Today in Moscow in the form of video conference, the next meeting of the working group of the State Council of the Russian Federation on the issue of “On the development of housing construction and a comfortable urban environment in the Russian Federation” was held. Recall that the main goal is to improve the living conditions of at least 5 million families annually and increase the volume of housing by 2024 to the level of 120 million square meters. The working group considered the development of individual housing, providing housing for certain categories of citizens. Representatives of the banking sector reported on forms of state support for the construction of private housing construction. “On March 12, we considered the issue of transferring housing construction participants to a project financing system using escrow accounts. At the same time, statistics on data for 2019 show that 80.294 million square meters were commissioned in Russia and about 45 percent of the total, is private housing construction,” - Igor Levitin said.

Today, a regular meeting of the working group of the State Council of the Russian Federation in the direction "Construction, housing and communal services, urban environment" took place. Opening the meeting, the head of the working group, the President of the Republic of Tatarstan Rustam Minnikhanov recalled that the Russian Ministry of Construction prepared the state program “Development of private housing in the Russian Federation for 2020-2024.” “A great help for the development of individual residential construction, of course, is the preferential rural mortgage. In Tatarstan, this banking product aroused interest not only among the villagers, but also among urban residents. 468 loans worth over 1 billion rubles have already been issued in the republic,” - Rustam Minnikhanov said. He also said that in Tatarstan, a corresponding regional program is being developed with the planned commissioning for the next five years (2020-2024), in total more than 7.8 million square meters. He indicated that the development of individual housing construction requires the synchronization of land issues, programs for the construction of engineering networks and social infrastructure. “In the republic, with a view to an integrated approach to the development of private housing, a specialized training program has been developed for municipal workers, developers, contractors and other participants in the process,” - said Rustam Minnikhanov.

In the pre-school institution which is under construction on the national project “Demography”, will be four groups for children with disabilities. In the Vysokogorsky district of Tatarstan, construction of a kindergarten for the national project "Demography" continues. The pre-school institution, in which there will be 18 groups, is designed for 340 places, including for children with disabilities. “The building will house 18 children’s groups with their play, sleeping and refreshment areas. There will be 18 playgrounds along the perimeter of the building - separately for each group. In addition, the project provides for two spacious halls for music and physical education classes, as well as two classrooms for classes in various workshops,” - said Dinar Badrutdinov, General Director of Altyn Group. He also added that the territory of the kindergarten will have an open safe area for sports, slides, swings and additional green spaces. In Tatarstan this year, 22 new kindergartens for 5.03 thousand places will appear thanks to the national project “Demography”.

The Tatarstan regional branch of Rosselkhozbank JSC, as part of the implementation of the Mortgage Lending Program at a Preferential Interest Rate for Citizens of the Russian Federation for the Construction (Acquisition) of Housing in Rural Areas, issued 468 loans totaling 1 billion rubles. The average mortgage check amounted to 2.2 million rubles.

The population is equally in demand for the purchase of residential buildings –39% of the total number of applications, as well as apartments under equity agreements (19%), sale and purchase agreements (33%).

The construction was carried out as part of the national project "Housing and urban environment". The State Housing Fund under the President of the Republic of Tatarstan completed the construction of a 255-apartment building №4 on the street N. Yusupova in the residential area "Salavat Cooper", the house received permission to the commission. The house has 17 residential floors, 3 entrances, the total living area of ​​the apartments is about 15 thousand square meters. The apartments are finished, they are equipped with plumbing, electric stoves, fire alarm sensors, water meters, electricity meters, heat controllers and an automatic remote data reading system. The construction was carried out as part of the national project "Housing and Urban Environment", initiated by Russian President Vladimir Putin. In total, this year the State Housing Fund is investing in the construction of 130 houses in 4970 apartments in cities and regions of Tatarstan with a total area of ​​273.6 thousand square meters.

