Since the beginning of 2018, the Inspectorate of State Construction Supervision and the State Labor Inspectorate in the Republic of Tatarstan carried out 1 164 inspections. For violation of the rules and regulations of labor protection 362 resolutions were issued totaling 13 million 945 thousand rubles. Irek Faizullin, Minister of Construction, Architecture and Housing and Public Utilities of the Republic of Tatarstan, began a report on such data in the field of labor protection in construction. Irek Fayzullin reported that as of October 12, 2018, 1 million 773.4 thousand square meters were commissioned in the republic, accounting for 73.8% of the plan. Of the 120 apartment investment houses planned for commissioning in 2018, 85 houses with an area of ​649.9 thousand square meters have been commissioned. All under construction 35 multi-apartment investment houses are in a high degree of readiness. In the part of low-rise construction (including individual housing construction) in the republic  6 thousand 940 objects from planned 8 thousand 370 houses, were put into operation, which is 82.9% of the plan. Overhaul repairing of healthcare institutions continues in Tatarstan. The overhaul repairing of medical aid stations and hospitals has been completed at all 7 planned facilities.

During the planned and unscheduled inspections of the housing stock in the areas assigned to the inspectorate - Zainsky, Nizhnekamsk and Novosheshminsky, inspectors from NZHI for 9 months of 2018 surveyed 429 apartment buildings with a total area of ​7,654.58 sq. meters. In the course of the inspections carried out, only 1,590 violations were revealed, including: the rules for technical operation and repair of an apartment building- 1363, rules for the use of residential premises - 178, norms and the regime for providing the population with public services - 49.

The Ministry of Construction of Russia will allocate funds for co-financing of social, transport and engineering infrastructure. This was stated by Deputy Minister of Construction, Housing and Communal Services of the Russian Federation Nikita Stasishin on October 11 during the Parliamentary hearings on the topic «Legislative support for the implementation of the national project “Housing and the urban environment ”». Nikita Stasishin noted that it is planned to allocate funds for these purposes in the form of subsidies to the regions on a competitive basis. “This is the main program that will allow regions that do not have the opportunity to fully finance infrastructure facilities at the expense of their budgets, to build them. We are talking about those neighborhoods where housing has already been built,” - he commented. The deputy head of the Ministry of Construction of Russia added that work is currently underway to expand the goals of channeling funds, including compensation to developers for the connection fee to the utility networks.

In 2018, six new schools for 5,372 places were built and passed in Tatarstan. In the microdistrict Zamelekes'ie Naberezhnye Chelny there was a school for 1,224 places; in the 47th district of Nizhnekamsk district - for 800 places; in the village of Alsheevo, Buinsky District, for 100 places. In Kazan, new schools opened along Minskaya Street - for 1,224 places, in the residential complex "Salavat Cooper" - for 1,224 places, in the residential complex "Svetlaya Dolina" - for 800 places. By the end of the year, it is planned to open another school for 80 places in Alkeyevsky district.

Next year it is planned to build two more new schools in the republic. In Kazan, a school will be built for 1,224 places along R. Gareev Street and 1,501 places in the residential complex “Vesna”. The cost of building schools will be 6.5 billion rubles. In 2017, six schools for 5,047 places were built and passed in Tatarstan. The cost of construction amounted to 3.6 billion rubles. New schools opened in Kazan on 2nd Azinskaya Street and in the residential complex "Sedmoe Nebo". Both schools have 1,224 pupils each. Also, new educational institutions appeared in Naberezhnye Chelny - for 1224 places; in the Arsky district - for 500 places, in the Vysokogorsky district - for 500 places and in the Yutazinsky district for 375 places.

In the residential complex "Salavat Cooper" a solemn settlement of a new apartment building took place. The keys to the apartments were received by participants of the republican social mortgage program, veterans of the Great Patriotic War, large families, orphans, as well as grantee doctors. The Deputy Minister of Construction, Architecture, Housing and Public Utilities of the Republic of Tatarstan Ilshat Gimayev and a representative of the contracting organization took part in the opening ceremony. Ilshat Gimaev greeted the gathered residents and apologized for the delay in the putting the house into operation. He asked the tenants to take care not only of their apartments, but also of the entire residential complex and the surrounding area. “I congratulate all tenants, I wish them a calm and happy life in a new house. We have all been waiting for this event for a long time, worried, and we suffered a lot too - I express you my apologies. I am glad that with this house we are closing the debt in the first phase of construction,” - said Gimaev. Many residents were glad that the house was put into operation before the onset of winter. Since the beginning of this year, in total 109 houses have been put into operation for 2.9 thousand apartments.

On October 11, in the Government House of the republic, Tatarstan President Rustam Minnikhanov together with his Aide Natalia Fishman, Minister of Construction, Architecture, Housing and Utilities of the republic Irek Faizullin and other officials had a meeting with participants of Architects.rf educational programme.

Architects.rf is a programme, launched by Strelka Institute of Media, Architecture and Design for practicing architects and public officials responsible for urban planning, improvement and development on May 2018.

Welcoming the participants of the meeting, Minnikhanov noted that special attention is paid to the development of public spaces and the formation of the urban environment in the world today. According to him, the republic has gained experience in the implementation of projects for the development of public spaces, in particular, Parks and Squares programme, aimed at improving park areas, squares and public recreation areas, is working in Tatarstan for four years.

He also noted that today, a lot is changing in cities and regions of the republic due to the establishment of new public spaces and the improvement of yards. The people’s minds are also changing.

Participants of the Archtects.rf briefed about the programme and its educational modules such as Housing in the environment, Cities of Russia, Future cities and many other.

During the meeting, architects asked Minnikhanov about the pressing issues.

Answering questions, Tatarstan President said that Parks and Squares programme received great support and approval of the population. Many residents of cities and regions express their gratitude for the established walking zones, pedestrian boulevards and renovated parks.

In 2018, eight pools worth 1.1 billion rubles were built in Tatarstan. Indoor swimming pools opened in Apastovsky, Atninsky, Verkhneuslonsky, Mamadyshsky, Nizhnekamsky, Pestrechinsky, Tukayevsky and Tyulyachinsky districts of the republic. New pools include a 25-meter bath for adults and a bath for children with a length of 10 meters. In addition, new sports facilities are adapted for people with disabilities. In Tatarstan, there are 225 outdoor and indoor swimming pools. Their total area is 53,620 square meters. Sports facilities are in every district of the republic.

Today, Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Irek Faizullin held a meeting in the Ministry of Construction, Architecture, Housing and Communal Services on the issues of the Civil Fund under the President of the Republic of Tatarstan. The meeting was attended by the head of the foundation Talgat Abdullin, deputy ministers and representatives of the building block of the Ministry of Construction of the Republic of Tatarstan. One of the topics was the discussion of construction plans for 2019-2021.

The Association of Designers of the Moscow Region (ADMR) with the participation of the Main Directorate of Architecture and Urban Planning of the Moscow Region announced the holding of a professional competition “The Best Social Infrastructure Object”. The purpose of the competition is to identify the best spatial and aesthetic plans of schools, kindergartens, clinics, hospitals, sports complexes and other social facilities, including interiors.
