Since the beginning of 2019, the Inspectorate of State Construction Supervision has conducted 548 inspections. For violation of the rules and regulations of labor protection made 122 decisions totaling 5 million 95 thousand rubles. Self-regulatory organizations conducted audits of 513 organizations - members of the SRO. This was announced today by the Minister of Construction, Architecture and Housing of the Republic of Tatarstan Irek Faizullin at a meeting in the House of Government of the Republic of Tatarstan. As of May 31, 1 million 144 thousand square meters of housing were commissioned in the republic,  which is 47.2% of the plan (compared to the corresponding period last year 104.4%). According to the investment program of the State Housing Fund under the President of the Republic of Tatarstan for 2019, 165 houses are planned to be commissioned for 7 thousand 838 apartments with a total area of ​​438.3 thousand square meters. As of 31st of May, statistics bodies reported on 44 houses for 2 thousand 45 apartments with an area of ​​118.3 thousand square meters. According to 121 houses, the readiness level is as follows: 56 facilities are in high readiness, 21 in average, 44 in low. Among the 131 apartment buildings planned to be commissioned in 2019, 60 houses with an area of ​​504.3 thousand square meters have been commissioned today. For residential buildings under construction, 35 houses are in a high degree of readiness, 32 - in an average degree, 4 - in a low degree. In terms of individual housing construction in the republic, 4 thousand 10 objects were put into operation from the planned 7 thousand 325 houses.

In the Republic of Tatarstan in 2018, the heating period began on the 21st of September and ended on the 13th of May 2019. The duration of the heating period in the country was 235 days. This was announced today by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Irek Faizullin at a meeting of the Cabinet of Ministers of the Republic of Tatarstan on the results of the work of organizations of the fuel and energy complex, housing and communal services in the heating period of 2018/2019. Irek Faizullin noted that the start-up of heat first began at the social facilities (kindergartens, schools, hospitals, clinics) and housing stock. As of 5th of October 2018, all facilities were completely heated. By the beginning of the last heating season, a lot of work was done in the republic to prepare the housing stock and public utilities, which ensured uninterrupted energy supply, - Irek Faizullin said.

The results of the work of organizations of the fuel as well as housing and communal complexes of the Republic of Tatarstan during the heating period of 2018/2019 and the tasks of preparing for the heating period of 2019/2020 were discussed today at a meeting of the Cabinet of Ministers of the Republic of Tatarstan. The meeting was held by the Prime Minister of the Republic of Tatarstan Alexey Pesoshin. The meeting was attended by President of the Republic of Tatarstan Rustam Minnikhanov, employees of the Executive Office of the President of the Republic of Tatarstan, the State Council of the Republic of Tatarstan, the Cabinet of Ministers of the Republic of Tatarstan, heads of ministries and departments, territorial bodies of federal structures of state power, as well as heads of municipalities of the republic, organizations of the housing and communal complex. Opening the meeting, Alexey Pesoshin said: the passage of the autumn-winter period in a normal operating mode in recent years shows that the leaders of both municipal districts as well as enterprises and organizations responsible for the preparation of thermal power plants, boilers and the entire housing and utilities complex that belong to them with full responsibility. According to the Prime Minister of the Republic of Tatarstan, thanks to the coordinated work, the preparation of housing, communal and energy enterprises for work in the autumn-winter period of 2018/2019 has been basically completed on time.

The next meeting of the working group of the State Council of the Russian Federation on the issue “On the development of housing construction and comfortable urban environment in the Russian Federation” was held today by the President of the Republic of Tatarstan, the head of the working group, Rustam Minnikhanov. The meeting was held in Moscow. Opening the meeting, Rustam Minnikhanov recalled that the working group would consider questions pursuant to instructions from Russian President Vladimir Putin, which were given as a result of an expanded meeting of the Presidium of the State Council of the Russian Federation “On the work of the executive authorities of the constituent entities of the Russian Federation creating a favorable urban environment” in February 2019 in Kazan. Today, the members of the working group considered the issue of the transition of housing construction participants to the system of project financing using escrow accounts scheduled from  1st July of this year. According to Rustam Minnikhanov, today it is important to discuss this situation together with the Ministry of Construction of Russia, the Central Bank of Russia, and the heads of the constituent entities of the Russian Federation in order to optimize the transition to project financing.

