Today, a meeting of the working group on health and safety matters in the construction sector following the results of 2012 took place in the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan. The meeting was held by head of the Department for the construction complex development I.S.Gimayev. He noted that the situation in the area of health and safety was improving. In order to gain control over the compliance with the requirements of the rules and regulations on health and safety on construction sites of the Republic, the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan is taking preventive and awareness raising measures.
A report on the work carried out during 2012 was made by head of the Unit for the implementation of housing programs of the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan O.S.Mukhanova. All work on safety assurance in the construction industry will be continued. An action plan for the next year was presented in the report.
The issues of the infrastructure facilities construction of special economic zone “Alabuga” were discussed at the meeting with contractors. The meeting was held by Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan Yu.L.Alyashev in IP SEZ “Alabuga”.
General contractors of “Kamgesenergostroi” OJSC and “Trest Kamdorstroi” CJSC are completing the work according to the contracts signed in 2012 and preparing the facilities for the commissioning to the customer. As of today, from the beginning of the year, 336.288 mln.rubles have been disbursed, including 256.464 mln. rubles by “Kamgesenergostroi” OJSC and 79.824 mln. rubles by “Trest Kamdorstroi” CJSC. The plan for construction and installation work in November was exceeded by 30%. “Kamgesenergostroi” OJSC completed the installation of equipment РП-13, and is preparing for the final inspection carried out by the State Construction Supervision Inspectorate of the Republic of Tatarstan, and voltage supply. “Trest Kamdorstroi” CJSC is reconstructing the overhead transmission line through the motorway M-7. The completion date is December 20th, 2012.

On December 25th, 2012 an extended meeting on “Results of the activities carried out by the State Corporation - the Fund assisting the restructuring of housing and public utilities, for the period of 2007-2012 and the prospects for its work in 2013-2015” will take place in Kazan.
The event was organized by the Fund and the Government of the Republic of Tatarstan.
The meeting will be attended by representatives of federal authorities, heads of constituent entities of the Russian Federation and representatives of the expert community. The participants will consider the implementation of the Federal Law No. 185-FZ “On the Fund assisting the restructuring of housing and public utilities” of July 21st, 2007 for the period of 2007-2012 and the experience of the Republic of Tatarstan gained when restructuring the sector.

The 14th International specialized exhibition “Energy. Resource Saving” and the 13th International Symposium “Energy and resource efficiency and energy saving” were opened today in “Kazan Fair” OJSC.
The event was attended by President of the Republic of Tatarstan Rustam Minnikhanov, Mayor of Kazan Ilsur Metshin, Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan Ravil Karimov and Chairman of the UNECE Committee on Sustainable Energy Sigurd Heiberg. The exhibition and the symposium were organized by the Ministry of Industry and Trade of the Republic of Tatarstan and the Energy Saving Technologies Center under the Cabinet of Ministers of the Republic of Tatarstan. International Exhibition is a traditional meeting place for representatives of the energy sector and related industries, industrial and university scientists.

It was decided to involve builders from the areas of the Republic to construct the stadium. The construction of the major facility of the Universiade 2013 i.e. the Football Stadium for 45.000 spectators enters its final stage. A large number of builders is required to perform finishing work and land improvement as well as to install modern road surface. Ministry of Construction, Architecture and Housing of the Republic of Tatarstan asked SRO Regional Non-Profit Partnership “Association of Builders of the Republic of Tatarstan” to involve contractors who proved themselves to be reliable partners when implementing budget programs. In particular, it is essential to ensure the interaction with all the municipal areas of the Republic.

Today a videoconference meeting on the housing construction and commission, the provision of housing for the veterans of the Second World War, the implementation of the Republican target program on the citizens’ movement from the failing housing stock took place in the Government House of the Republic of Tatarstan. The meeting was chaired by President of the Republic of Tatarstan R.N.Minnikhanov and attended by Prime Minister of the Republic of Tatarstan I.Sh. Khalikov. The key report was made by First Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan F.M.Khanifov. The report was started with the information on the safety arrangements carried out by construction organizations. The President again paid his attention to the issue.

Volga Region Department of Rostekhnadzor performed the final inspection of the facilities of the second stage of optimized Start-up Facility 1A1 of oil processing network and petrochemical plants of “TANEKO” OJSC. The inspection was to be carried out in 2012.
Despite the fact that the facilities of the second phase of the optimized Start-up Facility 1A1 are not interrelated with the process, and therefore they can be started up title by title, it was decided to put into operation all the facilities (100 titles) at the same time.
Volga Region Department of Rostekhnadzor approved the report on the conformity of 100 titles No.668 of optimized Start-up Facility 1A1 to the requirements of technical regulations (rules and regulations), other regulatory legal acts and design documentation.
In accordance with the program of the integrated testing and commissioning of the facilities of optimized Start-up Facility 1A1 the integrated testing of the viscosity breaking unit has been carried out. The integrated testing of the sulfur recovery unit is carried out.
Construction and installation work is being rapidly carried out on the Combined Hydrocracking Unit (Phase 1Б) designed to further increase the depth of oil refining.
Tomorrow on December 1st, 2012 at 10:40 a.m. a program included in the program cycle “Energy efficiency house” starts on TV channel “Russia 1 – Tatarstan”. The program deals with the creation of energy efficient houses. The audience will be given expert advice on resource conservation and family budget savings when paying for utility services. Topics of the program will be interesting for citizens living both in private and in apartment houses.

Today, Minister of Construction, Architecture and Housing of the Republic of Tatarstan I.E. Faizullin is on his working trip in Moscow, where, together with Minister of Youth Affairs, Sports and Tourism of the Republic of Tatarstan R.T.Burganov he is taking part in a number of meetings on the development of the infrastructure of the host cities of the FIFA World Cup in 2018. The first meeting headed by Deputy Minister Yu.U.Reilyan was held in the Ministry of Regional Development of Russia. During the event it was noted that currently Kazan was a city with high readiness in many aspects. The second meeting was held in the Ministry of Sports of Russia and was chaired by Head of the Department V.LMutko.
2658 piles were driven at all the facilities of the network.
General contractor CNCEC (China) is responsible for carrying out work at 59 facilities including 22 facilities being process racks, and in underground pipelines. Most of the work done is concreting and backfilling of foundations of structures and racks. 11.900 m3 of cast-in-situ concrete were placed and more than 145 thousand cubic meters of foundations were backfilled.
8353 long meters of underground pipes of different diameters were installed; more than 90% of hydraulic testing for the sectors was carried out.
More than 1.700 tons of metal structures were transported to the site, of which 1.350 tons were delivered by “Ak Bars Metal” LLC. The erection of the metal structures of two racks began.
Russian contractor “NIIK” OJSC (Dzerzhinsk) is responsible for carrying out work at 25 facilities. Underground pipelines are being installed by Multi-Industry Association “Inshaat” LLC (Naberezhnye Chelny) in the area of the foreign contractor.
“Kamgesenergostroi” OJSC is installing the foundations of facility 92/01 that is a warehouse for carbamide. 1654 cubic meters of concrete were placed.
