The State Council of Tatarstan held parliamentary hearings on the subject “About arrangements of the Russian Federation Government strategy of investment climate improvement realization in the sphere of housing-communal services“.

Deputy chairman of the State Council Alexander Gusev, Minister of Construction, Architecture and Housing of the Republic Irek Faizullin, Deputy Minister of Construction, Architecture and Housing of the Republic Alexey Frolov, representatives of State committee on tariffs of the Republic of Tatarstan, of Public Chamber, municipalities, heads of enterprises and organizations, working in the sphere of housing-communal services took part in the discussion of problems concerning the mobilization of investments into the sphere of housing and communal services and housing and communal services quality improvement.

In SEZ "Alabuga" there was held a solemn opening ceremony of one of the biggest stone wool factories in Europe for mineral wool heat-insulating production of the “Rockwool-Volga” LLC with the capacity of 110 thousand tons per year.

The Minister of Economic Development of the Russian Federation E. Nabiullina, Minister of trade and investments of the Kingdom of Denmark Pia Olsen Duhr, the President of the Republic of Tatarstan  R.  Minnikhanov, Ambassador Extraordinary and Plenipotentiary of the Kingdom of Denmark in the Russian Federation Tom Risdahl Jensen, Head of Department for Special Economic Zones and Project Financing of the Ministry of Economic Development of the Russian Federation D. Levchenkov, General Director of OJSC “Special Economic Zones” O. Kostin, Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan Y. Alyashev and other officials from the republican ministries and departments attended the solemn opening ceremony.

On April, 3 there was the opening of the II Spartakiada Games among personnel of executive agencies of the Republic of Tatarstan and RT government agencies. The opening ceremony was attended by the head of the department on issues of health care, sport and healthy life-style of the RT Cabinet Members Boris Mendelevich, deputy minister of Youth affairs, Sports and Tourism of the Republic of Tatarstan Khalil Shaikhutdinov, the President of the RT Chess Federation Gennady Zakharov.

Yesterday the regular tour of the II Spartakiada Games among personnel of executive agencies of the Republic of Tatarstan and RT government agencies took place on the base of CSCYCSOR named after R.G. Nezhmetdinov. 30 commands with 3 participants in each took part in chess competitions.

The Ministry of Construction, Architecture and HCS RT and Kazan State architectural and construction University continue to hold the series of “round tables” on the subject “Ways of innovated projects adoption in the construction industry of the Republic of Tatarstan”; priority research-and-development designs are considered within the frames of panel sessions. The regular meeting of Minstroy management with scientists of the University is planned  on April 10, 2012 at 14:00 in the Ministry (Kazan, Dzerzhinkyi str., 10), office 308 (registration time - 13:30).

There will be considered the following innovated projects (finished R&D) of Kazan State architectural and construction University: linker brick made from low-melting clay; waterproof unlinkering composition plaster cementitious and dry mixes on their basis.

Let us remind that the contract for equipment delivery between “IHBF” LLC and German company “EBAWE” was signed on May 18, 2011.

The mounting of new equipment will begin in the second half of April.  “EBAWE” company specialists  will supervise the mounting process. They will also conduct personnel training. Simultaneously with the circulation pallets line mounting on the IHBF there will begin the installation of battery mold forms. They are designed for single-layer concrete elements vertical manufacturing

The third specialized exhibition “Clean Water. Kazan” has opened in Kazan today. The event is part of a federal target program “Clean Water” for 2011-2017 approved by the Government of Russia resolution.

The opening ceremony was attended by the Prime Minister of Tatarstan Ildar Khalikov, Director of UNIDO centre for international industrial development in Russia Sergei Korotkov, Lower Volga basin water department head Anatoly Bykov, chairman of the board of “The Russian Water Association” Alexander Katkov, acting minister of construction, architecture and housing of the Republic of Tatarstan Alexey Frolov and others.

The Prime Minister I. Khalikov welcomed the participants and said that the exhibition and congress devoted to clean water aroused increasingly greater interest of Tatarstan visitors. According to his opinion it is important not only  to consider the quality of clean water but also pay attention to scientific research results in this sphere, as well as there should be discussed the issues of water supply.

In the Ministry of construction, architecture and housing-communal services of the Republic of Tatarstan there has been set up a working group to eliminate the consequences of water main breakthrough in Elabuzhskyi municipal district. This group is headed by Minister I. Faizullin. The working group includes specialists of the Minstroy, chiefs of Elabuzhsky region, as well as  organizations involved in breakdown elimination. Since the moment when it became known about the emergency shutdown of water supply, the first deputy Minister of Ministry of construction, architecture and housing-communal of the Republic of Tatarstan F.M. Khanifov left for Elabuzhskyi municipal district. He and the head of the region G.E.Yemelyanov are controlling works on the site.

The Meeting in the form of the video-conference took place today in the House of the Government. It was chaired by I. Sh. Khalikov, acting President of the RT. This meeting was dedicated to issues of realization of the Law of RF of 21.07.2007 N185-Ф3 “Fund of Housing and Utility Service Reform Promotion” in the Republic of Tatarstan for 2012 and holding of schools capital repair. A.M. Frolov, Deputy Minister of construction, architecture and housing delivered the main report. The first part of the report was dedicated to the program of multifamily residential houses capital repair.

Claim for the provision of Financial Support of RT of March, 27 out  of the resources of  “Fund of Housing and Utility Service Reform Promotion” according to the program of multifamily residential houses capital repair for 2012 is approved by Board of the Fund, and so is the annual report of the RT for the period of 2011.

In compliance with the Program it is planned to repair 849 multifamily residential houses with the overall area of 5,4 millions m².

The meeting of scientific and technical council was held in the Ministry of construction, architecture and housing-communal services of the Republic of Tatarstan today. Together with ZAO “Tekhstroy” there was considered an issue about the possibility of polyethylene tubes and fabricated products application instead of the traditionally used ones (metal, concrete and enforced-concrete and others) at reconstruction, modernization and new construction of water supply and canalization systems for the purpose of the RT water utilities net improvement.

The meeting was conducted by F.M.Khanifov, deputy minister of construction, architecture and housing of the RT. The representatives of ZAO “TekhStroy”, design and other organizations took part in its work.

In his greeting of the meeting participants F.M.Khanifov mentioned that tear and wear of communal infrastructure fixed assets of the Republic of Tatarstan required fundamental reformation.

Today the group of specialists of the State Corporation “Fund of Housing and Utility Service Reform Promotion” has continued its activity. They have arrived to the Republic for the purpose of the targeted programs realization control. The regional programs envisage the transfer of the citizens from the dangerous housing fund and capital repair of the multi-family houses in 2010 – 2011. The specialists are examining documentation and visit the objects of the programs realization in Kazan, Zelenodolsky and Arsky districts.

The official site of the Fund informs that all activities planned within the frames of the citizens’ transfer from the dangerous housing have been fulfilled in the Arsky district: 36 people have been transferred from the dangerous housing to the new flats, and the dangerous houses are already demolished. The dwellers of the new house in Arsk, on M.Dzhalil street,6a are happy with their new dwelling, they expressed their gratitude to the Fund and to the leadership of the Republic of Tatarstan for the opportunity to live in the comfortable and modern house.
