Vladimir Putin proposed to work out a preferential mortgage program, which will allow purchasing of comfort-class housing in new homes with a rate of 6.5% per annum. This program will work throughout the loan term, which can be started until the 1st of November, 2020.

Also, Vladimir Putin said that when carrying out preventive measures at the enterprises of the construction industry, it is necessary not to interrupt the construction process, make flexible decisions and find a balance.

Further on the most important assignments following the meeting:

1. Launch a preferential mortgage program. The rate for citizens should be 6.5%, the rest part will be subsidized by the state. Such a mortgage can be issued before the 1st of November when purchasing new comfort class housing at a price of up to 3 million rubles in the regions and up to 8 million rubles in Moscow and St. Petersburg. The preferential rate will be valid for the entire loan term. According to preliminary estimates, in 2020 the state will direct 6 billion rubles to subsidize preferential mortgages.

2. Ensure the availability of loans for construction companies. But such assistance will be available only to companies that maintain employment and commit themselves to complete all facilities. Detailed criteria should be determined by the government. 12 billion rubles were allocated for a lending program for the construction industry.

3. To capitalize the Fund for the protection of the rights of interest holders by 30 billion rubles. These funds will be used to "solve the problems accumulated in past years", - completion of unfinished houses.

4. Provide state corporations Dom.RF with a state guarantee of 50 billion rubles for the purchase of new apartments from developers. In the future, citizens will be able to purchase these apartments, including through a preferential mortgage program.

5. Redistribute part of the costs within the framework of the national project “Safe and high-quality roads” and programs for the resettlement of emergency housing. The pace of resettlement of such housing, as well as construction and repair of roads should be increased.

A two-day “pilot project” of online training for government customers was launched on the basis of the Kazan branch of the Glavgosexpertiza of Russia. This program provides training for senior staff and government of the Volga Federal District customers. Director of LLC. Emphasis on standard control of the model. 4. Acceptance of the information model. 5. Registration of design estimates: first the model then the project.

The construction industry needs an effective state customer service, First Deputy Minister of Construction, Housing and Communal Services of the Russian Federation Irek Fayzullin said this, opening a pilot project to train representatives of the Volga Federal District as part of the implementation of the program “Effective service of the state customer”. Training is held on 15th and 16th of April in the form of webinars on the basis of the Kazan branch of the Glavgosexpertiza of Russia. “Our paramount task is to provide competent qualified customer service in the field. For this, in conjunction with the Glavgosexpertiza of Russia, and later with the FAI "RosKapStroy", distance and full-time training of representatives of regional and municipal authorities at the level of budget managers will be conducted. This work is especially important in today's difficult conditions, when construction projects in the country are stopped, and objects, including those subsidized from the federal budget, can not only not be delivered on time, but in principle, cannot be realized. I hope for a balanced position of the leaders of the regions, on which it depends on whether the work will continue in the previous mode, how the participants in the investment and construction process will interact with each other, and, most importantly, whether all sanitary and epidemiological safety measures will be provided directly at construction sites,” -  emphasized Irek Fayzullin.

Today, on the basis of the Kazan branch of the FAI Glavgosexpertiza of Russia, a pilot project has been launched to train representatives of government customers of the Volga Federal District as part of the implementation of the Effective Government Customer Service program. One of the topics was the discussion of monitoring and control over compliance with labor protection requirements in the construction industry. Note, the Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, Ilshat Gimaev, speaking at a webinar emphasized that over the past five years, the total number of accidents in the construction industry of the republic has decreased by 2.4 times. He also explained that the main type of accident in construction is still falling from a height, this figure is 44% of the total number of accidents. 39% are collapses of objects; in total, these types make up 83% of the total number of accidents.

The result of the investment and construction complex as a whole largely depends on the effective work of the state customer service, the Deputy Minister of Construction, Architecture, Housing and Communal Services of the RT, Vladimir Kudryashev, spoke about this at the webinar “Effective service of the state customer”. Vladimir Kudryashev noted that about 50 state programs for the construction, reconstruction and overhaul of facilities are annually implemented in Tatarstan. “The development of programs planned for approval and further implementation should be preceded by the targeted preparation of all technical and design estimates, which in turn begins with the collection and analysis of all necessary initial permits,” - said the deputy minister. “It is very important to build work so that even at the stage of formation of state programs all the necessary work on pre-project preparation is carried out and a complete set of initial documentation is formed, which in the end will contribute to the development of better project documentation, efficient spending of budget funds and reduction of terms for the implementation of facilities ", - said the deputy minister.

In the Republic of Tatarstan according to housing construction programs, as of the 10th of April, 2020 839.1 thousand square meters of housing were commissioned, this is 28.2% of the plan. This was announced today at a Republican meeting in the RT Government House by the Minister of Construction, Architecture and Housing of the Republic of Tatarstan Farit Hanifov. According to the investment program of the State Housing Fund under the President of the Republic of Tatarstan, information about 11 houses for 363 apartments of 20.5 thousand square meters was reported to the statistical authorities. 2. With regard to the features of the provision of state certification services, re-certification of individuals for the right to prepare expert opinions on design documentation and expertise of engineering surveys for the period from April 6, 2020 to January 1, 2021:

- from five to six years, the validity period of qualification certificates extending from April 7, 2020 to January 1, 2021 is extended;

- from April 6, 2020 to January 1, 2021, documents are accepted exclusively in the form of electronic documents using Unified Portal of Public Services;

- from April 6, 2020 to January 1, 2021, the issuance of qualification certificates on paper is not carried out. Information on persons entitled to carry out professional activities to conduct state or non-state examination of project documentation and examination of engineering survey results are included in the register of persons certified to prepare expert opinions on design documentation and examination of engineering survey results posted on the official website of the Ministry of Construction of Russia.

A comprehensive school for 1224 places on Nazib Zhiganov street continues to be erected during the period of self-isolation. The object is planned to be commissioned by the new school year, said Dmitry Klykov, deputy director of the "Ak Tash" construction company. “The situation does not affect the pace of construction. The object is at the stage of finishing work. We plan to complete the work in July, in August - putting the facility into operation, and children should come to school on the 1st of September,” - Klykov noted. Nowadays, additional safety measures are being taken at the construction site: workers check their temperature, disinfect their hands, get not only helmets, but also masks. At an object of 25 thousand square meters work 196 builders. The building will have more than 50 classrooms and several swimming pools. By the new school year, it is planned to open a multilingual school on  Bondarenko Street. Thanks to the opening of two new schools, 2,500 new places will appear in Kazan, and taking into account the addition to the 165th school, there will be 3,800.

In the capital of Tatarstan, construction of the multi-lingual educational complex “Adymnar - the path to knowledge and harmony” continues. The complex is being erected as part of the national Education project. Despite some difficulties, the construction does not stop, the school is 70% ready, said Leonid Anisimov, general director of the Gran construction company. “The school is 70% ready. Despite the fact that there were some difficulties with suppliers, we plan to commission the object by the 1st of September, 2020,” - Anisimov noted. The erecting a school during the period of self-isolation complies with all safety requirements and recommendations of Rospotrebnadzor. At the entrance, workers check the temperature, disinfect their hands, clothes, shoes, get masks and construction helmets. Wheels of construction equipment are also disinfected. Every employee is regularly trained in safe behavior. “Means for disinfecting hands and feet were installed on each floor of the construction site. For staying at the object without a mask, you can get a fine of 150 thousand rubles,” - said Svetlana Khayrullina, head of the labor protection department of the construction company.
