The amount of funds on escrow accounts in the Republic of Tatarstan in December increased by 1 billion rubles. The number of escrow accounts opened in banks of Tatarstan in December last year increased by 27% - up to 1.7 thousand. This was reported by the press service of the National Bank of the Republic of Tatarstan. “The amount of funds placed by participants in shared construction on escrow accounts grew over the month by 23.5% (or 1 billion rubles) - up to 5.2 billion rubles. According to this indicator, Tatarstan ranks third in Russia after the city of Moscow and the Moscow region,” - the report says. The project financing of construction projects in the republic is carried out by nine authorized banks. According to data as of the 1st of January, the limit on 28 loan agreements concluded by banks with developers amounted to 22.9 billion rubles.

On the 27th of January, a meeting of the Board of Directors of JSC "Tatenergosbyt" took place in the house of the Government of the Republic of Tatarstan, chaired by the Prime Minister of the Republic of Tatarstan Alexei Pesoshin. The meeting was also attended by the First Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan, Alexei Frolov. A number of topical issues were put on the agenda, including preliminary results of the company’s work for 2019 and prospects for the development of JSC “Tatenergosbyt” in terms of the functionality of the settlement center, as well as approving the budget for income and expenses, the capital investment program for 2020. The director of JSC "Tatenergosbyt" Rifnur Suleymanov spoke on the first issue. He began his report with nationwide indicators: the share of Tatarstan in Russia's total consumption is 2.8%. Electricity consumption in the Republic of Tatarstan for 2019 amounted to 30.6 billion kWh. (with an increase of 1.3% compared to last year's volume) with the generation of republican stations of 28.9 billion kWh (with an increase of 6%). Also R.Kh. Suleymanov reported on the implementation of all indicators of the financial condition of the guaranteeing supplier and on the upcoming licensing of energy sales activities. At the end of the meeting, the Council approved the budget for income and expenses and the capital investment program of JSC "Tatenergosbyt" for 2020.

Today, the Prime Minister of the Republic of Tatarstan Alexey Pesoshin introduced the new Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan. Aleksey Pesoshin recalled that, by order of the Chairman of the Government of Russia, Mikhail Mishustin, Irek Fayzullin, who headed the Ministry of Construction of the Republic of Tatarstan from 2010 until recently, was appointed First Deputy Minister of Construction, Housing and Communal Services of Russia. Alexey Pesoshin wished Irek Fayzullin success and productive work in a new place in the federal ministry. In turn, Irek Fayzullin thanked everyone for their joint work. RT Prime Minister Alexei Pesoshin announced the Decree of the President of the Republic of Tatarstan dated 25th of January, 2020, according to which Khanifov Farit Mudarisovich was appointed Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan. Alexey Pesoshin also recalled that Farit Khanifov had been working in the structure of the Ministry of Construction of the Republic of Tatarstan for about five years until 2015, so everyone knows him.

The President of the Republic of Tatarstan Rustam Minnikhanov held a videoconferencing meeting with all municipal areas. The Prime Minister of the Republic of Tatarstan Alexey Pesoshin took part in the meeting. The speech of Irek Fayzullin was the final one as the head of the Ministry of Construction of Tatarstan. He recalled that this year the region plans to implement 50 programs. Under the social mortgage program (taking into account transitional facilities since 2019), the investment program for 2020 is expected to be 273.6 thousand square meters - this is 130 houses for 4 thousand 970 apartments. Under the program of multi-unit investment housing in 2020, it is planned to commission 177 multi-apartment buildings with a living area of ​​1 million 317.2 thousand square meters. Of these, 91 houses are in a high degree of readiness (70% -100%); in an average degree of readiness (30% -70%) - 62 houses; in a low degree of readiness (0% -30%) - 24 houses. In 2020, it is planned to construct and put into commission 10 thousand 680 houses with an area of ​​1 million 388.2 thousand square meters through individual housing construction. As for the 25th of January  120 individual residential buildings with an area of ​​15.6 thousand square meters put into operation.

On January 25, at the Government House of the republic, Tatarstan President Rustam Minnikhanov introduced a newly appointed Minister of Construction, Architecture, Housing and Utilities of the republic Farid Khanifov, who headed regional branch of the Russian State Expert Evaluation Department (Glavgosexpertiza of Russia).

Irek Fayzullin, who headed Tatarstan Ministry of Construction, Architecture, Housing and Utilities since 2010, became the First Deputy Minister of Construction, Housing and Utilities of Russia.

Minnikhanov thanked Fayzullin for the work and handed in the state award - Order of Merits for the Republic of Tatarstan.

We must draw up work plans for national projects and prepare all the necessary solutions that will bring the industry to a new level and will produce results every year,” - said Marat Khusnullin. Vice Prime Minister outlined the priority areas for work in the near future. “Among the tasks are the elaboration of the regulatory framework and the release of construction from unnecessary restrictions, a fundamental change in the approach to pricing. In addition, there is a serious question on emergency housing and overhaul - it is necessary to once again assess the situation and raise the issue of increasing the volume of financing for overhaul repairing,” - said Marat Khusnullin.

In January, residents of the Sabinsky district were the first in the republic who receive the Single Payment Document from JSC "Tatenergosbyt", including charges for electricity. On 3st of December 2019, the procedure for merging LLC "ERTs - Tatenergosbyt" with JSC "Tatenergosbyt" was completed. Now, the guaranteeing supplier, in addition to supplying electric energy, performs the functions of charging payments for all other types of housing and communal services. One of the results of the merger is issuing residents with one payment document instead of several, as well as gaining access to a single platform - personal account for all types of housing and communal services. From now residents of the Sabinsky district through this service can: receive information on charges; transmit meter readings; get acquainted with the analytics of the consumption of utilities; send your questions through the virtual reception or request a call back; subscribe to an electronic single payment document, as well as pay for it. In addition, soon the updated mobile application will become available to the population, a free contact center for all housing and communal services will start functioning. The consolidation of payment documents in other regions of the republic is planned for March 2020.

The All-Russian open public competition for the best architectural project for the construction of the central district hospital with a design capacity of 80, 240 and 400 beds for serving a population of 30, 50 and 100 thousand people, respectively, has started. Applications are accepted from 3 to 7 February 2020. The competition is organized by the subordinate institution of the Ministry of Construction of Russia - the Federal Center for Standardization and Technical Conformity Assessment in Construction and the competition is organized by the Union of Russian Architects. Any organization and individual entrepreneurs who are members of a self-regulatory organization in the field of architectural and construction design can take part in the competition. The competition is held in two rounds. The first round is held according to the rules of open competition and provides for the preliminary selection of participants according to their qualifications. According to the results of the second round, which is held among the persons who have passed the preliminary selection, the best works will be named.

The Ministry of Construction of Russia has prepared a procedure for determining the price of a contract for the construction of facilities for national projects in accordance with the law, which provides for the possibility of increasing its value. The draft order of the ministry was published on Friday on the portal of draft regulatory legal acts. "The draft order ... was developed in accordance with ... federal law ..."On the contract system in the field of procurement of goods, work, services to meet state and municipal needs," - the explanatory note to the document says.
