Head of the Ministry of Construction of the Republic of Tatarstan participates in the 2d Republic’s forum of socially oriented non-profit organizations

Non-profit organizations of Tatarstan are a serious partner for the state in addressing the challenges facing the Republic. This was stated by President of Tatarstan Rustam Minnikhanov at the plenary session of the 2d Republic’s Forum of socially oriented non-profit organizations. The meeting was held in Kazan; it was also attended by the Minister of Construction, Architecture and Housing of the Republic of Tatarstan and I.E.Faizullin and others.

The second forum was attended by over 1000 people, including representatives of non-profit organizations of all the municipalities of the Republic of Tatarstan, public councils of ministries and departments, public councils of the municipalities of the Republic, as well as invited experts and representatives of federal agencies.

During the forum, the participants considered the issues of the interaction of socially oriented non-profit organizations with the authorities and local self-governments, participation of non-profit organizations in the social and economic development of the municipalities of the Republic, as well as an exhibition of the best projects of socially-oriented non-profit organizations. The results of the Forum were announced at the plenary session.

The report of the socially-oriented NPOs in the Republic was made by Chairman of the Public Chamber of the Republic of Tatarstan Anatoly Fomin. Director of the Innovation Development Department of the Ministry of Economic Development Artyom Shadrin noted that Tatarstan is a region with a developed system of socially-oriented NPOs, included in the five leading regions, so Ministry of Economic Development aims to support the Republic.

Artyom Shadrin spoke about the measures of the state support for NPOs. Thus, they extended the period of the validity of reduced insurance rates for socially-oriented NPOs, as well as the list of socially-oriented activities. According to Artyom Shadrin, in 2013 the amount of subsidies from the federal budget to support socially oriented NPOs amounted to 630 million rubles, in 2014  this amount will be increased up to 660 million rubles, in 2015 - up to 690 million rubles. The condition for such granting is the adoption of regional support programs for socially-oriented NPOs.

When summing up the forum, Tatarstan President Rustam Minnikhanov noted that the public life is undergoing significant changes. Thus, according to Rustam Minnikhanov, the influence of veteran, youth, religious, ethnic and artistic associations has significantly increased.

 “Non-profit organizations are a serious partner of the State in addressing the issues facing the Republic”, said the President of Tatarstan.

According to him, the task of the government at all levels is to support non-profit organizations. “It is important to keep the basic principle i.e. the NPOs’ distancing from political considerations”, added Rustam Minnikhanov.

According to him, the quantity and quality of public associations require a new level of coordination functions, which were successfully taken by the Public Chamber of the Republic of Tatarstan. For his part, Rustam Minnikhanov declared his readiness to assist in establishing the practice of public control of the government activities.

Also, according to the President of Tatarstan, it is essential to strengthen the Public Chamber’s relation with local non-profit organizations by including representatives of the non-profit organizations in the Public Chamber.

Speaking about the support for non-profit organizations, Tatarstan President said that for the period from 2014 to 2016, such support would be about 1 billion rubles with half of these funds to be allocated from the Republic’s budget.

 “I have decided to establish five annual prizes of the President of the Republic of Tatarstan “For contribution to the development of civil society”, said Rustam Minnikhanov. The participants met the news with applause.

At the end of the plenary session, the President of Tatarstan handed over certificates to representatives of non-profit organizations, the winners of the contest of socially-oriented non-profit organizations, to receive subsidies from the budget of the Republic of Tatarstan.
