public discussion, one document was proposed for revision. Comprehensive work to bring the regulatory system into compliance, introduce new documents is aimed at phasing out the use of obsolete technologies and switching to advanced technologies in design and construction,” - Andrei Basov emphasized. According to him, documents of a regulatory and technical nature in the following fields are under public discussion:

- engineering surveys, designing foundations;

- urban planning and construction work;

- protection of building structures and design of engineering systems;

- design and operation of residential, public and industrial buildings and structures;

- design of sports, shopping, entertainment and administrative buildings and structures;

- calculation of building structures.

By the end of this year, the number of universal sports grounds in the regions of Tatarstan will approach one thousand. In the village of Tatarskoye  Khodyashevo, Pestrechinsky District, Tatarstan, a new universal sports ground was opened. Among the participants in the ceremony were Saria Saburskaya, the Commissioner for Human Rights in the Republic of Tatarstan, Ilham Kashapov, the head of the Pestrechinsky district and other officials. Artificial sports ground is designed primarily for playing futsal. It is equipped with flashlights for physical education and sports in the dark. The facility has already become the 13th site in the district, which was built according to the republican program.

In the Republic of Tatarstan, under the program for the overhaul of multi-apartment residential buildings in 2019, the work was 80% completed. In total, within the framework of the program, it is planned to repair 942 apartment buildings in 42 municipalities. This was announced today by the First Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan, Alexei Frolov, at a meeting in the Government House of the Republic of Tatarstan. In his report, Alexey Frolov reported that in the framework of the national project “Demography” in 2018-2019, it is planned to build 29 kindergartens with the creation of 6010 places, including 3090 nurseries. As of 16th of August, work was completed at 8 sites. Work is ongoing at 21 facilities, including at 1 facility - masonry walls, at 20 facilities - decoration, installation of windows and doors, installation of networks, landscaping.

The Deputy Prime Minister of the Russian Federation proposed to build complex microdistricts in Kazan with a developed social infrastructure and public spaces. Housing in Tatarstan is being built at a fast pace, which allows the republic to enter the top 10 regions of the country in terms of construction volumes. This was stated by Russian Deputy Prime Minister Vitaly Mutko, talking to reporters in Kazan. “The housing sector of Tatarstan demonstrates a very good pace of construction. Now at the construction stage are more than 3.5 million square meters. Housing for 2–2.6 million square meters are being introduced. These are large volumes for the republic. Tatarstan is the sixth in terms of housing [in Russia],” - Mutko said. He has already visited the Kazan residential complex "Vesna", where a large school for 1.5 thousand pupils is being built. It should open this year on the 1st of September. The Deputy Prime Minister of the Russian Federation appreciated the construction approaches that are used in the construction of the microdistrict.

“Of course, our task is to build complex microdistricts where a suitable environment is equipped - a school, a kindergarten, a landscaped courtyard. This is necessary to get away from the concept of the dormitory areas. So that it is an area where you can live and find opportunities for every family: for the elderly, for families with children. In the microdistrict that we visited, all this is provided for,” - said Vitaliy Mutko. In the afternoon, the President of Tatarstan and the Deputy Prime Minister of the Russian Federation will move to the Kazan Kremlin. There will be a meeting on the implementation of the national project "Housing and urban environment", the main theme of which will be the transition of developers to project financing.

According to the Deputy Prime Minister of the Russian Federation, social rental housing is necessary for young families, social workers, police officers. In Russia, rental housing is being built in insufficient volumes, although there is demand from about 7 million people. This idea was expressed by Deputy Prime Minister Vitaly Mutko, talking to reporters in Kazan. “As for housing, we need to focus on demand, which will determine whether it will be mortgage housing or rental. The issue that rental housing is underestimated here and we are not building it enough is a fact. Today, as part of a working trip to Kazan, Deputy Prime Minister of the Russian Federation Vitaly Mutko visited the Kazan residential complex Vesna and the Gorkinsko-Ometyevsky Forest. He was accompanied by the President of the Republic of Tatarstan Rustam Minnikhanov, Deputy Plenipotentiary Envoy of the President of the Russian Federation in the Volga Federal District Alexey Kuzmitsky and General Director of JSC "DOM.RF" Alexander Plutnik. The construction of the residential complex "Vesna" was launched in 2015; today, 8 multi-apartment buildings with a total area of ​​162 thousand square meters have been commissioned. Until the end of 2020, it is planned to hand over another 5 residential facilities. Also in the RC “Vesna” there are 2 kindergartens with 340 beds each, the first of which was commissioned last year, and a school for 1,500 students. Radik Salimgaraev, General Director of Unistroy LLC, a developer, said that Vesna residential complex also includes a park area represented by the Noksa River embankment. Walking alleys, bicycle paths, children's play areas are well-equipped, and special areas for walking and training pets have been created.

On August 16, at the Kazan International Airport, Tatarstan President Rustam Minnikhanov, Deputy Presidential Plenipotentiary Envoy to the Volga Federal District Aleksey Kuzmitsky and Director General of DOM.RF Aleksander Plutnik met Deputy Prime Minister of the Russian Government Vitaliy Mutko, who arrived on a working visit in Tatarstan.

During his visit to the republic, Mutko will have a number of government meetings. At the Kazan Kremlin, Deputy Prime Minister of Russia will hold a meeting on the implementation of the Housing and Urban Environment national project. Prior to this, he will visit the Vesna Kazan residential complex and the Gorkinsky-Ometyevsky forest.

Later on the same day, at the Kazan City Hall Mutko will chair a meeting of the organizing committee for the preparation and holding of the celebration of the 100th anniversary of the formation of the Republic of Tatarstan.