At the extended meeting held today under the supervision of the Ministry of Construction, market participants discussed topical issues of the transition of the construction industry to project financing. The Ministry of Construction pays special attention to the explanatory activity. Working meetings, meetings with representatives of banks, developers and authorized control (supervision) bodies in the field of shared construction are held regularly. The current meeting was the third event of this kind. During the speech, Deputy Minister Ilshat Gimaev, referring to developers, recalled: the law establishes that from 1st of July  2019, the attraction of citizens' money for shared housing construction is allowed only using escrow accounts. Exceptions to this rule are established only for apartment buildings that meet the criteria established by the Government. Invited to the meeting, the Deputy Head of the Housing Policy Department of the Executive Committee of Kazan, Ayrat Akhmetkhanov, told the participants about the procedure for the formation and the provision by the developers of a statement on the readiness of the construction project with attachment of quarterly reports.

The investor-developer of the house is the State Housing Fund under the President of the Republic of Tatarstan  Participants in the social mortgage program, World War II veterans, large families, orphans, as well as doctors who have received special grants will live in the new building. The State Housing Fund under the President of the Republic of Tatarstan began to master the 63rd microdistrict of the city in 2017. In total, according to the construction sketch, it is planned to build 17 houses on 3.5 thousand apartments with a total area of ​​207 thousand square meters. This year, in the microdistrict, three more social security houses for 763 apartments will be put into operation. Also today, the President of Tatarstan familiarized with the construction of the residential house 65-06, located in the Yashlek microdistrict. The object was considered one of the problem houses of shared construction. At present, construction and installation works have been resumed. The commissioning of the house is scheduled for 2020.

The rules for monitoring the prices of construction resources have been changed. The adoption of this resolution is one of the urgent measures aimed at improving pricing in the construction industry and a “painless” transition to a resource method for determining the estimated cost of construction based on the results of state monitoring of prices for construction resources. In particular, the resolution postponed the placement of the estimated prices of construction resources determined by the Ministry of Construction of Russia according to the monitoring results from 2019 to 2022 in the federal state information system for pricing in construction (FSIS PC). Changes to the rules for monitoring the prices of construction resources also include expanding the list of sources of information necessary to form the estimated prices of construction resources, and the participation of federal executive bodies, executive bodies of the Russian Federation, state corporations and companies with state participation in the mechanism for determining the estimated cost of construction. This will allow to take into account regional and sectoral specifics when determining the estimated cost of construction and increase the accuracy of determining the estimated cost of construction.

The All-Russian festival with international participation “Architectural Heritage” ended in Kazan by awarding the winners of review contests. In a large-scale event, the theme of which was “Historical City: Restarting Space”, in three days took part 49 regions of Russia. This is more than a thousand architects and restorers from different cities of the country, as well as specialists from Belarus, Greece, France, Italy, Spain and the Netherlands. 178 speakers spoke to the participants of the festival. During the festival, the jury determined the best in the nominations “Regions of Russia”, “Best Student Work”, “Best Object of Conservation and Development”, “Best Object in Domestic Cultural Tourism”, “Best Printed Edition”, and also “Heritage to Children”. The “Research” nomination marked the work “Architect K.L. Mufke in Kazan” also the team of the school “DASHKA” under the leadership of Adeline Abdullina, as well as the project “Heritage in a young heart”, etc. 15 regions of the Russian Federation took part in the contest “Regions of Russia”. President of the Union of Architects of Russia Nikolay Shumakov awarded the golden diploma of this nomination to the Republic of Tatarstan. The restoration of the main house of the Boratynsky museum in Kazan by the organization “TSNRU” was awarded a silver diploma in the nomination “Objects of civil architecture”. In the same category, the Cathedral of the Kazan Icon of the Mother of God restored by "Tatinvestgrazhdanproekt" received a gold diploma.