The bill was developed in pursuance of the list of instructions of the President of the Russian Federation of July 17, 2019 based on the results of the meeting of the State Council of the Russian Federation in terms of improving the legal regulation of relations related to urban planning and construction. “The amendments proposed by the draft federal law will ensure a systematic transition from the current single-stage to multi-stage design and “integrate” into the construction process the ability to make and evaluate changes to the project without stopping construction. In fact, the bill does not create a new mechanism, but brings the industry back to Soviet experience and the international practice of multi-stage design,” - emphasized Deputy Minister Dmitry Volkov. He stressed that so far the concept of working documentation has not been regulated, therefore, the bill proposes to determine its legal status and establish the procedure for preparation. Currently, the bill has passed the procedure of all necessary approvals in the Government and can be adopted in the very near future.

Within the framework of the national project “Housing and Urban Environment”, it is planned to commission housing for 2020 in the amount of 2,979 million square meters. On June 1, 120 Nizhnekamsk families became owners of the long-awaited apartments in the new building No. 62 on Korabelnaya Street. The multi-storey building was built for the participants of the Social Mortgage in Tatarstan program - public sector employees and city-forming enterprises. Finished new housing is equipped with fire alarm sensors, meters for water, gas, electricity and heat controllers. Recall that thanks to state support this year, 728 families, 600 orphans, 47 young and 46 large families, as well as 35 citizens from Chernobyl, internally displaced persons and citizens who moved from the Far North will be able to improve their living conditions.

Today, on June 1, the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Farit Hanifov arrived on a working visit to the SEZ “Alabuga”. He was accompanied by the Director General of the special economic zone "Alabuga" Timur Shagivaleev. The main point of the trip was a visit to the "Tatcement" plant for the production of nanomodified cement. After visiting the production, the Minister of Construction visited the Synergy 2 Industrial Park. The industrial park consisting of 2 buildings, engineering and road infrastructure passed state examination and received a positive conclusion of design documentation issued by the state construction supervision authorities from April 22, 2020. Nowadays, landscaping of adjacent territory is being carried out. In addition, as part of a working trip, Farit Khanifov examined the construction progress of the plant for the production of PAN precursor. This project is implemented jointly by the State Atomic Energy Corporation "ROSATOM" and the SEZ "Alabuga". The construction of the facility is carried out by the subsidiary company Alabuga Development, which began on July 25, 2018. A commissioning process is planned in the near future, and the full commissioning of the plant is scheduled for December 2020. At the end of the working visit, the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Farit Khanifov assessed the state of the projects under construction, and also noted the amount of work performed.

One of the yards of an apartment building was examined today by the President of the Republic of Tatarstan, Rustam Minnikhanov, in the village of Krasny Klyuch, Nizhnekamsk municipal district. In 2020, in Krasniy Klyuch, three territories were included in the republican program “Our Yard”. These are a courtyard uniting houses on Tsentralnaya street, houses 7,8,9, 10 and 11, a courtyard on Tsentralnaya street, house 3, and houses 25 and 26 on Sovetskaya street. Work has already begun on the facilities. The arrangement within the framework of the “Our Yard” program was previously discussed with local residents - these are new pedestrian paths, recreation areas, etc. There will be 22 mounted benches, sand and gravel cover, 14 lamps on poles, a children's play complex, a sports complex, swings, sandboxes, etc., landscaping will be carried out. During the inspection of the courtyard, Rustam Minnikhanov also talked with local residents, who thanked the leaders of the republic for launching the “Our Yard” program.

The federal government adopted a decision to extend the deadline for accepting applications for participation in the fourth All-Russian contest of the best projects for creating a comfortable urban environment in small cities and historical settlements for one month. Thus, participants will have to submit to the Ministry of Construction of Russia formed applications no later than the 1st of July. Project evaluation includes five key equivalent criteria: the jury evaluates the quality of planning and architectural decisions, the validity of the choice of territory and the synchronization of the landscaping project with other programs and projects in the municipality, the preservation of the historical and urban planning environment and the predicted socio-economic effect of the implementation. The last, fifth indicator is the degree and variety of forms of citizen participation.
