During the final board of the Administration of the Federal Service of State Registration, Land Register and Mapping for the Republic of Tatarstan and the branch of FSBI “Cadastral Chamber of the Administration of the Russian Register” for the Republic Tatarstan President of the Republic of Tatarstan Rustam Minnikhanov emphasized a significant role of the Administration of the Russian Register and the Cadastral Chamber for the Republic of Tatarstan in the economic development of the Republic. Head of the Administration of the Russian Register Azat Zyabbarov made a report on its work in 2012. He said that for the reporting period the Administration had presented more than 510 000 different data on the registered rights including more than 180 000 electronically received applications for the provision of the information. According to Azat Zyabbarov more than 927 000 rights and real estate transactions which is almost 5% higher than in 2011 were registered in 2012. As in past years the state registration of rights and living premises transactions is more than 55% of the total number of registration activities. The number of registered mortgages is significantly increasing. Last year the Administration registered more than 86 000 mortgages. In order to implement federal and republican programs the Administration of the Russian Register for the Republic of Tatarstan in the shortest period of time accepted the documents and registered the rights relating to the implementation of such major federal and republican investment projects as the development of Sviyazhsk interregional multi-modal logistics center, technopolis “Novaya Tura”, innovative satellite city Innopolis , the Universiade Venues, the organization of the intermodal transport from railway station “Kazan” to international airport “Kazan”, the expansion of the territory of special economic zone “Alabuga” and the construction of complex TANEKO. The Administration Office accepted the documents and promptly carried out the state registration of rights to the lands granted to large families. Altogether about 4 thousand rights to such lands were registered.

Today the delegation of the Volgograd Region headed by Governor of Volgograd Region Sergey Bozhenov visited technopolis “Khimgrad” in Kazan. The guests were accompanied by Prime Minister of Tatarstan Ildar Khalikov. It is to be recalled that the delegation will stay in Kazan for two days (January 15th-16th, 2013). The representatives of the Volgograd Region got acquainted with the activity of technopolis “Khimgrad” as well as the activities of the companies located in the technopolis, in particular, with products of “Danafleks-Nano” CJSC. The Aquatics Palace was the next facility attended by the delegation. This sports facility located on the bank of Kazanka River is one of Russia's largest indoor sports facilities. The Aquatics Palace will become a competitive arena for water sports world championships in 2015. The guests were also shown a number of transport infrastructure facilities of Kazan. Some of the facilities were built within the preparation for the World Summer Universiade in Kazan in 2013.

The final and largest cultural center built according to the program of rural clubs in 2012 was opened today by President of the Republic of Tatarstan Rustam Minnikhanov in settlement Nizhniye Vyazovye in Zelenodolsky area. In settlement Nizhniye Vyazovye the President visited the ambulance station that is a branch of Zelenodolskaya CDH. The building with the area of ​​1200 square meters was repaired and new equipment was installed. The ambulance station houses a health centre and a day hospital as well as a dentist’s room, a therapeutic room, an obstetrician-gynecologist’s room and a functional diagnostics room. The medical facility serves about 10,000 people from the settlement and nearby villages. The building still needs siding and insulation of the facade, and today the President ordered to develop a draft and estimate of the work required. Rustam Minnikhanov was asked by local people to organize bus service from nearby villages. The President ordered the district administration to consider this issue. The President of the Republic visited the plant of “Plastpolikom” LLC producing acrylic bathtubs. It is the only operating plant in Russia producing acrylic sheets; it is located in a former factory “Melita”. The total area of its five buildings is 7000 square meters; 30 tons of plastic products are produced every month. At the end of his working visit the President of Tatarstan took part in the opening ceremony of the new cultural centre of the village. This club is a final one built according to the program on rural clubs in 2012. Its capacity is 450 people, and today it is allowed to gather the participants of popular art festival “Sozvezdiye”.

Today Minister of Construction, Architecture and Housing of the Republic of Tatarstan I.E. Faizullin is on his working visit in Moscow. There he attended a meeting of the Accounting Chamber of the Russian Federation on the results of the work on the development of road facilities. In the framework of the 27th World Summer Universiade 2013 the Republic is implementing the program of the development of the road network which provides the construction and reconstruction of urban roads, junctions, pedestrian crossings as well as major and minor repairs of roadways. Minister I.E. Faizullin reported on the results of the work carried out in 2012 and plans for 2013.

Today a videoconference meeting on the housing construction and commission, the provision of housing for the veterans of the Second World War, the implementation of the Republican target program on the citizens’ movement from the failing housing stock took place in the Government House of the Republic of Tatarstan.  The meeting was chaired by President of the Republic of Tatarstan R.N.Minnikhanov and attended by Prime Minister of the Republic of Tatarstan I.Sh. Khalikov. The key report was made by Minister of Construction, Architecture and Housing of the Republic of Tatarstan I.E.Faizullin. He began the report with the compliance of safety rules by construction organizations. According to him the largest number of accidents occurred on major construction sites i.e. in Kazan, Naberezhnye Chelny, Almetyevsk and Nizhnekamsk. As of today a republican target program to provide labor protection for 2013-2015 has been adopted in Tatarstan. The commission of housing in 2013 in Tatarstan was approved in the amount of 2 million 398 thousand square meters. The social mortgage program includes 383.3 thousand square meters, the program on multifamily investment housing includes 1 million 9 thousand square meters, and the program on low-rise housing construction includes 1 million 13 thousand square meters. As of January 11th, 2013 85.9 thousand square meters of housing have been commissioned in the Republic including 12 buildings with a total area of ​​57.1 thousand square meters commissioned according to the social mortgage program. The Republic continues to build 35 houses for 382 veterans of the Second World War.

Today this year's first republican videoconference meeting on the implementation of the Law of the Russian Federation No. 185-FZ “On the Fund assisting restructuring of housing and public utilities” of 21/07/2007 and major repairs in schools took place on the Government House of the Republic of Tatarstan.  The meeting was held by Prime Minister of Tatarstan I.Sh.Khalikov. The keynote report was made by Minister of Construction, Architecture and Housing of the Republic of Tatarstan I.E. Faizullin.

In 2012 2.4 million square meters of new housing were commissioned in the Republic of Tatarstan. Such information was presented today at the final republican meeting in the Government House of the Republic of Tatarstan.  The meeting was chaired by President of the Republic Rustam Minnikhanov.

On December 28th, 2012 the President of the Republic of Tatarstan held a meeting on the work carried out in 2012 at the construction site of the Complex of oil processing network and petrochemical plants in Nizhnekamsk. The tasks to be accomplished in 2013 were set for Customer “Tatneft” OJSC and contractors.

At the end of the meeting the President of the Republic of Tatarstan participated in the process of energizing block number 14 (distribution transformer substation, section 4100) of the hydrocracking unit. The work was performed by “Tatelektromontazh” OJSC.

International research and practice conference on “Development strategy of investment and construction sector in the context of self-regulation” took place in Kazan State University of Architecture and Building Construction.

More than 150 participants including those from Russia, the Czech Republic and Slovakia, as well as representatives of the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan, experts of design and self-regulatory organizations and heads of scientific production associations took part in the conference.

The amount of construction work in Tatarstan in 2012 compared to 2011 increased by 13.3 percent i.e. up to 264 billion rubles. This requires a large number of qualified personnel. Head of the Department for the construction sector development of the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan I.Gimayev mentioned the shortage of professional and highly experienced tradesmen, and reported on the features of training of personnel for the housing and public utilities sector of the Republic.
